{"id":139753,"date":"2025-11-18T12:10:07","date_gmt":"2025-11-18T12:10:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/139753\/"},"modified":"2025-11-18T12:10:07","modified_gmt":"2025-11-18T12:10:07","slug":"for-peace-in-gaza-the-biggest-enemy-is-inertia","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/139753\/","title":{"rendered":"For peace in Gaza, the biggest enemy is inertia"},"content":{"rendered":"<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">On Monday, the UN Security Council approved a <a href=\"https:\/\/www.theguardian.com\/world\/live\/2025\/nov\/17\/un-security-council-donald-trump-gaza-israel-palestine-middle-east-latest-news-updates\" rel=\"nofollow noopener\" target=\"_blank\">US-drafted plan that calls for an international security force<\/a> and that at least keeps the door open for eventual Palestinian statehood. But for the future of the tenuous ceasefire between Israel and Hamas, the most important events may be happening not in New York, but below the streets of Rafah.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Gaza is hardly peaceful. Some 268 Palestinians <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/palestinian-militant-faction-says-israel-killed-local-leader-gaza-2025-11-17\/\" rel=\"nofollow noopener\" target=\"_blank\">have been killed by Israeli fire<\/a> since the ceasefire began, according to the Hamas-run health ministry, on top of those killed by Hamas. But there\u2019s been no return to the full-scale combat that persisted for two years.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">That could still change. An acute risk to warfare resuming centers around dozens of Hamas fighters \u2014 perhaps as many as 200, though no one knows exactly \u2014 who have been <a href=\"https:\/\/www.cnn.com\/2025\/11\/15\/middleeast\/ceasefire-gaza-israel-hamas-tunnels-intl\" rel=\"nofollow noopener\" target=\"_blank\">trapped in underground tunnels<\/a> behind Israeli lines since before the ceasefire, cut off from their compatriots and likely running low on food and water. The presence of these fighters is a serious threat to the ceasefire. They were likely responsible for the two ambushes that killed three IDF soldiers in October, each prompting Israeli retaliatory strikes that killed dozens of Palestinians across the Gaza Strip.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Along with the <a href=\"https:\/\/www.bbc.com\/news\/articles\/czxnerkx5pgo\" rel=\"nofollow noopener\" target=\"_blank\">ongoing dispute<\/a> over whether Hamas is doing all it can to return the bodies of deceased hostages, the trapped Hamas fighters are also proving to be a diplomatic stumbling block, preventing the sides from moving on to larger issues: Israel wants the fighters to turn over their weapons and surrender; Hamas wants them to be given safe passage back to Hamas-controlled territory; the Trump administration <a href=\"https:\/\/www.bbc.com\/news\/articles\/c8912d7jxl2o\" rel=\"nofollow noopener\" target=\"_blank\">wants the whole thing to go away<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The fate of the fighters is also an irresistible metaphor for the status of the ceasefire as a whole: They\u2019re currently in an untenable situation \u2014 but are stuck in place by the fear that whatever move they make might lead to something worse.<\/p>\n<p>For peace in Gaza, the enemy is inertia<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Five weeks after the ceasefire deal went into effect, Gaza is <a href=\"https:\/\/ix.cnn.io\/dailygraphics\/graphics\/20251010-idf-withdrawal-line-map\/static\/media\/ai2html-graphic-desktop.0dd7460a.png\" rel=\"nofollow noopener\" target=\"_blank\">effectively divided in half<\/a>: Israeli forces have withdrawn behind the so-called \u201cyellow line,\u201d but they still control a thick and largely depopulated swathe along Gaza\u2019s external borders with Israel and Egypt. Hamas, meanwhile, controls the Strip\u2019s interior. Hamas has not only not disarmed, it has <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/hamas-gaza-popularity-rises-03efb873?mod=world_lead_story\" rel=\"nofollow noopener\" target=\"_blank\">reasserted control<\/a> over the areas it controls, carrying out gun battles with rival armed gangs and executing accused collaborators with Israel. Though much of Hamas\u2019s leadership in Gaza was wiped out during the war, its rank and file appear <a href=\"https:\/\/www.ft.com\/content\/5fbe2388-90ce-49ea-968e-141184a0a26a\" rel=\"nofollow noopener\" target=\"_blank\">surprisingly well-equipped<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The Trump administration would like to move on to the next phases of Trump\u2019s 20-point peace plan, which involve disarming Hamas, setting up an \u201cInternational Stabilization Force\u201d to provide security, and transitioning to a new governing authority in Gaza. That\u2019s going to be tough, as even White House officials <a href=\"https:\/\/www.politico.com\/news\/2025\/11\/11\/trump-peace-gaza-documents-00642466\" rel=\"nofollow noopener\" target=\"_blank\">admit in private<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Several Muslim-majority countries including Azerbaijan, Indonesia, and Pakistan <a href=\"https:\/\/www.politico.com\/news\/2025\/10\/15\/gaza-stabilization-force-talks-00609565\" rel=\"nofollow noopener\" target=\"_blank\">have expressed interest<\/a> in contributing troops to the new security force. (Turkey has as well, though that\u2019s a non-starter for Israel.)<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But these countries are not interested in having their troops try to forcibly disarm Hamas, which could involve actual combat with the group amid the rubble of Gaza. And there\u2019s little indication that Hamas is interested in disarming on its own. The group\u2019s leaders <a href=\"https:\/\/www.aljazeera.com\/news\/liveblog\/2025\/11\/17\/live-hamas-rejects-foreign-guardianship-of-gaza-before-un-vote\" rel=\"nofollow noopener\" target=\"_blank\">rejected the prospect<\/a> of a stabilization force before the Security Council vote.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The Israeli government, meanwhile, is not all that interested in moving forward to the later stages of the US peace plan that envision the Palestinian Authority taking control of Gaza and a new push toward a two-state solution. Prime Minister Benjamin Netanyahu, who is hoping to avoid a right-wing exodus that could bring down his government, vowed on Sunday to oppose any attempt to establish a Palestinian state, ahead of the UN vote on the US-drafted resolution, which calls for a \u201c<a href=\"https:\/\/www.pbs.org\/newshour\/world\/netanyahu-insists-there-can-be-no-palestinian-state-ahead-of-u-n-vote-leaving-door-open\" rel=\"nofollow noopener\" target=\"_blank\">credible pathway<\/a>\u201d toward statehood. This language \u2014 as well as the fact that the normally UN-averse Trump administration is calling for a vote on it at all \u2014 arose from demands from the countries that would make up the stabilization force.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">At the moment, the biggest threat in the region may be inertia: Grim as the status quo is, the current leaders of both Hamas and Israel seem to prefer it to moving forward with a political process that would leave Hamas disarmed, politically neutered, and replaced with a Palestinian Authority in a more credible position to demand statehood. Ironically, this is in many ways a return to the situation prior to October 7, 2023, <a href=\"https:\/\/jstreetdotorg.substack.com\/p\/hamas-and-netanyahu-are-working-together\" rel=\"nofollow noopener\" target=\"_blank\">when Hamas and Israel were tacitly working together<\/a> to marginalize the PA and undermine Palestinian unity.<\/p>\n<p>The threat from underground<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">On the other hand, the current status quo is probably not sustainable, which brings us back to the Hamas fighters trapped in the tunnels under Rafah. Inertia might be driving both sides into a frozen conflict with each retreating behind the yellow line, but it will be harder to keep conflict frozen with a few dozen armed Hamas militants trapped behind enemy lines.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/israelpolicyforum.org\/2025\/11\/13\/the-trapped-hamas-fighters-may-be-the-key-to-disarmament\/\" rel=\"nofollow noopener\" target=\"_blank\">Some see the situation as a potential off-ramp<\/a> that could allow the peace plan to move forward: Israel could agree to let them go only under the condition that Hamas begin turning over its weapons. Trump\u2019s envoy Steve Witkoff has suggested that the fighters themselves could be granted amnesty and that this <a href=\"https:\/\/www.bbc.com\/news\/articles\/c8912d7jxl2o\" rel=\"nofollow noopener\" target=\"_blank\">could be a \u201cmodel\u201d for what <\/a>they\u2019re trying to achieve in the rest of Gaza.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Maybe. The issue <a href=\"https:\/\/www.timesofisrael.com\/kushner-netanyahu-still-seeking-solution-to-impasse-on-terrorists-in-rafah-tunnels\/\" rel=\"nofollow noopener\" target=\"_blank\">reportedly came up in recent talks<\/a> between Netanyahu and Trump\u2019s son-in-law Jared Kushner. The prime minister has rejected a suggestion that he allow the fighters to travel, unarmed, across the yellow line into Hamas-held territory. And while there are reports of a possible plan to allow them to travel to a third country, it\u2019s not clear if there\u2019s a country willing to take them in.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">As with Hamas and Israel broadly, the current situation can\u2019t last forever and efforts to forestall the inevitable may lead to catastrophe.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The longer the men are trapped, the more desperate they are likely to become, raising the potential that they may simply go down fighting rather than surrender.
