{"id":626314,"date":"2026-09-16T10:10:13","date_gmt":"2026-09-16T10:10:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/626314\/"},"modified":"2026-09-16T10:10:13","modified_gmt":"2026-09-16T10:10:13","slug":"irish-borrowing-costs-hit-bailout-era-highs-as-investors-up-bets-on-rate-hikes-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/626314\/","title":{"rendered":"Irish borrowing costs hit bailout-era highs as investors up bets on rate hikes \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Irish government borrowing costs spiked on Tuesday at their highest level since late 2013 \u2013 when the State was coming out of an international bailout programme \u2013 as debt investors upped their bets on a raft of <a href=\"https:\/\/www.irishtimes.com\/tags\/european-central-bank\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-central-bank\">European Central Bank (ECB)<\/a> rate increases over the next 12 months. <\/p>\n<p class=\"c-paragraph paywall \">The market interest rate \u2013 or yield \u2013 on 10-year government bonds rose to as high as 3.68 per cent during European trading, marking an increase of 0.2 percentage points in one week as soaring energy prices have heightened fears about inflation and what central banks will do to rein it in. <\/p>\n<p class=\"c-paragraph paywall \">The yield on the Irish benchmark bonds stood at about 2.9 per cent in late February, before the US and Israel attacked <a href=\"https:\/\/www.irishtimes.com\/tags\/iran\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/iran\/\">Iran<\/a>, setting off a months-long conflict. Irish 10-year yields are more closely correlated to those on German bunds, which serve as the main yardstick for measuring borrowing costs across the entire euro zone, than at any stage in the past two decades. Bunds rose to as high as 3.57 per cent. <\/p>\n<p class=\"c-paragraph paywall \">Yields on US treasuries hit their highest level since 2007 in advance of the <a href=\"https:\/\/www.irishtimes.com\/tags\/federal-reserve\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/federal-reserve\/\">Federal Reserve<\/a> meeting on Wednesday, with futures markets putting a 95 per cent probability on the central bank raising rates. The <a href=\"https:\/\/www.irishtimes.com\/tags\/bank-of-england\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/bank-of-england\/\">Bank of England<\/a> is expected to keep rates on hold on Thursday but signal increases before the year end. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe ongoing conflict in the Middle East, which has had a large effect on energy prices, the blistering hot summer, which will drive up food prices, and talk of large borrowing in bond markets by the tech sector have pushed 10-year and longer government borrowing rates higher,\u201d said Garret Grogan, head of Goodbody Stockbrokers\u2019 fixed-income, or bond, desk. <\/p>\n<p class=\"c-paragraph paywall \">\u201cOne of the many things central banks have to worry about is inflation and the one thing they will not tolerate is even the risk of hyperinflation, which history has shown us leads to social unrest.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Money markets are now pricing four more quarter-point rate rises from the ECB over the next 12 months, following two rate rises since mid-June, according to Bloomberg data. This points to a more aggressive path than the consensus view among economists for just one or two more increases \u2013 and a reiteration from the ECB last week that it won\u2019t pre-commit to further steps, after its latest hike. <\/p>\n<p class=\"c-paragraph paywall \">Oil prices are hovering around a four-month peak, with Brent crude standing at more than $108 a barrel, after Iran-backed Houthi forces in Yemen launched a new wave of attacks on Saudi Arabia on Monday and talks between Gulf states and Iran were postponed.<\/p>\n<p class=\"c-paragraph paywall \">The National Treasury Management Agency (NTMA) is expected to go to the market with one more bond sale this year \u2013 either in October or November \u2013 having raised \u20ac10.9 billion in the long-term debt markets so far this year. It has a full-year objective of raising between \u20ac10 billion and \u20ac14 billion. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/business\/2026\/09\/10\/ecb-interest-rate-hike-what-does-it-mean-for-you-and-your-pocket\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Interest rates are rising. Here\u2019s what it means for your moneyOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">NTMA chief executive <a href=\"https:\/\/www.irishtimes.com\/tags\/frank-o-connor\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/frank-o-connor\/\" target=\"_blank\">Frank O\u2019Connor<\/a> had already warned in early July \u2013 when the 10-year yield was half a point lower \u2013 that the agency\u2019s annual interest bill was likely to double to \u201csomewhere in the region of \u20ac6 billion\u201d by the early 2030s.<\/p>\n<p class=\"c-paragraph paywall \">This will come from the NTMA having to refinance debt at higher rates and government borrowings being poised to rise from \u20ac210 billion at the end of last year to \u201cclose to\u201d \u20ac250 billion.<\/p>\n<p class=\"c-paragraph paywall \">The agency will need to go from refinancing almost \u20ac9 billion of debt next year to about \u20ac20 billion in both 2030 and 2031, the highest levels in about a decade, including initial repayments of European Financial Stability Facility (EFSF) loans granted during the State\u2019s international bailout 16 years ago.<\/p>\n<p class=\"c-paragraph paywall \">The NTMA is continuing a strategy of holding large amounts of cash.
