The <a href=\"https:\/\/twitter.com\/emmetatquiddity\/status\/1653681447943696385\" target=\"_blank\" rel=\"nofollow noopener\">D7 Play Streets initiative<\/a> aims to give children in Dublin 7 the experience of street play and greater independence that a lot of older Irish people enjoyed when they were growing up.<\/p>\n<p>On a recent sunny afternoon, <a href=\"https:\/\/medium.com\/@emmet.obriain\/5-things-we-learned-about-organising-a-play-street-in- dublin-7-c3a975bf5bf4\" target=\"_blank\" rel=\"nofollow noopener\">a group of children gathered to play on a local street near Dublin&#8217;s north inner city<\/a>. Some of them skipped, some kicked a ball around, some drew with chalk in the middle of the road, others sat with their parents, just taking it all in.<\/p>\n<p>The remarkable thing for many of these children was that this was their first time playing on the streets where they live. There are the obvious physical benefits, promoting physical activity and the development of motor skills, but there are also important psychological and emotional benefits too. <a href=\"https:\/\/learningthroughplay.com\/explore-the-research\/the-scientific-case-for-learning- through-play\" target=\"_blank\" rel=\"nofollow noopener\">Play creates opportunities<\/a> for children to develop autonomy in decision-making, for social interaction with other children, as well as encouraging imagination and creativity.<\/p>\n<p>Historically, the street was where children living in cities would reap the benefits of play, but the childhoods of today are very different to those enjoyed in the 1970s, 1980s and 1990s, particularly in terms of children\u2019s ability to play or travel places without adult supervision (what is often referred to as &#8216;independent mobility\u2019). In fact, Ireland has one of the lowest rates of children\u2019s independent mobility in Europe.<\/p>\n<p>Irish children play less, are less physically active and less independent than many of their European peers, but also less physically active and independent than their parents were at the same age. CSO figures <a href=\"https:\/\/www.cso.ie\/en\/releasesandpublications\/ ep\/p-cp6ci\/p6cii\/p6stp\/]\" target=\"_blank\" rel=\"nofollow noopener\">show<\/a> that half of all primary school students in Ireland walked or cycled to school in 1986 but only a quarter did 30 years later. This warning went unheeded and our planning in the interim has mostly been built around the idea that every household would or should have access to a car.<\/p>\n<p>Why Dublin 7?<\/p>\n<p>In Dublin 7 and other parts of the city, especially areas between the canals, the problem is a qualitatively different one to that of the outer suburbs. It is not just a question of accessibility, or of safety &#8211; the dangers of rat-runs and speeding cars &#8211; or of poor provision for pedestrians and so-called <a href=\"https:\/\/www.rte.ie\/brainstorm\/2022\/0519\/1297401-ireland-pedestrianisation-cities-towns-car-free-capel-street\/\" rel=\"nofollow noopener\" target=\"_blank\">&#8220;carchitecture&#8221;<\/a>, but also a fundamental question of finite space.<\/p>\n<p>In 1985, there were <a href=\"https:\/\/www.cso.ie\/en\/releasesandpublications\/ep\/p-eii\/eii2016\/trans\/\" rel=\"nofollow noopener\" target=\"_blank\">710,000 private cars under licence in Ireland<\/a> for 3,500,000 million people, that&#8217;s approximately one private car for every five people in the country. Now, however, there are close to <a href=\"https:\/\/www.cartell.ie\/2022\/06\/car-ownership-in-ireland\/\" target=\"_blank\" rel=\"nofollow noopener\">2.5 million for a population of 5m<\/a>, which is one car for every two people. And <a href=\"https:\/\/dublininquirer.com\/2021\/12\/22\/cars-are-getting-bigger-but-dublin-s-streets-and- parking-spaces-aren-t\" rel=\"nofollow noopener\" target=\"_blank\">the cars are bigger too<\/a>.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/07\/001e4f1e-614.jpg\"\/><br \/>\nChildren playing on Berkeley Road during a Dublin 7 Play Street initiative in June 2023. Photo: Eric Greene<\/p>\n<p>This dramatic increase in car ownership creates particular problems for neighbourhoods such as those in Dublin 7. Areas like Broadstone and Stoneybatter were developed before the car was even invented. They were not intended for the volume of vehicles they have to accommodate on a daily basis and the proportions of the streets and the street geometry reflect that.<\/p>\n<p>These are streetscapes designed with <a href=\"https:\/\/graphmagazine.wordpress.com\/2013\/06\/13\/the-pleasure-of-small- streets\/\" rel=\"nofollow noopener\" target=\"_blank\">&#8220;a vision of the city as a series of small scale interactions&#8221;<\/a>, an interconnectedness which has been disrupted, unthinkingly annexed, by the private car. The consequence is that there is now no space for play, nor opportunities for the \u2018small scale interactions&#8217; between children and between adults that play provokes.<\/p>\n<p>Introducing D7 Play Streets<\/p>\n<p>The D7 Play Streets initiative is an attempt to provide a practical demonstration of what a simple reallocation of public space which puts children first &#8211; and which returns the street to a source of social life &#8211; could look like. The <a href=\"https:\/\/ medium.com\/@emmet.obriain\/5-things-we-learned-about-organising-a-play-street-in- dublin-7-c3a975bf5bf4\" target=\"_blank\" rel=\"nofollow noopener\">Play Street mentioned above<\/a> involved nothing more than a few buckets of chalk, a couple of traffic cones and, most importantly, some children.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/07\/001e4f21-614.jpg\"\/><br \/>\nA tug of war on Harold Road during a Dublin 7 Play Street initiative in June 2023. Photo: Barbara Conway.<\/p>\n<p>It brought together children and families who didn\u2019t even know of each other\u2019s existence, despite living around the corner from each other. An older resident of the street who had lived there her entire life commented: &#8220;it was nice to see children playing on the street again.&#8221; These are the \u2018small scale interactions\u2019 that are so vital for building communities.<\/p>\n<p>But one-off informal play streets have no legal basis to close roads to make space for play, even in the interests of safety. If one, ten or 100 cars wanted to drive through our next play street, we have no authority to stop them. As such, this type of play street experiment, and the D7 Play Streets initiative, has to be a means towards the creation of a formal process to organise Play Streets on an ongoing basis, or the permanent designation of selected streets as Play Streets, for which there are <a href=\"https:\/\/playingout.net\/nearby-you\/an-international-movement\/\" target=\"_blank\" rel=\"nofollow noopener\">many precedents<\/a> around the world.<\/p>\n<p alt=\"Why we turned a Dublin street into a playground\" class=\"tpe\" data-description=\"The D7 Play Streets initiative is about showing what a simple reallocation of public space which puts children first and which returns the street to a source of social life could look like\" data-embed=\"rte-player\" data-id=\"22298608\" data-ot-category=\"C0004\" data-title=\"The D7 Play Streets initiative is about showing what a simple reallocation of public space which puts children first and which returns the street to a source of social life could look like\">We need your consent to load this rte-player contentWe use rte-player to manage extra content that can set cookies on your device and collect data about your activity. Local authorities in <a href=\"https:\/\/www.fingal.ie\/playful-streets\" target=\"_blank\" rel=\"nofollow noopener\">Fingal<\/a> [https:\/\/www.fingal.ie\/playful-streets] and <a href=\"https:\/\/waterfordcouncilnews.com\/2023\/03\/20\/make-your-street-a-playful-street\/\" target=\"_blank\" rel=\"nofollow noopener\">Waterford<\/a> are currently working with the social enterprise <a href=\"https:\/\/www.aplayfulcity.com\" target=\"_blank\" rel=\"nofollow noopener\">A Playful City<\/a> to see how this process could be simplified for local communities.<\/p>\n<p>This would bring us closer to being able to guarantee our children\u2019s protection when they play on their local streets.
