{"id":149766,"date":"2025-11-24T05:25:19","date_gmt":"2025-11-24T05:25:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/149766\/"},"modified":"2025-11-24T05:25:19","modified_gmt":"2025-11-24T05:25:19","slug":"cabinet-appoints-levin-to-head-labor-religious-services-and-jerusalem-ministries","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/149766\/","title":{"rendered":"Cabinet appoints Levin to head labor, religious services and Jerusalem ministries"},"content":{"rendered":"<p>The cabinet on Sunday approved the appointment of Justice Minister Yariv Levin to lead three ministries whose helms were vacated after ultra-Orthodox parties withdrew from the government this summer.<\/p>\n<p>In addition to Levin taking over the Labor, Religious Services and Jerusalem portfolios, Prime Minister Benjamin Netanyahu was temporarily given a number of powers usually assigned to the interior minister. Netanyahu cannot take over the ministry himself because, by law, a minister cannot serve in such a role while under indictment.<\/p>\n<p>The appointments will require ratification by the Knesset.<\/p>\n<p>While Levin\u2019s appointment significantly reduces the number of ministries without full-time ministers, it is unclear how he will be able to deal with the responsibilities of four distinct portfolios.<\/p>\n<p>As justice minister, Levin is involved in a high-profile effort to overhaul the judiciary and <a href=\"https:\/\/www.timesofisrael.com\/coalition-backed-bill-that-would-strip-ag-of-all-authority-passes-preliminary-reading\/\" rel=\"nofollow noopener\" target=\"_blank\">weaken the Attorney General\u2019s Office<\/a> as well as <a href=\"https:\/\/www.timesofisrael.com\/levin-to-lead-ben-gvir-smotrich-and-others-in-delineating-governments-oct-7-probe\/\" rel=\"nofollow noopener\" target=\"_blank\">helming a ministerial panel<\/a> to determine the mandate of the government\u2019s controversial commission of inquiry into failures surrounding the Hamas onslaught of October 7, 2023.<\/p>\n<p>\n\t\t\tGet The Times of Israel&#8217;s Daily Edition<br \/>\n\t\t\tby email and never miss our top stories\n\t\t<\/p>\n<p>\t\t\t\tBy signing up, you agree to the <a href=\"https:\/\/www.timesofisrael.com\/terms\" rel=\"nofollow noopener\" target=\"_blank\">terms<\/a><\/p>\n<p>A spokesman for Levin did not respond when asked how he would handle his newly increased workload, telling The Times of Israel only that the minister will remain in charge of these additional files \u201cuntil Shas returns to the government.\u201d<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2023\/04\/F230327YS147.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-2989075\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/11\/F230327YS147-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tShas leader Aryeh Deri (C) confers with Justice Minister Yariv Levin (L) as Prime Minister Benjamin Netanyahu looks on during a vote in the Knesset in Jerusalem, on March 27, 2023. (Yonatan Sindel\/Flash90)<\/p>\n<p>Shas <a href=\"https:\/\/www.timesofisrael.com\/shas-bolts-government-over-haredi-enlistment-remains-part-of-pms-coalition\/\" rel=\"nofollow noopener\" target=\"_blank\">quit the government<\/a> in July to protest the coalition\u2019s failure to pass legislation exempting yeshiva students from mandatory military conscription. While the ultra-Orthodox party has remained a member of Netanyahu\u2019s coalition, it <a href=\"https:\/\/www.timesofisrael.com\/shas-quits-its-coalition-posts-to-protest-failure-to-legislate-haredi-draft-exemption\/\" rel=\"nofollow noopener\" target=\"_blank\">withdrew from all coalition roles<\/a> it held in the Knesset last month in a further act of protest. Despite these moves, the party has reportedly <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/shas-seeking-to-maintain-de-facto-control-of-ministries-it-gave-up-over-haredi-conscription-issue-report\/\" rel=\"nofollow noopener\" target=\"_blank\">worked to maintain de facto control<\/a> of the ministries it has given up.<\/p>\n<p>Some 80,000 ultra-Orthodox men aged between 18 and 24 are currently believed to be eligible for military service but have not enlisted. Despite the IDF stating that it urgently needs 12,000 recruits, Netanyahu is currently <a href=\"https:\/\/www.timesofisrael.com\/likud-mk-says-idf-conscription-bill-aims-to-draft-half-of-haredim-not-in-yeshiva\/\" rel=\"nofollow noopener\" target=\"_blank\">seeking to advance<\/a> a bill exempting most Haredim from enlistment in order to bring Shas back into the fold.<\/p>\n<p>According to several reports, the ultra-Orthodox parties have indicated that they will support Levin\u2019s new roles due to recent progress being made in passing the conscription bill. Speaking with The Times of Israel last week, a senior Shas official <a href=\"https:\/\/www.timesofisrael.com\/utjs-degel-hatorah-faction-says-it-supports-latest-version-of-draft-exemption-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">stated<\/a> that his party had \u201csignaled a long time ago that it is in favor\u201d of the bill.<\/p>\n<p>In July, the government voted to appoint Levin to <a href=\"https:\/\/www.timesofisrael.com\/ministries-previously-held-by-shas-transferred-to-pair-of-likud-ministers\/\" rel=\"nofollow noopener\" target=\"_blank\">temporarily take over<\/a> the interior, religious affairs and labor ministries in an acting capacity following Shas\u2019s exit from the government. The welfare and health ministries were transferred to Tourism Minister Haim Katz (Likud), who was already serving as interim housing minister after United Torah Judaism leader Yitzhak Goldknopf <a href=\"https:\/\/www.timesofisrael.com\/utjs-goldknopf-resigns-from-cabinet-after-knesset-fails-to-pass-dissolution-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">resigned<\/a> from the post prior to <a href=\"https:\/\/www.timesofisrael.com\/united-torah-judaism-quits-govt-to-protest-new-proposal-on-army-enlistment-exemptions\/\" rel=\"nofollow noopener\" target=\"_blank\">leaving the government<\/a>.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2024\/01\/F230905AVS08.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3208468\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/11\/F230905AVS08-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tTourism Minister Haim Katz attends a conference at the Histadrut Union in Tel Aviv on September 5, 2023. (Avshalom Sassoni\/Flash90)<\/p>\n<p>These temporary appointments ended after three months, leaving multiple ministries without ministers, although Katz was <a href=\"https:\/\/www.timesofisrael.com\/likuds-haim-katz-okayed-as-permanent-housing-minister-to-replace-utjs-goldknopf\/\" rel=\"nofollow noopener\" target=\"_blank\">appointed as permanent housing minister<\/a> in September.<\/p>\n<p>The cabinet has also yet to appoint a replacement for Strategic Affairs Minister Ron Dermer, <a href=\"https:\/\/www.timesofisrael.com\/resigning-as-minister-dermer-says-govt-will-be-remembered-for-both-oct-7-and-its-response\/\" rel=\"nofollow noopener\" target=\"_blank\">who stepped down<\/a> from his post this month. Seen as Netanyahu\u2019s closest adviser, Dermer had handled a wide range of diplomatic matters, including ties with Washington, the hostage negotiations during the Gaza war, and Israel\u2019s relations with its Arab neighbors.<\/p>\n<p>Last week, national broadcaster Kan reported that Attorney General Gali Baharav-Miara had written to Netanyahu insisting that replacement ministers \u201cmust be appointed immediately in order to reduce the harm to important public interests.\u201d<\/p>\n<p>The fact that multiple ministries were functioning without ministers damaged their ability to provide services, she argued.<\/p>\n<p>Kan has also reported that despite Shas leaving the government, party chairman Aryeh Deri, who held no ministerial position even before bolting \u2014 due to court orders in light of previous criminal convictions \u2014 was still attending meetings of the security cabinet.<\/p>\n<p>&#13;<br \/>\n\t\t\t\tWatch DocuNation Season 3: The Heart of Israel\t\t\t<\/p>\n<p>&#13;<br \/>\n\t\t\t\t\twhen you join the ToI Community\t\t\t\t<\/p>\n<p>In this season of DocuNation, you can stream six outstanding Israeli documentaries with English subtitles and then join a live online discussion with the filmmakers.
