{"id":561758,"date":"2026-07-22T02:05:13","date_gmt":"2026-07-22T02:05:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/561758\/"},"modified":"2026-07-22T02:05:13","modified_gmt":"2026-07-22T02:05:13","slug":"e1-5bn-to-be-set-aside-for-tax-package-for-workers-in-summer-economic-statement-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/561758\/","title":{"rendered":"\u20ac1.5bn to be set aside for tax package for workers in summer economic statement \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Tough negotiations in the autumn on Government spending plans for next year will be indicated by pre-<a href=\"https:\/\/www.irishtimes.com\/budget\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/budget\/\">budget<\/a> figures to be published on Wednesday. <\/p>\n<p class=\"c-paragraph paywall \">Tight control on expenditure will also be needed next year to stay within the figures, and likely further overruns this year will make this more difficult.<\/p>\n<p class=\"c-paragraph paywall \">The plans \u2013 to be announced at lunchtime by Minister for Finance <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\">Simon Harris<\/a> and Minister for Public Expenditure <a href=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\">Jack Chambers<\/a> after Wednesday morning\u2019s Cabinet meeting \u2013 will adhere to the expenditure limits laid out in last year\u2019s medium-term fiscal plan to keep expenditure increases to 6 per cent a year<\/p>\n<p class=\"c-paragraph paywall \">This will mean that expenditure increases will be limited to \u20ac7 billion next year, while \u20ac1.5 billion will be set aside for a <a href=\"https:\/\/www.irishtimes.com\/tags\/tax\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tax\">tax<\/a> package likely to protect workers from inflation and increase take-home pay.<\/p>\n<p class=\"c-paragraph paywall \">The \u20ac1.5 billion is likely to grow to \u20ac1.7 billion at least on budget day as the Government will extend the bank levy for another year, giving Harris another \u20ac200 million for the tax package.<\/p>\n<p class=\"c-paragraph paywall \">As such the overall budget day package is likely to grow to almost \u20ac9 billion, according to sources familiar with Government thinking. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/opinion\/2026\/07\/19\/pat-leahy-simon-harris-fine-gael-budget-tax-cuts-public-sector-pay-spending-demands\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Pat Leahy: Why Simon Harris will really struggle to move the dial on income tax in the BudgetOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">While the amount allocated for extra spending on budget day is substantial, most of it will be needed to deal with the impact of inflation, population growth and ageing. The Irish Fiscal Advisory Council calculates that accounting for this, along with a likely increase in welfare payments to match inflation and a public sector pay deal, will leave little spare for additional spending measures elsewhere.<\/p>\n<p class=\"c-paragraph paywall \">With the Government promising extra resources to help households deal with the cost of living in areas like childcare, disability and education, this is likely to set up difficult negotiations within the Coalition in advance of budget day. A package to help lower income households deal with higher energy costs is also in the mix for budget day. <\/p>\n<p class=\"c-paragraph paywall \">The tax package will also be difficult to frame, as the promised increase in the income level at which taxpayers enter the higher 40 per cent tax rate \u2013 \u20ac44,000 for a single person \u2013 is expensive to deliver, while other changes to tax credits and the USC will also be needed to provide some gains to lower earners. <\/p>\n<p class=\"c-paragraph paywall \">Senior Ministers have also promised inheritance tax reliefs and Harris will need some cash for a new planned savings scheme and possible wider changes in investment taxation.<\/p>\n<p class=\"c-paragraph paywall \">Tough expenditure controls to ensure that each Government department stays within budget \u2013 a requirement which is already proving difficult for some departments \u2013 are likely to be required. <\/p>\n<p class=\"c-paragraph paywall \">Last week, an Oireachtas committee heard that three Government departments are now subject to \u201cspecial measures\u201d relating to spending, <\/p>\n<p class=\"c-paragraph paywall \">Under measures agreed by the Government earlier this year, departments that exceed agreed budgets face closer supervision by officials from the Department of Public Expenditure and Reform.<\/p>\n<p class=\"c-paragraph paywall \">Oversight groups have been set up this year with the Department of Education and the Department of Children, in addition to an existing group in the Department of Health, which has been in place for several years.<\/p>\n<p class=\"c-paragraph paywall \">Given the cost of maintaining existing levels of services, the \u20ac7 billion ceiling on new spending will leave little room for new spending measures by Ministers, suggesting that budget negotiations in September between Chambers and Ministers in the spending departments are likely to be difficult.<\/p>\n<p class=\"c-paragraph paywall \">Chambers has already clashed with colleagues over plans to have overspending in departments such as education and health paid for by a levy on other departments.<\/p>\n<p class=\"c-paragraph paywall \">The budget will be delivered on October 6th.<\/p>\n","protected":false},"excerpt":{"rendered":"Tough negotiations in the autumn on Government spending plans for next year will be indicated by pre-budget figures&hellip;\n","protected":false},"author":2,"featured_media":561759,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3],"tags":[5168,943,195462,6466,3414,14999,42,10297,13808,43,70,5066,40,38,41,39],"class_list":["post-561758","post","type-post","status-publish","format-standard","has-post-thumbnail","category-headlines","tag-budget","tag-cost-of-living","tag-department-of-children-disability-and-equality","tag-department-of-education","tag-department-of-health","tag-department-of-public-expenditure-and-reform","tag-headlines","tag-irish-fiscal-advisory-council","tag-jack-chambers","tag-news","tag-simon-harris","tag-tax","tag-top-news","tag-top-stories","tag-topnews","tag-topstories"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/561758","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=561758"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/561758\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/561759"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=561758"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=561758"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=561758"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
