EU announces plan to restrict social media access for under-15s<\/p>\n
The EU has announced plans to restrict social media access for under-15s across its member states, in a bid to tackle online safety.<\/p>\n
How would it work?<\/p>\n
There would be a gradual approach to children using social media which would include banning access for under 13s.<\/p>\n
13 to 15-year-olds would be able to access platforms for an hour a day via \u201cmini accounts\u201d set up through their parent\u2019s account.<\/p>\n
\t 3 min read<\/p>\n \t Explained<\/p>\n 4 min read<\/p>\n \nA closer look at the detail\n<\/p>\n The European Commission said social media companies would need to prove platforms were safe by design or face fines of up to 6 per cent of their global sales. <\/p>\n The restrictions would not just affect well-known apps such as TikTok, Instagram, and Snapchat but also YouTube and other video sharing platforms as well as AI chatbots and online games.<\/p>\n What did the EU chief say?<\/p>\n Too many children are being exposed too early to an online world they are not ready to navigate \u2013 an environment where bullying can follow you home, where every mistake can be recorded forever.<\/p>\n Ursula von der Leyen<\/p>\n WORLD<\/p>\n The crocodile-ridden river chosen as Olympic rowing venue<\/p>\n A river inhabited by around 500 saltwater crocodiles has been greenlit as the venue for Olympic and Paralympic rowing and canoeing events at the 2032 Brisbane Games.<\/p>\n Seal of approval<\/p>\n The location approved to host the events is on the Fitzroy River in Rockhampton, Queensland.<\/p>\n The independent technical assessment of the waters\u2019 suitability did not take into account the crocodiles but examined how the course would perform under various circumstances and weather conditions.<\/p>\n How safe is the river?<\/p>\n Olympic officials have previously been assured of the safety of the location, but British representatives are among those to raise concerns.<\/p>\n The river is already a training and competition venue for flatwater sports, supporting school state championships and national team training camps, the report said.<\/p>\n Contingency plans are in place and the route has been endorsed by World Rowing and Paddle Worldwide.<\/p>\n \t 5 min read<\/p>\n Concerns downplayed<\/p>\n There are sharks in the ocean and we\u2019re still surfing\u2026\u00a0it\u2019s a can do, not a can\u2019t do \u2013\u00a0please change the mindset here.<\/p>\n Speaking last year, Brisbane 2032 president Andrew Liveris\u00a0dismissed concerns about crocodiles. <\/p>\n travel news<\/p>\n Nine countries can shelve EES checks for the rest of the year<\/p>\n At least nine European countries have been allowed to delay the full roll-out of controversial border biometric checks\u00a0until the end of the year,\u00a0The i Paper\u2019s Joe Palmer and Joe Duggan can reveal.<\/p>\n Brussels\u00a0has given extensions to several member states after a deadline for full implementation of the\u00a0Entry\/Exit System (EES)\u00a0for non-EU nationals at Schengen area\u00a0airports\u00a0passed earlier this month.<\/p>\n Which countries are they?<\/p>\n At least nine\u00a0European countries\u00a0have been allowed to waive the full introduction of EES until the technology required for the necessary facial and fingerprint scans is working effectively.<\/p>\n Countries granted the exemption include:<\/p>\n France<\/p>\n Belgium<\/p>\n The Netherlands<\/p>\n Germany<\/p>\n Greece<\/p>\n Malta<\/p>\n Portugal<\/p>\n Italy<\/p>\n Switzerland<\/p>\n What is EES?<\/p>\n EES, which launched last October, is replacing manual passport stamping, but has led to queues as long as seven hours\u00a0at border checkpoints. They will work to determine a diagnosis, cause and treatment, which can include tablets or even an intravenous iron infusion.<\/p>\n \t Analysis<\/p>\n 3 min read<\/p>\n \nDietary changes that can help\n<\/p>\n Iron supplements <\/p>\n If your diet is the cause of your deficiency, eating foods rich in iron and taking iron supplements is recommended.<\/p>\n What to eat more of<\/p>\n Iron-rich foods include dark green leafy vegetables such as curly kale, meat and pulses.<\/p>\n What to eat less of<\/p>\n Drinking and eating less tea, coffee, milk and dairy, which\u00a0can stop your body absorbing iron from other foods and tablets is also advised.<\/p>\n NEWS<\/p>\n Seven months of relentless rain needed to end drought<\/p>\n The UK will need above average rainfall for seven months for all areas to move out of drought by spring, officials have said.<\/p>\n The Government has urged water companies not to carry on water measures as drought conditions continue after the UK\u2019s record dry, hot summer \u2013 even with the recent September rainfall.<\/p>\n What you need to know<\/p>\n This week the National Drought Group of ministers, officials, water firms, farming leaders, anglers and conservation experts met.<\/p>\n Here are three highlights from that meeting:<\/p>\n The panel said there were no changes in drought status for areas across England, with three-quarters of the country remaining in drought.<\/p>\n Water firms were called on to give updates on leakage reduction efforts and preparedness for supplying homes and businesses during autumn and winter.<\/p>\n The recent\u00a0rain\u00a0has not been enough to replenish water supplies, the National Drought Group said, with drought only being declared over when rivers, groundwaters and reservoirs return to normal levels.<\/p>\n \nHow much have reservoir levels improved?\n<\/p>\n 15%<\/p>\n The recent wetter conditions have helped rivers recover and only 15 per cent are now classed as below normal levels, officials said.<\/p>\n 20%<\/p>\n Reservoir levels are about 20 per cent lower than they should be for the time of year.<\/p>\n How much rain is needed to recover from drought?<\/p>\n Research from the Environment Agency, which was presented at the drought meeting, showed country will need 120 per cent of typical rainfall over the next seven months for all areas to be considered out of drought.<\/p>\n \t 3 min read<\/p>\n What is the latest forecast for September?<\/p>\n The Met Office is forecasting the second half of September will see a return to drier conditions, particularly in the south where the\u00a0rain\u00a0is needed the most. The El Ni\u00f1o global weather event and climate change are set to put the UK at higher risk of a wet, stormy autumn.<\/p>\n \t Explained<\/p>\n 2 min read<\/p>\n \t Exclusive<\/p>\n 3 min read<\/p>\n News<\/p>\n Inside the BBC\u2019s plan to cut your licence fee by \u00a336<\/p>\n The\u00a0BBC\u00a0has drawn up plans to cut the\u00a0cost of watching TV\u00a0by \u00a336 a year if the licence fee is replaced by a German-style household levy.<\/p>\n What has the BBC boss suggested?<\/p>\n 20%<\/p>\n Director-General Matt Brittin suggested the \u00a3180 annual charge could be cut by 20 per cent under a\u00a0new funding system.<\/p>\n 2.5 million<\/p>\n However, a mandatory levy would mean that the\u00a02.5 million people who have cancelled their licences since 2020 must once again pay to fund the BBC.<\/p>\n \nHow would this model work?\n<\/p>\n Under this model, most UK adults would pay a monthly fee to support the\u00a0BBC as a public service broadcaster, whether or not they watch the BBC, use its website or listen to its\u00a0podcasts.<\/p>\n Since a declining base of TV licence-payers \u2013 down 539,000 to 23.3 million households last year \u2013 would be replaced by a new charge covering nearly all UK households, the fee could be reduced across the board, the BBC has suggested.<\/p>\n \nA closer look at the detail\n<\/p>\n German inspiration<\/p>\n Germany operates a similar system, Rundfunkbeitrag, requiring all over 18s to pay \u20ac18.36 monthly.<\/p>\n Opposition to \u2018new tax\u2019<\/p>\n Culture Secretary Lisa Nandy previously said: \u201cWe ruled\u00a0out a new tax on households because of the cost of living crisis.\u201d<\/p>\n Streaming surcharge<\/p>\n Nandy has also ruled out charging a levy on subscriptions to streaming platforms.<\/p>\n READ THE FULL STORY<\/p>\n What about a new BBC Charter?<\/p>\n Ministers at the Department for Culture, Media and Sport are currently meeting with BBC leaders on a weekly basis\u00a0to thrash out a new BBC Charter,\u00a0which will include a reformed funding mechanism.<\/p>\n A public consultation will follow, with any major changes set in train by the end of 2027, when the current Charter expires.<\/p>\n \t\t\t\t Cooper has no power to order a drug to be made available. But the NHS can ask the National Institute for Health and Care Excellence (Nice), which assesses value for money for new treatments, to consider a particular medicine.<\/p>\n The UK became the first country in Europe to license lecanemab \u2013 which is sold under the brand name Leqembi \u2013 in 2024 after clinical trials found it showed a \u201csignificant\u201d reduction in decline among eligible patients.<\/p>\n A few months later it licensed another drug used to slow the progression of Alzheimer\u2019s, called donanemab.<\/p>\n However, Nice \u2013 which evaluates the clinical and cost-effectiveness of new treatments \u2013 initially declined to recommend either drug for NHS use, saying the benefits to patients would not outweigh the cost to the health service.<\/p>\n It meant lecanemab and donanemab would be reserved for those who could afford to pay for the treatments privately.<\/p>\n New guidelines for drug costs<\/p>\n But earlier this year, the Government raised by around 25 per cent the limit for what Nice considers good value for money \u2013 meaning more expensive medicines and treatments can be approved to improve patient care.<\/p>\n It follows a pharmaceutical trade deal with the US in which Britain agreed to spend more money on drugs in return for medications and treatments entering the US tariff-free for the next three years.<\/p>\n The UK was the first country to secure the deal, which ministers said would improve NHS patients\u2019 access to new medicines by encouraging pharmaceutical companies to launch breakthrough treatments in Britain.<\/p>\n This is the first time Nice, which makes decisions independently from the Government, has implemented changes to its cost-effectiveness threshold in its 25-year history, meaning a host of drugs that were previously denied for NHS use can be re-evaluated.<\/p>\n Asked specifically whether she would look for a workaround for dementia drugs, Cooper told The i Paper: \u201cWe\u2019ve got areas where some of the changes that we have made to the Nice guidance are making it possible to get more drugs available on the NHS.<\/p>\n \u201cSo we are seeing that happening now, but we\u2019ll look at the dementia [drugs].\u201d<\/p>\n Any decisions would be made independently by Nice, who evaluate drugs at the request of the NHS or Department of Health.<\/p>\n NHS in talks to secure deal for patients<\/p>\n
