RCSI<\/a>) said it was \u201cconcerned\u201d about teleradiology companies employing radiologists who are not registered with the Irish regulator.<\/p>\n\u201cIt remains the position of the faculty that all radiology reports and procedures in Ireland should be performed by radiologists on the Irish Medical Council register, ideally the specialist division of the register,\u201d the statement said.<\/p>\n
\u201cIt is our opinion that there is increased patient risk and potentially poorer outcomes due to poorer communication with referrers, lack of clarity for follow-up discussions about cases, potential lack of ability to access previous imaging for comparison and potential lack of traceability.\u201d<\/p>\n
The radiologists added that they have concerns that a patient who may want to make a complaint against a radiologist \u201cmay struggle to find a clear pathway for this compared with the process for an IMC-registered radiologist\u201d.<\/p>\n
\u201cIt is our belief that patients scanned in Ireland believe and expect that their imaging will be reported by radiologists in Ireland or at least registered to practice in this country.\u201d <\/p>\n
An IMC spokeswoman confirmed that medical professionals working outside the State through telemedicine companies do not require registration with the Irish regulator.<\/p>\n
\u201cIf, therefore, healthcare is conducted in another state but is provided to a patient in Ireland by means of telemedicine, the Medical Council has no jurisdiction,\u201d she said.<\/p>\n
\u201cIf a complaint were to be made, it would have to be made to the competent authority in which the practitioner is established.\u201d<\/p>\n
Affidea Ireland said that during periods of \u201chigh demand or reduced local consultant availability\u201d it engages third-party teleradiology providers, as was the case with Kadhem. <\/p>\n
A spokeswoman added that it commissioned a \u201ccomprehensive independent review\u201d of Kadhem\u2019s work in 2024 as a \u201cprecautionary patient safety measure\u201d and no patient safety concerns were identified.<\/p>\n
Last year, Kadhem was dismissed from his job at Hexamark and referred to the GMC after a report from the London-based Times, as part of an investigation with The Irish Times and other media organisations, revealed he had been struck off abroad.<\/p>\n
