As the prospect of keeping warming below 1.5\u2009\u00b0C reduces<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 2\" title=\"Bevacqua, E., Schleussner, C.-F. &amp; Zscheischler, J. A year above 1.5&#x2009;&#xB0;C signals that Earth is most probably within the 20-year period that will reach the Paris Agreement limit. Nat. Clim. Change 15, 262&#x2013;265 (2025).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR2\" id=\"ref-link-section-d174007145e339\" rel=\"nofollow noopener\" target=\"_blank\">2<\/a>, focus turns to understanding the well below 2\u2009\u00b0C limit. The legal imperative of pursuing efforts to keep warming below 1.5\u2009\u00b0C persists even if 1.5\u2009\u00b0C is temporarily exceeded, with well below 2\u2009\u00b0C seen as a stricter legal limit or ceiling that cannot be exceeded<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" title=\"Rogelj, J. &amp; Rajamani, L. The pursuit of 1.5&#x2009;&#xB0;C endures as a legal and ethical imperative in a changing world. Statistics reflecting this LTTG interpretation are now cited in legal cases<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 11\" title=\"Milieudefensie et al. v. Royal Dutch Shell Plc (The Hague Court of Appeal, 2019).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR11\" id=\"ref-link-section-d174007145e376\" rel=\"nofollow noopener\" target=\"_blank\">11<\/a>,<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 12\" title=\"Urgenda Foundation v. Some studies adopt higher probabilities, supported by several lines of reasoning. Notably, the earlier Canc\u00fan Agreements set a target of keeping warming \u2018below\u2019 2\u2009\u00b0C, which was broadly interpreted using a 66% probability<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" title=\"Report of the Conference of the Parties on its Seventeenth Session, Part Two: Action Taken (UNFCCC, 2011); &#10;                https:\/\/unfccc.int\/resource\/docs\/2011\/cop17\/eng\/09a01.pdf&#10;                &#10;              \" href=\"#ref-CR14\" id=\"ref-link-section-d174007145e388\">14<\/a>,<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" title=\"The Emissions Gap Report: Are the Copenhagen Accord Pledges Sufficient to Limit Global Warming to 2&#x2009;&#xB0;C or 1.5&#x2009;&#xB0;C? The subsequent strengthening of this language in climate policy decisions to \u2018well below\u2019 2\u2009\u00b0C thus implies a higher probability. Accordingly, some sources use 83% (corresponding to up to 1\u2009s.d. above the median in remaining carbon budgets of the Intergovernmental Panel on Climate Change (IPCC)<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 19\" title=\"Canadell, J. G. et al. in Climate Change 2021: The Physical Science Basis (eds Masson-Delmotte, V. et al.) 673&#x2013;816 (Cambridge Univ. Over time, accumulating past emissions result in more warming while the remaining emissions compatible with a given temperature limit reduce<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 20\" title=\"Lamboll, R. D. et al. Assessing the size and uncertainty of remaining carbon budgets. Nat. Clim. Change 13, 1360&#x2013;1367 (2023).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR20\" id=\"ref-link-section-d174007145e415\" rel=\"nofollow noopener\" target=\"_blank\">20<\/a>,<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 23\" title=\"Rogelj, J., Forster, P. Learning about climate change and implications for near-term policy. Climatic Change 89, 67&#x2013;85 (2008).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR24\" id=\"ref-link-section-d174007145e422\" rel=\"nofollow noopener\" target=\"_blank\">24<\/a>. This means that, even without new insights into Earth system physics, plausible estimates of future warming become increasingly constrained. Additional physics insights would further strengthen this effect. Figure <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"figure anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Fig1\" rel=\"nofollow noopener\" target=\"_blank\">1a<\/a> illustrates hypothetical temperature evolutions for an emissions pathway from 2015 (the year the Paris Agreement was adopted) designed to avoid 2\u2009\u00b0C of warming with some probability &gt;50%, say 90%. If this emissions pathway is pursued without adjustment, by 2060, the uncertainty in projected warming will be substantially reduced, even if temperatures were closer to 2\u2009\u00b0C than they are today. Recalibrating the emissions pathway using updated uncertainty estimates and implied higher allowable emissions would therefore lead to warming approaching 2\u2009\u00b0C itself. There is thus a clear distinction between the literal meaning of keeping global warming \u2018well below 2\u2009\u00b0C\u2019 and this probabilistic interpretation. As uncertainty declines, median and 90% probability warming estimates converge to the updated median estimate. A similar effect occurs for other probabilities and temperature levels. That means that targets to return warming to below 1.5\u2009\u00b0C with a probability other than 50% would also result in a convergence towards 1.5\u2009\u00b0C. Acknowledging this broader applicability, the remainder of this paper focusses on \u2018well below 2\u2009\u00b0C\u2019 target interpretations. At a later assessment point (2060 in this example, in practice more frequently), the warming up until that date becomes measurable, with some measurement uncertainty much smaller than the uncertainty of the original projection. Global warming could gradually approach 2\u2009\u00b0C if updated probabilities of avoiding 2\u2009\u00b0C are used as a proxy for alignment with the LTTG. Such an outcome is inconsistent with the ordinary meaning of \u2018well below\u2019 and would not align with expectations of how treaties should be interpreted (discussed in Supplementary Information Section <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"supplementary material anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#MOESM1\" rel=\"nofollow noopener\" target=\"_blank\">1<\/a>). Allowing temperatures to approach 2\u2009\u00b0C would more accurately be described as \u2018stabilizing warming at 2\u2009\u00b0C\u2019, an acknowledged risk in interpreting the Canc\u00fan Agreements that was explicitly rejected by Parties in adopting the Paris Agreement<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 27\" title=\"Mace, M. J. Mitigation commitments under the Paris Agreement and the way forward. Clim. Law &#010;                https:\/\/brill.com\/view\/journals\/clla\/6\/1-2\/article-p21_2.xml&#010;                &#010;               (2016).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR27\" id=\"ref-link-section-d174007145e470\" rel=\"nofollow noopener\" target=\"_blank\">27<\/a>.<\/p>\n<p>The surrounding text of the Paris Agreement adds richness to the interpretation of the \u2018well below 2\u2009\u00b0C\u2019 language and places additional constraints on permissible scenarios. Importantly, the 1.5\u2009\u00b0C target persists as a demand to minimize overshoot in spite of its likely exceedance<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" title=\"Rogelj, J. &amp; Rajamani, L. Furthermore, Article\u20094.1 of the Paris Agreement, which requires achieving global net-zero GHG emissions this century, applies a further weak constraint on keeping warming below 2\u2009\u00b0C and implies a gradual temperature reversal in pursuit of 1.5\u2009\u00b0C (Supplementary Information Section <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"supplementary material anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#MOESM1\" rel=\"nofollow noopener\" target=\"_blank\">2<\/a>; refs. <a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 29\" title=\"Fuglestvedt, J. et al. Change 8, 319&#x2013;324 (2018).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR30\" id=\"ref-link-section-d174007145e495\" rel=\"nofollow noopener\" target=\"_blank\">30<\/a>).<\/p>\n<p>The issue of convergence to a weaker end point can be avoided by interpreting the LTTG in terms of median or expected warming (Fig. <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"figure anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Fig1\" rel=\"nofollow noopener\" target=\"_blank\">1b<\/a>). Although uncertainty ranges may narrow over time, the expected position of the median remains unchanged. This approach avoids a gradual convergence towards 2\u2009\u00b0C without requiring a revised legal interpretation of \u2018well below\u2019. Instead, it translates the level of uncertainty based on the best-available science at the time of adoption of the Paris Agreement into a median temperature target (<a data-track=\"click\" data-track-label=\"link\" data-track-action=\"section anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Sec2\" rel=\"nofollow noopener\" target=\"_blank\">Methods<\/a>), allowing scientific updates to adjust emissions limits required without altering the ambition of the temperature goal itself.<\/p>\n<p>There is a logistic relationship between median peak warming and the probability of peaking below 2\u2009\u00b0C in many simple climate models (Extended Data Fig. <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"figure anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Fig2\" rel=\"nofollow noopener\" target=\"_blank\">1<\/a>). The MAGICC<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 31\" title=\"Meinshausen, M., Raper, S. C. B. &amp; Wigley, T. M. L. Emulating coupled atmosphere&#x2013;ocean and carbon cycle models with a simpler model, MAGICC6&#x2014;Part 1: Model description and calibration. Atmos. Chem. Phys. 11, 1417&#x2013;1456 (2011).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR31\" id=\"ref-link-section-d174007145e514\" rel=\"nofollow noopener\" target=\"_blank\">31<\/a> (v.6.0) and FaIR<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 32\" title=\"Smith, C. Model Dev. 11, 2273&#x2013;2297 (2018).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR32\" id=\"ref-link-section-d174007145e518\" rel=\"nofollow noopener\" target=\"_blank\">32<\/a> (v.1.3) models are calibrated to reproduce Earth system behaviour as assessed in the IPCC Fifth Assessment Report (AR5), the most recent assessment available at the adoption of the Paris Agreement. These models ran a scenario ensemble collected for the IPCC Special Report on Global Warming of 1.5\u2009\u00b0C (SR1.5)<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 33\" title=\"Rogelj, J. et al. in Special Report on Global Warming of 1.5&#x2009;&#xB0;C (eds Masson-Delmotte, V. et al.) 93&#x2013;174 (WMO, 2018).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR33\" id=\"ref-link-section-d174007145e522\" rel=\"nofollow noopener\" target=\"_blank\">33<\/a>. Although some scenarios post-date the Paris Agreement, the resulting warming estimates remain consistent with the science available at its adoption. For comparison, we also present results using updated calibrations of both models<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 34\" title=\"Kikstra, J. S. et al. The IPCC Sixth Assessment Report WGIII climate assessment of mitigation pathways: from emissions to global temperatures. Geosci. Model Dev. 15, 9075&#x2013;9109 (2022).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR34\" id=\"ref-link-section-d174007145e526\" rel=\"nofollow noopener\" target=\"_blank\">34<\/a> run on more recent scenarios used in AR6<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 35\" title=\"Riahi, K. et al. in Climate Change 2022: Mitigation of Climate Change (eds IPCC) 295&#x2013;408 (Cambridge Univ. Press, 2022).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR35\" id=\"ref-link-section-d174007145e531\" rel=\"nofollow noopener\" target=\"_blank\">35<\/a>.<\/p>\n<p>The logistic fits relate median peak warming to the initially pursued probability of remaining below 2\u2009\u00b0C for each climate model and scenario database combination. Although the underlying scientific assessments are less than a decade apart, the values in Table <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"table anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Tab1\" rel=\"nofollow noopener\" target=\"_blank\">1<\/a> already illustrate the upwards creep in pursued median warming, an effect one would seek to avoid. Between the AR5 (SR1.5) and AR6 assessments, uncertainty in climate sensitivity and temperature projections decreased, partly due to additional observational data. Consequently, the expected warming associated with nominally equivalent probability-based interpretations of limiting warming below 2\u2009\u00b0C increases. For example, targeting a 66% probability of keeping warming below 2\u2009\u00b0C yields a median peak warming of 1.83\u2009\u00b0C under MAGICC as calibrated for AR5 (SR1.5), rising to 1.85\u2009\u00b0C under the AR6 calibration. This is similar to the IEA 2016 estimate of 1.84\u2009\u00b0C for a 66% probability of staying below 2\u2009\u00b0C (ref. <a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 6\" title=\"World Energy Outlook 2016 (IEA, 2016); &#010;                https:\/\/iea.blob.core.windows.net\/assets\/680c05c8-1d6e-42ae-b953-68e0420d46d5\/WEO2016.pdf&#010;                &#010;              \" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR6\" id=\"ref-link-section-d174007145e541\" rel=\"nofollow noopener\" target=\"_blank\">6<\/a>).<\/p>\n<p>Table 1 Median peak warming (\u00b0C) in scenarios with a given chance of keeping global warming below 2\u2009\u00b0C<\/p>\n<p>Using the best-available science at specific points in time allows us to quantify the median warming implied by different probabilities of remaining below 2\u2009\u00b0C, as would have informed the Paris Agreement. The FaIR model was not yet available at the time and was still considered less established in SR1.5<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 33\" title=\"Rogelj, J. et al. in Special Report on Global Warming of 1.5&#x2009;&#xB0;C (eds Masson-Delmotte, V. et al.) 93&#x2013;174 (WMO, 2018).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR33\" id=\"ref-link-section-d174007145e791\" rel=\"nofollow noopener\" target=\"_blank\">33<\/a>, which primarily reported MAGICC results. The MAGICC calibration and scenarios used in SR1.5, reflecting IPCC AR5 climate uncertainties, is most representative of knowledge during the Paris Agreement adoption (MAGICC SR1.5 in Table <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"table anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Tab1\" rel=\"nofollow noopener\" target=\"_blank\">1<\/a>).<\/p>\n<p>Table <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"table anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#Tab1\" rel=\"nofollow noopener\" target=\"_blank\">1<\/a> shows that a 90% probability of remaining below 2\u2009\u00b0C (both in 2015 and under current assessments) is not substantially weaker a target than pursuing a median 1.5\u2009\u00b0C limit, given the difficulty in specifying recent temperature change to two decimal places<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 36\" title=\"Forster, P. M. et al. Indicators of global climate change 2024: annual update of key indicators of the state of the climate system and human influence. Earth Syst. Sci. Data 17, 2641&#x2013;2680 (2025).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR36\" id=\"ref-link-section-d174007145e804\" rel=\"nofollow noopener\" target=\"_blank\">36<\/a>. While this underscores the importance of the 1.5\u2009\u00b0C target as a guardrail and focal point, it can exemplify constructed ambiguity<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 37\" title=\"Geden, O. The Paris Agreement and the inherent inconsistency of climate policymaking. WIREs Clim. Change 7, 790&#x2013;797 (2016).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR37\" id=\"ref-link-section-d174007145e808\" rel=\"nofollow noopener\" target=\"_blank\">37<\/a> or that a near-equivalence of the two might not have been universally appreciated. Distinctions between global temperature metrics were also less widely appreciated; although our analysis uses GSAT, the results can be readily translated to GMST using a conversion factor<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 38\" title=\"Kirchengast, G. &amp; Pichler, M. A traceable global warming record and clarity for the 1.5&#x2009;&#xB0;C and well-below 2&#x2009;&#xB0;C goals. Commun. Earth Environ. 6, 402 (2025).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR38\" id=\"ref-link-section-d174007145e812\" rel=\"nofollow noopener\" target=\"_blank\">38<\/a>, since the relationships we examine are approximately linear.<\/p>\n<p>Most scenarios meeting a 1.5\u2009\u00b0C end-century target have a currently assessed probability &gt;66% of remaining below 2\u2009\u00b0C throughout the century (Supplementary Fig. <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"supplementary material anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#MOESM1\" rel=\"nofollow noopener\" target=\"_blank\">2<\/a>). Although scenarios can be constructed where this does not hold, the \u2018well below 2\u2009\u00b0C\u2019 language of the Paris Agreement clearly signals greater stringency than the Canc\u00fan Agreements\u2019 \u2018below 2\u2009\u00b0C\u2019 framing. As the latter was widely interpreted with a 66% probability of avoidance, reasonable interpretations of the LTTG upper limit should adopt probabilities clearly above a 66% threshold. Such interpretation corresponds to a median warming level markedly below 1.83\u2009\u00b0C. A reasonable choice with previous usage in this range is the up-to-one-standard deviation probability (83%), translating to a median warming of no more than 1.63\u2009\u00b0C. This is broadly consistent with the IEA interpretation of a 66% probability of remaining below 1.8\u2009\u00b0C, which translates to a median warming of about 1.65\u2009\u00b0C (Supplementary Information Section <a data-track=\"click\" data-track-label=\"link\" data-track-action=\"supplementary material anchor\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#MOESM1\" rel=\"nofollow noopener\" target=\"_blank\">3<\/a>). It is also stronger than a median warming of 1.8\u2009\u00b0C even without future-proofing. The 1.7\u2009\u00b0C median warming benchmark chosen by a recent study<a data-track=\"click\" data-track-action=\"reference anchor\" data-track-label=\"link\" data-test=\"citation-ref\" aria-label=\"Reference 38\" title=\"Kirchengast, G. &amp; Pichler, M. A traceable global warming record and clarity for the 1.5&#x2009;&#xB0;C and well-below 2&#x2009;&#xB0;C goals. Commun. Earth Environ. 6, 402 (2025).\" href=\"http:\/\/www.nature.com\/articles\/s41558-026-02685-y#ref-CR38\" id=\"ref-link-section-d174007145e826\" rel=\"nofollow noopener\" target=\"_blank\">38<\/a> is also within the range 1.63\u20131.83\u2009\u00b0C. Accounting for rounding and the strictly-less-than condition on the 66% (likely) threshold, existing interpretations of the LTTG \u2018well below 2\u2009\u00b0C\u2019 limit converge on a Paris-consistent peak warming in the 1.65\u20131.8\u2009\u00b0C range.
