But countries failed to agree to a roadmap <a href=\"https:\/\/www.cnn.com\/2025\/11\/12\/climate\/3-degrees-warming-reports-iea-united-nations\" rel=\"nofollow noopener\" target=\"_blank\">away from fossil fuels<\/a>, after entrenched divisions threatened to collapse the talks.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000g3b6o61jdbzw2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The agreement came after more than two weeks of increasingly fraught negotiations between representatives of more than 190 countries in <a href=\"https:\/\/www.cnn.com\/2025\/11\/06\/climate\/cop30-chaos-love-motels-oil-drilling-amazon-trump\" rel=\"nofollow noopener\" target=\"_blank\">the port city of Bel\u00e9m<\/a>, known as the gateway to the Amazon. Disagreements reached such fever pitch there were fears the summit would collapse with no deal. Talks stretched overtime as dozens of nations pushed back against an outcome that didn\u2019t explicitly mention a transition away from oil, coal and gas \u2014 the drivers of the climate crisis.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000h3b6o035dvlah@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But just after midday local time Saturday, the COP30 president Andr\u00e9 Corr\u00eaa do Lago gaveled through a deal.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000i3b6od6u8e5pg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The final text contained no mention of fossil fuels, signaling a retreat from consensus agreements only two years old. It included only a general agreement on deforestation, rather than more explicit commitments, which had been another key issue in the negotiations.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000j3b6o7vlmqi7s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            More than 80 countries, including Colombia, the UK and France, supported the concept of a \u201croadmap\u201d to transition away from fossil fuels, building on a commitment made at COP28 in Dubai in 2023. However, intense opposition from petrostates \u2014 including Saudi Arabia and Russia \u2014 and other heavy fossil fuels users prevented consensus.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000k3b6oy93vi6j0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As part of reaching the deal, Corr\u00eaa do Lago instead said the COP presidency in Brazil would produce side texts detailing a global roadmap for moving away from fossil fuels and addressing deforestation that not all countries signed off on.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000l3b6osvo4hi0a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This unorthodox move was intended to demonstrate that all countries\u2019 issues were heard at the summit, and allow COP to potentially build off the language in future negotiations.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000m3b6o7m8rl57i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After the agreement was gaveled through, multiple developing countries spoke out against it, including Colombia, which formally objected to the lack of inclusion of a reference to fossil fuels.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000n3b6o6phjsvnq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There was some progress at COP30. Wealthier countries agreed to work toward tripling the money available to help climate-vulnerable countries adapt to the ravages of global warming \u2014 a potential goal of $120 billion a year by 2035, to come out of the <a href=\"https:\/\/www.cnn.com\/2024\/11\/23\/climate\/cop29-agreement\" rel=\"nofollow noopener\" target=\"_blank\">$300 billion pot of funding<\/a> they agreed to at last year\u2019s COP.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000o3b6oy5l7jgm0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The summit deal also included an agreement to a plan for a \u201cjust transition\u201d \u2014 the idea that as the world moves away from fossil fuels, workers in these industries must not be left behind but instead are helped into cleaner jobs. However, this included no specific funding.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000p3b6op1aedv65@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There was also disappointment from some that more was not done to strengthen countries\u2019 national climate plans, which set out how much climate pollution they\u2019ll cut over the next decade.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000q3b6ofrjsqacf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            An analysis of these plans by the UN found that collectively they would only achieve around a 12% reduction in planet-heating pollution, far below the 60% needed for any chance of keeping alive the internationally agreed target to limit global warming to 1.5 degrees Celsius above pre-industrial levels.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000r3b6ohl8ji25f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This is \u201cthe first COP at which the prospect of surpassing 1.5 degrees Celsius of global warming has now become acknowledged,\u201d said Joeri Rogelj, director of research at the Grantham Institute at Imperial College London.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000s3b6opvcdynje@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The reaction from global climate experts to the final agreement was mixed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfb000t3b6oi3o2kx92@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This summit was in many ways seen as a test of multilateralism, especially as the US was absent from the process, with the Trump administration declining to send a delegation. For some experts, the fact an agreement was reached at all shows global climate diplomacy is still alive.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfc000u3b6otrwsdaoe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A decade after the landmark Paris agreement, the Brazil summit proved the process \u201cis working,\u201d said former German climate envoy Jennifer Morgan.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfc000v3b6oygz4zury@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhile far from what\u2019s needed, the outcome in Bel\u00e9m is meaningful progress,\u201d Morgan said in a statement. \u201cDespite the efforts of major oil producing states to slow down the green transition, multilateralism continues to support the interests of the whole world in tackling the climate crisis.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfc000w3b6o7y7o5jjr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sierra Leone\u2019s minister of environment and climate change Jiwoh Abdulai said this year\u2019s summit had \u201cmoved the needle\u201d in terms of richer, developed nations accepting more financial responsibility to help the rest of the world adapt to climate change.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiambrfc000x3b6oew5fdavz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But where some saw cautious forward progress, others identified a much darker trend. \u201cScience has been deleted from COP30 because it offends the polluters,\u201d said Juan Carlos Monterrey G\u00f3mez, Panama\u2019s special representative for climate change. \u201cA \u2018Forest COP\u2019 with no commitment on forests is a very bad joke. A climate decision that cannot even say \u2018fossil fuels\u2019 is not neutrality, it is complicity.
