A new HSE service in Blackpool has already seen 250 people suffering from mental health difficulties and substance addiction.<\/p>\n
Minister for mental health Mary Butler recently officially launched the dual diagnosis programme for Cork at Heron House.<\/p>\n
Even before its official launch, the programme has been accessed by around 250 people with complex care needs, including a significant number experiencing homelessness.<\/p>\n
The programme has maintained rapid access to care, with patients typically seen within two to six weeks, with no waiting list to access the service.<\/p>\n
The HSE South West programme is the first service in the country to operate under the national dual diagnosis model of care, providing support for people experiencing both mental health difficulties and substance use disorders.<\/p>\n
Dr Kevin Lally, consultant psychiatrist in the dual diagnosis programme, said it has grown significantly since it began operating, and that the impact for service users across Cork and Kerry is already clear.<\/p>\n
\u201cWe are seeing complex patients earlier, with no waiting list, and delivering integrated care that genuinely improves outcomes. To sustain this progress and meet rising need across the region, continued investment is essential,” he said.\u00a0<\/p>\n
The service offers a range of services, including individual psychotherapy, recovery-focused and therapeutic group programmes, and family supports.<\/p>\n
Care is delivered through community-based clinics at the Heron House hub, and also in outreach clinics in Mallow, Bantry, and Arbour House in Ballinlough.<\/p>\n
An advanced nurse practitioner-led clinic also provides targeted support for people experiencing homelessness and vulnerable women, while flexible outreach services and hybrid online appointments help improve engagement and access to care.<\/p>\n
Early outcomes have been encouraging, with approximately one-third of service users continuing in treatment, one-third successfully completing the majority of their care plan goals, and ongoing quality improvement initiatives focused on supporting those who find it difficult to engage.\u00a0<\/p>\n
Referrers have also reported high levels of satisfaction with the service.<\/p>\n
Ms Butler said: \u201cI am very encouraged to see the range of supports and services provided here for people who experience a mental health condition and an addiction issue, and to hear about the 250 people who have already benefitted from these innovative approaches to providing integrated care.<\/p>\n

\u201cI know the HSE team here will continue to improve outcomes for people on their recovery journey.\u201d<\/p>\n
Dr Sin\u00e9ad O\u2019Brien, executive clinical director of mental health services at HSE South West, said: \u201cThe team has built an integrated, responsive service that is already improving access, engagement, and outcomes for service users across Cork and Kerry.<\/p>\n
