report<\/a>, the system has held up tens of millions of dollars\u2019 worth of
\nassistance outside Gaza, as convoys and shipments remain stalled pending
\nIsraeli clearance.<\/p>\nForty
\ninternational aid groups indicated that Israel rejected 99 requests to bring
\nhumanitarian supplies into Gaza during the first 12 days of the ceasefire.
\nAround three-quarters of those rejections were reportedly justified as \u201cnot
\nauthorized\u201d to operate in the territory.<\/p>\n
Under the
\nnew measure, Israel has instructed all humanitarian agencies to re-register
\nbefore the end of the year or risk losing their licenses to operate \u2014 a
\nregulation that has disrupted the work of major organizations including
\nM\u00e9decins Sans Fronti\u00e8res (Doctors Without Borders), Oxfam, and the Norwegian
\nRefugee Council.<\/p>\n
The
\nNorwegian Refugee Council also confirmed that each time it seeks approval to
\ndeliver aid, Israeli authorities respond that its registration \u201cis under
\nreview,\u201d effectively halting relief operations.<\/p>\n
Israel
\nhas not publicly commented on the report or on the rationale behind the new
\nregistration requirements.<\/p>\n
Earlier,
\naid agencies reported that the Strip is facing a deepening humanitarian
\ncatastrophe: around 1.9 million people \u2014 nearly nine out of ten residents \u2014
\nhave been displaced, while the UN Food Security classification estimates that
\nover half a million are now in \u201ccatastrophic\u201d conditions of food shortage and
\nfamine. <\/p>\n
The
\ncrisis follows more than two years of open war in which 68,527 Palestinians \u2014
\nmost of them women and children \u2014 were killed. It also left much of Gaza\u2019s
\ninfrastructure destroyed while pushing its health and food systems to the brink
