The language changes with the decade. In 1968, the Buchanan report on regional development described the country\u2019s economic geography as \u201cunusual\u201d. The 2002 National Spatial Strategy preferred \u201cbalanced regional development\u201d. Who, after all, could be against balance? The current National Planning Framework is blunter. Because Dublin \u201cand to a lesser extent the wider eastern and midland area has witnessed the biggest concentration\u201d of people, homes and jobs, \u201cwe cannot let this continue unchecked\u201d.\u00a0 Politicians go further still.
