It was first published at 3pm on September 1.<\/p>\n<p class=\"body\"><a href=\"https:\/\/signup.businesspost.ie\/markets\/\" rel=\"nofollow noopener\" target=\"_blank\">Click here to sign up to the Business Post\u2019s Markets newsletter to get updates on the SIA and stay on top of our markets coverage<\/a><\/p>\n<p>Everything we know so far:<\/p>\n<p class=\"body\">The government is going to announce a new Savings and Investment Account, or Personal Investment Account, in the Budget on October 6.<\/p>\n<p class=\"body\">Simon Harris, the finance minister, has spearheaded the scheme and said he wants to unlock some of the around \u20ac170 billion sitting in deposit accounts and create incentives to make it more attractive \u2013 and less expensive \u2013 for average people to invest.<\/p>\n<p class=\"body\">Such schemes are common in other countries and Harris has considered the benefits of the UK ISA and Swedish ISK in designing the Irish SIA.<\/p>\n<p class=\"body\">The final shape of the accounts has not yet been announced.<\/p>\n<p class=\"body\"><a href=\"https:\/\/www.businesspost.ie\/markets\/revealed-the-governments-plan-for-investment-accounts\/\" rel=\"nofollow noopener\" target=\"_blank\">What we do know<\/a> is that the structure of the accounts will borrow from different examples around the world. The government is adopting the annual contribution limit of the UK\u2019s ISA accounts, along with the annual tax above a threshold seen in Sweden\u2019s ISK accounts.<\/p>\n<p class=\"body\">As part of the plan, the deemed disposal rule which disincentives investing in ETFs like the S&amp;P500 will be abolished within the accounts. Scroll down for more details on that.<\/p>\n<p class=\"body\">The Business Post has been covering the plan from the start and this hub will be updated with our team\u2019s reporting and releases from respected sources such as the Department of Finance, Banking &amp; Payments Federation Ireland (BPFI), and other trade bodies and expert groups.<\/p>\n<p class=\"body\"><a href=\"https:\/\/www.businesspost.ie\/analysis-opinion\/simon-harris-new-savings-account-will-extend-benefits-enjoyed-by-the-wealthy-to-everyone\/\" rel=\"nofollow noopener\" target=\"_blank\">Here is why the finance minister Simon Harris believes they are important<\/a><\/p>\n<p class=\"body\">Here\u2019s a general overview <a href=\"https:\/\/www.businesspost.ie\/markets\/revealed-the-governments-plan-for-investment-accounts\/\" rel=\"nofollow noopener\" target=\"_blank\">based on what we know at the moment. <\/a><\/p>\n<p>The accounts will feature:<\/p>\n<p class=\"body\">\u2022 A tax-free threshold under which no tax will be paid. A \u201clow flat\u201d rate of tax will be applied to the value of the account over this limit.<\/p>\n<p class=\"body\">\u2022 No minimum contribution, but a maximum contribution limit<\/p>\n<p class=\"body\">\u2022 The existing tax regime, including the deemed disposal rule, will not apply to the accounts. Providers will be required to report and pay tax on behalf of the investor.<\/p>\n<p class=\"body\">\u2022 Eligible investments include listed shares, bonds, regulated financial instruments, and funds including ETFs. Crypto and derivatives will not be permitted.<\/p>\n<p class=\"body\">\u2022 Investors will not be able to hold cash on deposit in the account, other than for purchasing investments or cash resting temporarily after selling an investment.<\/p>\n<p class=\"body\">\u2022 There will be no holding or lock-in period, while moving accounts between providers will be facilitated \u201cwhere possible\u201d on a tax-neutral basis.<\/p>\n<p>Is this the best option?<\/p>\n<p class=\"body\">There has been a lot of debate about what shape the accounts should take.<\/p>\n<p class=\"body\">The Banking and Payments Federation has made a detailed submission calling for clear and attractive tax incentives based on an annual contribution threshold, and to allow access to funds in a way that is not overly restrictive to first-time investors.<\/p>\n<p class=\"body\">The plan is that regulated banks, platform brokers, and financial institutions will directly administer the tax obligations, removing the burden of manual filing from individual investors.<\/p>\n<p class=\"body\"><a href=\"https:\/\/bpfi.ie\/publications\/proposals-sia\/\" rel=\"nofollow noopener\" target=\"_blank\">You can read the banking group\u2019s proposals here. <\/a>More views on the plan are linked to in the sections below.<\/p>\n<p class=\"body\">The 30-page government official publication <a href=\"https:\/\/assets.gov.ie\/static\/documents\/a5d640c2\/Roadmap_for_the_Taxation_of_Retail_Investment.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Taxation of Retail Investment: A New Path Forward for Ireland is available here. <\/a><\/p>\n<p>What trading platforms will support it?<\/p>\n<p class=\"body\">The Business Post has asked banks, digital trading platforms and stockbrokers if they will offer it. There is a lack of certainty ahead of the final details being released, but some of the key answers are below.<\/p>\n<p class=\"body\">We will update this list as we learn more.<\/p>\n<p class=\"body\">The main pillar banks, AIB and Bank of Ireland, are likely to offer the product through their respective investment services, Goodbody and Davy.<\/p>\n<p class=\"body\">Revolut, which has more than 3 million users in the country, <a href=\"https:\/\/www.businesspost.ie\/companies\/revolut-users-set-to-miss-out-on-harriss-new-investment-accounts\/\" rel=\"nofollow noopener\" target=\"_blank\">said that while there<\/a> would be \u201cno technical limitations\u201d to offering the products, the need for additional tax administration and \u201cintegrations\u201d with Revenue would add to more \u201coperational and regulatory complexities\u201d. It appears the <a href=\"https:\/\/www.businesspost.ie\/companies\/revolut-calls-for-clarity-on-investment-accounts-in-meeting-with-finance-officials\/\" rel=\"nofollow noopener\" target=\"_blank\">final shape of the accounts may mean they can be offered through Revolut. <\/a><\/p>\n<p class=\"body\">IG Group, the FTSE 100-listed trading platform which launched a commission-free investing product in Ireland last year, has said the administering of tax would not be a problem for it in Ireland.<\/p>\n<p class=\"body\">Etoro said it is still assessing whether it can commit to offering the new investment accounts.
