A Co Wicklow-based doctor has promised under oath to comply with a High Court order prohibiting her from practising as a GP until a fitness-to-practise process by the Irish Medical Council concludes.<\/p>\n
Dr Regine Grah, who had been operating her own private general practice at Silver Oak Family Practice in Ballywaltrim Heights, Bray, was suspended following an urgent High Court application by the Medical Council last month.<\/p>\n
In a judgment dated 17 July, the President of the High Court, Mr Justice David Barniville, lifted an in-camera rule that had prevented her being named, saying that the orders were necessary for the protection of the public and patient safety.<\/p>\n
It followed evidence, yet to be determined, that she was continuing to practise medicine and write prescriptions despite having no professional indemnity insurance.<\/p>\n
Three pharmacies in Wicklow and south Dublin had also raised concerns, dating to March of this year, about her high level of prescribing of drugs including benzodiazepines and sedatives, known as Z drugs.<\/p>\n
Examples of quantities prescribed had been 56 tablets of Xanax and 56 tablets of Diazepam, in repeat quantities, between December 2025 and February this year.<\/p>\n

Eoghan O’Sullivan, BL for the Medical Council, said that there were concerns that a number of prescriptions had been made by Dr Grah since the suspension order was made.<\/p>\n
The Medical Council had issued a public notice on the 7 August warning the public of a serious patient safety risk in relation to Dr Grah and urged people not to attend her clinic or seek prescriptions from her.<\/p>\n
Mr O’Sullivan said the Pharmaceutical Society of Ireland has also advised its members not to dispense her prescriptions.<\/p>\n
The judge said the Medical Council was seeking assurances that the doctor understood this and that she was shutting down her clinic.<\/p>\n
Representing herself, Dr Grah said she had not been made aware of the order until 7 August, when she said she had been contacted for comment by a newspaper, the Irish Mirror, and she said she had shut everything down then.<\/p>\n
However, she agreed she had been sent and had engaged with a number of emails before this date, to which she had replied, saying that she had done nothing wrong and that all her prescriptions were legal.<\/p>\n
She had not been in court for the previous hearing, but asked today if she would comply with the order, she replied “definitely”.<\/p>\n
She said she had closed the surgery but that patients had continued to try to call her.<\/p>\n
“They are calling but I’m not answering to any calls,” she said.<\/p>\n
Seeking legal advice<\/p>\n
Dr Grah was told by Mr Justice Barniville that she can appeal to have the judgement set aside if she believes there are grounds for doing so.<\/p>\n
She said she thought that she did want to do that and said she would seek legal advice.<\/p>\n
Costs in the case were reserved and the case was adjourned with it being open to either side to come back before the judge should any new evidence or applications arise.<\/p>\n
Dr Grah is from C\u00f4te d’Ivoire and qualified as a doctor in January 2018, having obtained her medical qualifications from a university in Romania.<\/p>\n
