How does it work?"},"content":{"rendered":"<p>President Donald Trump has made it a point on at least two occasions <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/finance.yahoo.com\/economy\/policy\/articles\/trump-embraces-australian-retirement-system-backed-by-larry-fink-130000612.html\">to talk about his admiration for Australia\u2019s retirement system<\/a>. Just the other day, he said two of his top economic advisers are looking at ways to bring to the U.S. <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.foxbusiness.com\/politics\/trump-looking-very-strongly-australia-style-retirement-system-taking-that-making-sharper\">what they call \u201csuperannuation\u201d in Australia<\/a>.<\/p>\n<p>How does it work?<\/p>\n<p>Marketplace\u2019s senior correspondent for future effects, David Brancaccio, looked into it, and he joined \u201cMarketplace Morning Report\u201d host Kimberly Adams for a conversation to share more. The following is an edited transcript of the interview.<\/p>\n<p>Kimberly Adams: What is so \u201csuper\u201d in Australia?<\/p>\n<p>David Brancaccio: The Aussies&#8217; superannuation system \u2014 that&#8217;s the term they use \u2014 where employers must withhold 12% of the salaries they pay and put the money into private investment accounts, where it&#8217;s supposed to grow over the years. Then, at retirement age, the former employee gets access to their money, which is taxed, but at a way lower rate than is normal.<\/p>\n<p>Adams: That sounds somewhat similar to the IRAs and <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/episode\/2020\/12\/01\/you-cant-really-retire-with-a-401k-alone\" rel=\"nofollow noopener\" target=\"_blank\">the 401(k)s<\/a> and the 403(b)s that we already have here. But what makes this different?<\/p>\n<p>Brancaccio: Here&#8217;s the thing: This super arrangement in Australia is compulsory. Twelve percent of pay has to go into forced savings, up to some limit. The <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2023\/11\/07\/how-the-u-s-retirement-system-stacks-up-against-the-rest-of-the-world\" rel=\"nofollow noopener\" target=\"_blank\">problem this might solve here<\/a> is that many people, right, don&#8217;t have access to <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2024\/06\/26\/401k-us-retirement-savings-contribution-report\" rel=\"nofollow noopener\" target=\"_blank\">retirement plans at work<\/a>, or they can&#8217;t \u2014 or choose not to \u2014 kick money into those or into personal IRAs. We have voices on the political right and on the left looking for ways to attract more people into private accounts, so we might live better in retirement.<\/p>\n<p>Adams: So is the idea from the Trump administration that this would replace <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2025\/08\/13\/social-security-turns-90-65-of-retirees-need-it\" rel=\"nofollow noopener\" target=\"_blank\">Social Security<\/a>?<\/p>\n<p>Brancaccio: Well, I asked experts, and they do not see that happening. They say the current White House seems inclined to stick the Social Security accounting problem onto the next presidential administration. \u201cHere&#8217;s this hot potato.\u201d But another key question about importing this from Australia: Would it stack on top of Social Security, so then that would be even more money deducted for retirement out of the paychecks? Or is the idea maybe instead to take a slice out of what had been going into <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2026\/06\/17\/social-security-set-to-cut-benefits-by-2034-if-congress-doesnt-act\" rel=\"nofollow noopener\" target=\"_blank\">the already underfunded Social Security system<\/a> and funnel it into these new private accounts? I spoke to Romina Boccia, who studies this at the libertarian-leaning Cato Institute.<\/p>\n<p>Romina Boccia: Any portion of the 12.4% payroll tax that would be diverted toward a private retirement account would need to be replaced, unless Congress was willing to significantly and suddenly cut benefits for seniors, <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2024\/06\/27\/social-security-cuts-inevitable-unless-lawmakers-act\" rel=\"nofollow noopener\" target=\"_blank\">which seems politically very unlikely<\/a>.<\/p>\n<p>Adams: Very unlikely, to put it mildly. I imagine the retirement planning companies are just salivating at this idea of implementing an Australia-style system here. I&#8217;m just thinking about all the fees to manage the accounts at that scale.<\/p>\n<p>Brancaccio: So you have Wall Street&#8217;s self-interest joining forces with other people who want to improve society by creating accounts to fix the economic security of elders. Boccia, my Cato source \u2014 who&#8217;s skeptical of mandatory savings \u2014 put it this way:<\/p>\n<p>Boccia: In economics, we refer to this <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/regulatorystudies.columbian.gwu.edu\/bootleggers-baptists-experience-another-regulatory-economist\">as \u201cBootleggers and Baptists.\u201d<\/a> When you have industry, that stands to gain, get together with so-called \u201cdo-gooders\u201d who think they can make Americans better off by forcing or nudging them into a system that they might not otherwise choose, you get this perfect combination of political support building between different factions, all moving in one direction.<\/p>\n<p>Brancaccio: And, Kimberly, the word is that Trump has Commerce and Treasury Secretaries Lutnick and Bessent working on ways to \u201cAustralia-ify\u201d our retirement system.
