The first in the series, issued as part of the CCAC’s  Fossil Fuel Regulatory Programme (FFRP)  provides a Blueprint for Comprehensive Methane Regulation and highlights the foundations of a regulatory approach built on proactive mitigation requirements supported by strong and transparent measurement, reporting and verification (MRV) rules. It also highlights how elements of the emission reporting program of The Oil & Gas Methane Partnership 2.0 can be leveraged within the process which will be further explored in the second report in the series by UNEP’s International Methane Emission Observatory (IMEO) examining How Countries can Build OGMP 2.0-Aligned Reporting into MRV Methane Regulations.

Future documents in the series are expected to support ongoing assistance to Governments under the FFRP Methane Regulator-to-Regulator Network and to the UK-led Fossil Fuel Statement which examines how market levers can also be utilised to drive methane towards near zero.
