Another swipe from Europe at Ireland<\/a>\u2019s tax pile, another forecast upgrade<\/a> from the Department of Finance<\/a>. Plus \u00e7a change. <\/p>\n

As French finance minister Roland Lescure took aim at Ireland\u2019s tax regime<\/a> \u2013 suggesting the State was eating too much of Europe\u2019s tax \u201ccake\u201d \u2013 the department signalled corporate tax receipts would exceed its current \u20ac35.3 billion projection and by \u201ca wide margin\u201d.<\/p>\n

What that \u201cwide margin\u201d means has everyone guessing. The department marked up this year\u2019s corporate tax \u2060forecast \u200bto \u20ac35.3 billion from the \u20ac34 billion forecast at the time of last year\u2019s budget.<\/p>\n

Corporate tax receipts are fast approaching income tax as the Government\u2019s chief tax channel. Income tax is expected to generate just under \u20ac39 billion this year.<\/p>\n

What\u2019s going on under the bonnet of corporate tax is difficult to assess, but we can perhaps make some educated guesses.<\/p>\n

The August returns were better than expected with the business tax generating roughly \u20ac700 million more than the same month last year. Cumulatively, receipts were \u20ac17.8 billion by the end of August, up by \u20ac1.4 billion (8 per cent).<\/p>\n

\u201cAugust was a good month and it seems like that month plus early weeks of September is causing it,\u201d an insider said.<\/p>\n

June\u2019s corporate tax receipts are usually a good indicator of the full year. That said, companies can base their tax payments on what they paid in 2025 as opposed to having to estimate 2026 profits half way through the year. <\/p>\n

\u201cHowever for the second preliminary tax payment in November, you have to base it on expected 2026 profits so it\u2019s possible the department is sensing better 2026 numbers and hence higher tax in November,\u201d the insider said.<\/p>\n

This year will also see the first \u201ctop up\u201d payments arising from the new global minimum rate of 15 per cent, agreed as part of an Organisation for Economic Co-operation and Development (OECD) agreement on international tax in 2021.<\/p>\n

Those payments may be bigger than the department anticipated hence the upgrade. Either way, Ireland\u2019s corporate tax cake just keeps getting bigger.<\/p>\n
