The Chefs de Mission Seminar builds on earlier engagement with NOCs, including the NOC Open Day held during the fourth edition of the Dakar en Jeux festival in November 2025, which brought together 42 delegations on site.  

Kevin Flanegin, from the United States Olympic and Paralympic Committee delegation, said: “The Dakar 2026 Youth Olympic Games are a tremendous opportunity for young people. It’s one of the world’s biggest events for sport and youth, and it will be spectacular.” 

Zalina Marghieva, representing the NOC of Moldova, praised the Organising Committee’s work, stating: “Congratulations, as it is a great achievement and a great responsibility to be the first African country to host the Youth Olympic Games. Keep up the good work; the hardest part is already done – you just need to keep moving forward.”  

Jean Claude Rugigana from Rwanda further highlighted the significance of the moment for the continent: “It is an honour for the continent to host the Youth Olympic Games for the first time. We are very happy and proud to contribute as much as possible. It is a great source of inspiration for young people.”
