26th September 2025 – (Hong Kong) During the onslaught of Super Typhoon Ragasa, which led to the issuance of Hurricane Signal No.10 by the Observatory, widespread flooding was observed in various areas. The water level in Shing Mun River in Sha Tin surged, temporarily submerging pedestrian paths and cycling lanes. Local media HK01 received information from a concerned citizen, Mrs. Wong, residing in the neighbourhood, who reported that on Wednesday, two plastic stools from the children’s playground outside Garden Vista Block D were seen drifting into the flower garden outside Belvedere Garden. Two men were witnessed climbing onto the garden and pushing these heavy stools down onto the cycling lane, before later moving them to the riverbank and pushing them into the river.

Expressing outrage, Mrs. Wong condemned the men for their actions, labelling them as damaging public property and wasting public funds. He promptly reported the incident to the authorities by dialing 1823.

The incident involving the two men pushing stools into Shing Mun River occurred amid the Super Typhoon, with Mrs. Wong providing details of the unfolding events and expressing his dismay at the destruction caused by the individuals. The stools were seen floating in the river for a while before disappearing towards Sha Tin and Tai Wai.

According to Hong Kong’s Criminal Offences Ordinance Section 60, destruction or damage to another person’s property without legal justification, with the intent to destroy or damage the property, or with disregard for the potential destruction or damage, constitutes a criminal offense punishable by up to 10 years of imprisonment.
