In particular, the assessment examined developments in battery technologies and the existing and forecast availability of cobalt, copper, lead, lithium and nickel.

This report is important for assessing the EU’s capacity to recycle waste batteries and recover the critical and strategic raw materials they contain. Keeping these resources in circulation, rather than wasting them, supports a circular and competitive economy.

The report finds that the current targets strike an appropriate balance between ambition and feasibility. They support the transition to a circular economy and encourage innovation and investment in battery recycling, without overburdening a developing and growing industry.

Based on this assessment, the Commission sees no grounds for revising the targets. At the same time, the report underlines the need to continue monitoring scientific progress and market developments.

Maintaining ambitious but achievable targets will help strengthen the resilience of the EU raw material supply chain for materials essential for sustainable mobility and climate neutrality. Keeping the current targets will also support the objectives of the RESourceEU action plan, including by helping the EU reduce its dependence on a single country of origin by 30% to 50% by 2029 for battery-related raw material value chains.

The assessment was supported by a Joint Research Centre (JRC) technical assessment.

Next steps

In line with the Batteries Regulation, the Commission must assess the appropriateness of revising the targets at least every five years. The next assessment is therefore due by 18 August 2031 at the latest.

Background

The targets for recycling efficiency and recovery of materials are laid down in Parts B and C of Annex XII to the Batteries Regulation (Regulation (EU) 2023/1542).

By 31 December 2025, recycling must have reached at least the following recycling efficiency targets, by average weight: 75% for lead-acid batteries, 65% for lithium-based batteries, 80% for nickel-cadmium batteries and 50% for other waste batteries.

By 31 December 2030, recycling must have reached at least the following recycling efficiency targets, by average weight: 80% for lead-acid batteries and 70% for lithium-based batteries.

By 31 December 2027, all recycling must have reached at least the following targets for recovery of materials: 90% for cobalt, copper, lead and nickel and 50% for lithium.

By 31 December 2031, all recycling must have reached at least the following targets for recovery of materials: 95% for cobalt, copper, lead and nickel and 80% for lithium.

More information

Commission report on the assessment of the appropriateness of revising the targets for recycling efficiency and recovery of materials | European Commission

Batteries | European Commission

The European Commission adopted a report today (11 Sep) concluding that the current EU targets for battery recycling…

[22
34536,11451,246,61,60,82,44413
post-624853","post","type-post","status-publish","format-standard","has-post-thumbnail","category-environment","tag-batteries","tag-circular-economy","tag-environment","tag-ie","tag-ireland","tag-science","tag-waste-management
["GET
