{"id":625101,"date":"2026-09-15T06:00:15","date_gmt":"2026-09-15T06:00:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/625101\/"},"modified":"2026-09-15T06:00:15","modified_gmt":"2026-09-15T06:00:15","slug":"openai-urges-uk-lawmakers-to-rein-in-technology-amid-growing-safety-fears-ai-artificial-intelligence","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/625101\/","title":{"rendered":"OpenAI urges UK lawmakers to rein in technology amid growing safety fears | AI (artificial intelligence)"},"content":{"rendered":"<p class=\"dcr-1s160rg\">OpenAI has urged British lawmakers to capitalise on renewed fears over AI safety and impose legislation reining in the technology.<\/p>\n<p class=\"dcr-1s160rg\">The company behind ChatGPT said the UK government should act immediately, following a call by its arch-rival <a href=\"https:\/\/www.theguardian.com\/technology\/anthropic\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Anthropic<\/a> to curb AI development.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe support stronger UK rules for the handful of companies, including OpenAI, developing the most powerful AI systems,\u201d said OpenAI\u2019s head of policy in Europe, Tom Duff Gordon.<\/p>\n<p class=\"dcr-1s160rg\">However, the tech company said legislation should be narrowly focused on the most advanced AI labs and not startups working on less powerful systems.<\/p>\n<p class=\"dcr-1s160rg\">In a separate interview with the online publication Politico, Duff Gordon said the government should \u201ctake advantage of this political window which is clearly opening up\u201d to legislate.<\/p>\n<p class=\"dcr-1s160rg\">OpenAI\u2019s intervention came as a UK parliamentary committee demanded more restrictions on the power of AI, warning that the world was unprepared for the \u201cpotentially dire\u201d consequences of the technology, in the latest sign of rising global concern.<\/p>\n<p class=\"dcr-1s160rg\">A new regulatory framework is needed for AI in the UK, including an independent oversight body and legislation to protect the public, according to the cross-party joint committee on human rights, comprising MPs and Lords.<\/p>\n<p class=\"dcr-1s160rg\">It said AI posed a number of threats, from public face-scanning to explicit deepfakes and flagging disciplinary action for workers without reasonable cause.<\/p>\n<p class=\"dcr-1s160rg\">The call for action came after Anthropic, a leading AI company, urged its competitors and governments at the weekend to coordinate a global <a href=\"https:\/\/www.theguardian.com\/technology\/2026\/sep\/12\/we-must-slow-the-pace-ceo-of-anthropic-calls-for-an-ai-slowdown\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">slowdown in AI development<\/a> \u2013 a call that received immediate support <a href=\"https:\/\/www.theguardian.com\/technology\/2026\/sep\/13\/openai-sam-altman-elon-musk-back-anthropic-calls-brakes-ai-development\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">from OpenAI, Google DeepMind and Elon Musk<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">It follows a series of serious safety incidents in which swarms of AI agents broke out of testing environments and hacked into third-party infrastructure, as well as evidence some users have dodged controls to use models in ways that could support <a href=\"https:\/\/www.theguardian.com\/technology\/2026\/sep\/10\/anthropic-report-details-ai-misuse\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">biological weapons development<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">Alex Sobel, the Labour chair of the human rights committee, said the world was unprepared for dealing with the \u201cpotentially dire\u201d consequences of a rapidly developing technology.<\/p>\n<p class=\"dcr-1s160rg\">\u201cNowhere in the world, including the UK, has a current legislative and regulatory approach to AI that is fit for purpose,\u201d he said.<\/p>\n<p class=\"dcr-1s160rg\">A government spokesperson said the UK took the risks from advanced AI \u201cextremely seriously\u201d and recognised the need to keep pace with the rapidly evolving technology, including working closely with AI companies and other countries.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe should not assume that the existing framework will always be sufficient as AI capabilities develop. Any future measures will be evidence-based and focused on the risks we need to address,\u201d said the spokesperson.<\/p>\n<p class=\"dcr-1s160rg\">On Friday, more than 70 MPs and peers <a href=\"https:\/\/www.theguardian.com\/technology\/2026\/sep\/11\/mps-urge-andy-burnham-block-artificial-superintelligence-asi\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">urged<\/a> the UK prime minister, Andy Burnham, to back a ban on the creation of artificial superintelligence (ASI) and lead an international movement to stop the technology. Downing Street rejected the call for a ban, but said it was exploring additional targeted interventions \u201cto address the most significant AI-related national security risks\u201d.<\/p>\n<p class=\"dcr-1s160rg\">Sobel said: \u201cNew legislation is needed to establish a comprehensive set of protections that deal with the entire AI supply chain and its life cycle.<\/p>\n<p class=\"dcr-1s160rg\">\u201cA single AI regulator should be established to set policy, monitor performance and ensure enforcement.\u201d<\/p>\n<p>Alex Sobel MP (third from left) at a protest calling on the government to stop AI technology companies using creators\u2019 work. Photograph: Martin Godwin\/The Guardian<\/p>\n<p class=\"dcr-1s160rg\">Donald Trump has played down warnings of dire risks to humanity. \u201cWe\u2019re leading China in AI,\u201d the US president said on Sunday. \u201cWe\u2019re the most sophisticated country in the world, and frankly I want to \u2060keep it that way because whoever wins AI, wins.\u201d<\/p>\n<p class=\"dcr-1s160rg\">In his weekend call for the main AI companies to \u201c<a href=\"https:\/\/www.theguardian.com\/technology\/2026\/sep\/12\/we-must-slow-the-pace-ceo-of-anthropic-calls-for-an-ai-slowdown\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">pace the frontier<\/a>\u201d, the Anthropic chief executive, Dario Amodei, said the US government should grant the leading AI companies a waiver to allow them to coordinate without being punished for anti-competitive collusion. But Sam Altman, the chief executive of OpenAI, <a href=\"https:\/\/x.com\/sama\/status\/2099348812305473766\" data-link-name=\"in body link\" rel=\"nofollow\">said on Sunday night<\/a> that while he would \u201cwelcome a federal framework that sets consistent safety requirements for frontier AI\u201d, there was no \u201cneed to wait for an anti-trust exemption or legislation to begin the work of providing this confidence\u201d.<\/p>\n<p class=\"dcr-1s160rg\">He said: \u201cWhere we will need the help of our government is for international coordination. But first we should do what we can ourselves.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Sobel, who has also proposed a bill to <a href=\"https:\/\/controlai.org\/uk-asi-bill\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">prohibit superintelligent AI<\/a> development in the UK, said protections were needed now to ensure that potential human rights risks do not \u201cbecome reality\u201d.<\/p>\n<p class=\"dcr-1s160rg\">The committee said a new AI bill should establish a regulatory regime that mandates more demanding obligations for higher-risk AI systems and models, and prohibit some uses of AI which are incompatible with human rights.<\/p>\n<p class=\"dcr-1s160rg\">It also called for mandatory transparency requirements across all levels of the technology\u2019s life cycle, and the establishment of an independent AI oversight body to monitor AI harms and risks, with strong powers to hold AI providers to account.<\/p>\n<p class=\"dcr-1s160rg\">The UK government has already established the AI Security Institute (AISI), which subjects advanced models to safety tests \u2013 but does not have the power to compel AI developers such as Anthropic to submit their technology for scrutiny.
