About the Project

The United Nations Office for Project Services (UNOPS) is seeking a Senior Architect (Retainer Position) to contribute to the EU-funded project Enhancing Capacities and Preparedness of Montenegro’s Judiciary for EU Integration. This initiative, supported through the Instrument for Pre-Accession Assistance 2022 (IPA), is designed to strengthen the rule of law in Montenegro by improving the independence, efficiency, and accountability of the judicial system.

The EU has allocated €2 million to this project, which includes:

Optimisation of judicial processes.

Implementation of tailored training programmes.

Assessments of ICT and infrastructure systems.

Development of technical documentation for the construction of a judicial complex in Podgorica.

The construction of this judicial complex is a critical step toward ensuring that Montenegro’s judicial institutions have the infrastructure required to operate efficiently, transparently, and in line with EU standards. The Ministry of Justice, alongside other rule of law institutions, is the key national partner and primary beneficiary of this initiative.

Functional Responsibilities

The Senior Architect will operate under the supervision of the Head of Programme and the direction of the Project Manager. Responsibilities include, but are not limited to:

Leading the preparation of technical architectural documentation for the judicial complex in Podgorica.

Conducting assessments of infrastructure needs and ensuring compliance with EU and UNOPS standards.

Providing expert guidance on the design, functionality, and sustainability of infrastructure solutions.

Collaborating with engineers, ICT specialists, and institutional partners to ensure integrated project delivery.

Supporting the project team in addressing technical challenges and proposing innovative, practical solutions.

Contributing to capacity-building efforts by sharing expertise with local stakeholders and partners.

Education and Experience

Education Requirements

An advanced university degree (Master’s or higher) in Architecture, Civil Engineering, or a closely related field is required.

A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree.

Professional Experience

At least seven years of progressively responsible experience in architecture, with a focus on the design and delivery of public infrastructure projects.

Demonstrated expertise in preparing technical documentation, including architectural plans, feasibility studies, and cost assessments.

Experience in working with international development organisations or projects funded by the European Union is highly desirable.

Familiarity with EU standards for construction, sustainability, and accessibility will be considered an asset.

Language Requirements

Proficiency in English is mandatory.

Knowledge of additional UN languages or regional languages will be an advantage.
