{"id":97775,"date":"2025-10-22T20:41:12","date_gmt":"2025-10-22T20:41:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/97775\/"},"modified":"2025-10-22T20:41:12","modified_gmt":"2025-10-22T20:41:12","slug":"analysis-just-28-of-countries-have-released-nature-pledges-a-year-after-un-deadline","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/97775\/","title":{"rendered":"Analysis: Just 28% of countries have released nature pledges a year after UN deadline"},"content":{"rendered":"<p>Just 28% of countries have met a UN call to submit new plans on addressing nature loss \u2013 a year after the original deadline, Carbon Brief analysis shows.<\/p>\n<p>Several of the world\u2019s most biodiverse countries \u2013 including Brazil, the Democratic Republic of the Congo and South Africa \u2013 are among those that have not yet released their nature plans.<\/p>\n<p>Countries were asked to submit their pledges, known as <a href=\"https:\/\/www.carbonbrief.org\/cop16-tracking-country-pledges-on-tackling-biodiversity-loss\/\" rel=\"nofollow noopener\" target=\"_blank\">national biodiversity strategies and action plans<\/a> (NBSAPs), by the start of the <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-un-biodiversity-conference-in-cali-colombia\/\" rel=\"nofollow noopener\" target=\"_blank\">COP16<\/a> biodiversity summit in Colombia on 21 October 2024.<\/p>\n<p>After <a href=\"https:\/\/www.carbonbrief.org\/cop16-countries-miss-un-deadline-to-submit-nature-pledges\/\" rel=\"nofollow noopener\" target=\"_blank\">only 15%<\/a> of nations met the original deadline, countries agreed at the summit to a new text that \u201curges\u201d countries to release their NBSAPs \u201cas soon as possible\u201d.<\/p>\n<p>Many developing countries have <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-un-biodiversity-conference-in-cali-colombia\/\" rel=\"nofollow noopener\" target=\"_blank\">expressed<\/a> that a lack of available funding has prevented them from publishing their NBSAPs.<\/p>\n<p>A spokesperson for the <a href=\"https:\/\/www.thegef.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Global Environment Facility<\/a> (Gef), the multilateral fund that provides funding to help with the preparation of NBSAPs, tells Carbon Brief that 120 out of 139 countries that have requested financial support since COP16 have been able to access it.<\/p>\n<p>The spokesperson adds that the <a href=\"https:\/\/www.unep.org\/node\" rel=\"nofollow noopener\" target=\"_blank\">UN Environment Programme<\/a> is \u201cworking to resolve outstanding issues\u201d to allow the remaining 19 countries to access financial assistance.<\/p>\n<p>Lack of action<\/p>\n<p>In 2022, nations signed a landmark agreement called the <a href=\"https:\/\/www.carbonbrief.org\/cop15-key-outcomes-agreed-at-the-un-biodiversity-conference-in-montreal\/\" rel=\"nofollow noopener\" target=\"_blank\">Kunming-Montreal Global Biodiversity Framework<\/a> (GBF), which aims to halt and reverse nature loss by 2030. It is often described as the \u201c<a href=\"https:\/\/www.carbonbrief.org\/interactive-the-paris-agreement-on-climate-change\/\" rel=\"nofollow noopener\" target=\"_blank\">Paris Agreement<\/a> for nature\u201d.<\/p>\n<p>As part of the agreement, countries agreed to submit new NBSAPs \u201cby\u201d COP16, which began on 21 October 2024 in Cali, Colombia. (Countries failed to find agreement on some key issues in Colombia and met again in Rome, Italy, in February 2025 for a <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-resumed-un-biodiversity-conference-in-rome\/\" rel=\"nofollow noopener\" target=\"_blank\">resumed session<\/a> of COP16.)<\/p>\n<p>NBSAPs are blueprints for how individual countries plan to tackle biodiversity loss and ensure they meet the targets outlined in the GBF.<\/p>\n<p>They are similar to <a href=\"https:\/\/www.carbonbrief.org\/explainer-what-are-intended-nationally-determined-contributions\/\" rel=\"nofollow noopener\" target=\"_blank\">nationally determined contributions<\/a> (NDCs), the plans that outline how individual countries envisage meeting the goals of the Paris Agreement. However, a key difference is that countries are <a href=\"https:\/\/www.c2es.org\/content\/q-and-a-understanding-paris-agreement-ndcs\/\" rel=\"nofollow noopener\" target=\"_blank\">legally obliged<\/a> to submit NDCs, but not NBSAPs.<\/p>\n<p>The publishing of new NBSAPs was meant to ensure that countries actually implement the targets of the GBF within their borders.<\/p>\n<p>A lack of implementation was widely cited as one of the major factors behind the <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/sep\/15\/every-global-target-to-stem-destruction-of-nature-by-2020-missed-un-report-aoe\" rel=\"nofollow noopener\" target=\"_blank\">failure<\/a> of the last set of global biodiversity rules, the <a href=\"https:\/\/www.cbd.int\/sp\/targets\" rel=\"nofollow noopener\" target=\"_blank\">Aichi targets<\/a>, which were agreed in 2010.<\/p>\n<p>A joint investigation by <a href=\"https:\/\/www.carbonbrief.org\/cop16-countries-miss-un-deadline-to-submit-nature-pledges\/\" rel=\"nofollow noopener\" target=\"_blank\">Carbon Brief<\/a> and the <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/oct\/15\/about-80-percent-countries-fail-submit-plans-preserve-nature-ahead-cop16-aoe\" rel=\"nofollow noopener\" target=\"_blank\">Guardian<\/a> found that 85% of countries missed the UN deadline to submit their NBSAPs by COP16.<\/p>\n<p>At COP16, many countries <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-un-biodiversity-conference-in-cali-colombia\/\" rel=\"nofollow noopener\" target=\"_blank\">lamented<\/a> the lack of NBSAP submissions. At the summit, they agreed to a new <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-un-biodiversity-conference-in-cali-colombia\/\" rel=\"nofollow noopener\" target=\"_blank\">text<\/a> that notes the lack of action and \u201curges\u201d countries to release their NBSAPs \u201cas soon as possible\u201d.<\/p>\n<p>Now, new Carbon Brief analysis reveals that just 28% of nations (55 of 196 parties) have released their NBSAPs \u2013 a year after the deadline.<\/p>\n<p>The map below shows countries that submitted their plans to the UN by the 21 October 2024 deadline (light green) and after the deadline (dark green).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"935\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/10\/Countries_with_biodiversity_pledges_NBSAPs_2_1-1024x935.png\" alt=\"Countries with national biodiversity strategies and action plans (NBSAPs) by the 21 October 2024 deadline (light green) and after (dark green). Map by Joe Goodman for Carbon Brief.<\/p>\n<p>Since the original deadline, both Germany and the <a href=\"https:\/\/www.carbonbrief.org\/uk-belatedly-publishes-nature-pledge-at-cop16-in-rome-as-it-seeks-leadership-role\/\" rel=\"nofollow noopener\" target=\"_blank\">UK<\/a> have submitted their NBSAPs. This means that the US, which is <a href=\"https:\/\/www.vox.com\/22434172\/us-cbd-treaty-biological-diversity-nature-conservation\" rel=\"nofollow noopener\" target=\"_blank\">not a signatory<\/a> to the UN Convention on Biological Diversity, is now the only G7 nation without a nature plan.\u00a0<\/p>\n<p>Eight of the \u201c<a href=\"https:\/\/www.ipbes.net\/glossary-tag\/megadiverse-country\" rel=\"nofollow noopener\" target=\"_blank\">megadiverse countries<\/a>\u201d \u2013 17 nations that together provide a home to <a href=\"https:\/\/www.weforum.org\/agenda\/2024\/06\/environment-day-biodiversity-world-megadiverse-countries\/\" rel=\"nofollow noopener\" target=\"_blank\">70%<\/a> of the world\u2019s biodiversity \u2013 are yet to produce their NBSAPs.<\/p>\n<p>This includes Brazil, the world\u2019s <a href=\"https:\/\/www.cbd.int\/countries\/profile?country=br\" rel=\"nofollow noopener\" target=\"_blank\">most biodiverse nation<\/a> and host of the upcoming <a href=\"https:\/\/unfccc.int\/cop30\" rel=\"nofollow noopener\" target=\"_blank\">COP30<\/a> climate summit.<\/p>\n<p>The other megadiverse countries that have not yet submitted their NBSAPs are the DRC, Ecuador, Madagascar, Papua New Guinea, the Philippines, South Africa and the US.<\/p>\n<p>The host of next year\u2019s <a href=\"https:\/\/sdg.iisd.org\/events\/un-biodiversity-conference-cop-17\/\" rel=\"nofollow noopener\" target=\"_blank\">COP17<\/a> biodiversity summit, Armenia, is also among those yet to produce an NBSAP.<\/p>\n<p>According to the <a href=\"https:\/\/www.carbonbrief.org\/cop15-key-outcomes-agreed-at-the-un-biodiversity-conference-in-montreal\/\" rel=\"nofollow noopener\" target=\"_blank\">GBF<\/a> and its underlying documents, countries that were \u201cnot in a position\u201d to meet the deadline to submit NBSAPs ahead of COP16 were requested to instead submit national targets.<\/p>\n<p>These submissions simply list biodiversity targets that countries will aim for, without an accompanying plan for how they will be achieved.<\/p>\n<p>By the end of the COP16, some <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-un-biodiversity-conference-in-cali-colombia\/\" rel=\"nofollow noopener\" target=\"_blank\">119 parties<\/a> had produced at least one national target. A year later, this figure has risen to <a href=\"https:\/\/ort.cbd.int\/national-targets\/analyzer#0.8\/0\/0\" rel=\"nofollow noopener\" target=\"_blank\">141<\/a>, or 72% of countries.<\/p>\n<p>Finance flows<\/p>\n<p>At COP16 in 2024, many developing nations <a href=\"http:\/\/www.seychellesnewsagency.com\/articles\/21422\/\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> that a lack of timely funding available from the Gef had prevented them from being able to produce new NBSAPs.<\/p>\n<p>In acknowledgement of this, the NBSAPs text agreed at the summit \u201crequests\u201d the Gef to \u201cprovide timely support to all eligible parties, aligned with national circumstances and needs, upon request, to enable them\u201d to release their plans.<\/p>\n<p>A spokesperson for the Gef tells Carbon Brief that 120 out of 139 countries that requested financial support have been able to access it, saying:<\/p>\n<p>\u201cSince 2022, the Gef has approved $123.2m in two tranches to support 139 eligible countries through implementing agencies with their NBSAPs updates or revisions. The 138 countries that requested it had access to a first tranche of support of $44.7m.<\/p>\n<p>\u201cSince October 2024, the second tranche of support has been disbursed by <a href=\"https:\/\/www.undp.org\/\" rel=\"nofollow noopener\" target=\"_blank\">UNDP<\/a> and <a href=\"https:\/\/www.unep.org\/\" rel=\"nofollow noopener\" target=\"_blank\">UNEP<\/a> to 120 out of the 139 countries that requested it. UNEP is working to resolve outstanding issues and expedite pending disbursements of the second tranche of support for the remaining 19 countries.\u201d<\/p>\n<p>Panama to Yerevan<\/p>\n<p>Country representatives are currently gathered in Panama City, Panama, for <a href=\"https:\/\/enb.iisd.org\/cbd-subsidiary-body-scientific-technical-technological-advice-sbstta27-sb8j1\" rel=\"nofollow noopener\" target=\"_blank\">preparatory talks<\/a> for the next UN biodiversity summit, <a href=\"https:\/\/sdg.iisd.org\/events\/un-biodiversity-conference-cop-17\/\" rel=\"nofollow noopener\" target=\"_blank\">COP17<\/a>, which will take place in Yerevan, Armenia, over 19-30 October in 2026.<\/p>\n<p>At COP17, the <a href=\"https:\/\/www.carbonbrief.org\/cop16-key-outcomes-agreed-at-the-un-biodiversity-conference-in-cali-colombia\/\" rel=\"nofollow noopener\" target=\"_blank\">first global review<\/a> of nations\u2019 progress to achieving the goals of the GBF is set to take place.<\/p>\n<p>This review will draw from the available NBSAPs, as well as national targets and separate <a href=\"https:\/\/www.cbd.int\/reports\" rel=\"nofollow noopener\" target=\"_blank\">national reports<\/a>, which are due to be submitted by February 2026.<\/p>\n<p>There is <a href=\"https:\/\/www.carbonbrief.org\/explainer-can-the-world-halt-and-reverse-biodiversity-loss-by-2030\/\" rel=\"nofollow noopener\" target=\"_blank\">little evidence<\/a> to suggest that the world is on track to meet the GBF\u2019s mission to halt and reverse biodiversity loss in just five years.<\/p>\n<p>For example, an investigation by <a href=\"https:\/\/www.carbonbrief.org\/revealed-more-than-half-of-nations-fail-to-protect-30-of-land-and-sea-in-un-nature-plans\/\" rel=\"nofollow noopener\" target=\"_blank\">Carbon Brief<\/a> and the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/feb\/24\/countries-biodiversity-pledges-rome-cop16-aoe\" rel=\"nofollow noopener\" target=\"_blank\">Guardian<\/a> published this year revealed that more than half of nations that have submitted NBSAPs do not commit to the GBF\u2019s flagship target of protecting 30% of land and seas for nature by 2030.<\/p>\n","protected":false},"excerpt":{"rendered":"Just 28% of countries have met a UN call to submit new plans on addressing nature loss \u2013&hellip;\n","protected":false},"author":2,"featured_media":97776,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[22],"tags":[851,60946,60947,37201,60948,246,61,60,3738,60949,60950,3667,82,60951,12684],"class_list":{"0":"post-97775","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-environment","8":"tag-biodiversity","9":"tag-biodiversity-pledges","10":"tag-biodiversity-talks","11":"tag-cbd","12":"tag-cop17","13":"tag-environment","14":"tag-ie","15":"tag-ireland","16":"tag-nature","17":"tag-nature-policy","18":"tag-nbsaps","19":"tag-policy","20":"tag-science","21":"tag-un-cbd","22":"tag-united-nations"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/97775","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=97775"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/97775\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/97776"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=97775"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=97775"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=97775"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
