{"id":150930,"date":"2025-11-24T21:37:11","date_gmt":"2025-11-24T21:37:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/150930\/"},"modified":"2025-11-24T21:37:11","modified_gmt":"2025-11-24T21:37:11","slug":"knesset-approves-katz-and-levin-appointments-to-head-ministries-vacated-by-haredim","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/150930\/","title":{"rendered":"Knesset approves Katz and Levin appointments to head ministries vacated by Haredim"},"content":{"rendered":"<p>The Knesset on Monday evening voted 48-42 in back-to-back votes to ratify the government\u2019s nominations of Tourism Minister Haim Katz and Justice Minister Yariv Levin to head five ministries that have been leaderless since ultra-Orthodox parties withdrew from the government this past summer.<\/p>\n<p>Levin will take over the labor, religious services, and Jerusalem portfolios, while Katz is to head the health and welfare ministries. Prime Minister Benjamin Netanyahu will temporarily be granted a number of powers usually assigned to the interior minister.<\/p>\n<p>Due to his graft trial, Netanyahu cannot take over the Interior Ministry himself, as the law bars ministers from serving in such a role while under criminal indictment, and the ministry will continue to operate without a minister.<\/p>\n<p>Coalition members dismissed criticism of the arrangement, with Regional Cooperation Minister Dudi Amsalem joking that he did not know how many total ministries Levin and Katz were being assigned to run.<\/p>\n<p>\u201cI haven\u2019t counted yet,\u201d he told the plenum, in response to questions from opposition lawmakers.<\/p>\n<p>\n\t\t\tGet The Times of Israel&#8217;s Daily Edition<br \/>\n\t\t\tby email and never miss our top stories\n\t\t<\/p>\n<p>\t\t\t\tBy signing up, you agree to the <a href=\"https:\/\/www.timesofisrael.com\/terms\" rel=\"nofollow noopener\" target=\"_blank\">terms<\/a><\/p>\n<p>While Levin and Katz\u2019s appointments significantly reduce the number of ministries without full-time ministers, it is unclear how they will be able to deal with the responsibilities of multiple distinct portfolios.<\/p>\n<p>As justice minister, Levin is involved in a high-profile effort to overhaul the judiciary and weaken the Attorney General\u2019s Office, as well as helming a ministerial panel to determine the mandate of the government\u2019s controversial commission of inquiry into failures surrounding the Hamas onslaught of October 7, 2023.<\/p>\n<p>A spokesman for Levin did not respond when asked how he would handle his newly increased workload, telling The Times of Israel on Sunday only that the minister will remain in charge of these additional files \u201cuntil Shas returns to the government.\u201d After the vote, Levin was seen chatting in the plenum with former Labor Ministry chief Yoav Ben-Tzur of Shas.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2025\/07\/WhatsApp-Image-2025-07-16-at-18.56.26.jpeg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3599718\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/11\/WhatsApp-Image-2025-07-16-at-18.56.26-640x400.jpeg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tReligious Services Minister Michael Malkieli announces the Shas party\u2019s decision to quit Prime Minister Benjamin Netanyahu\u2019s government, July 16, 2025. (Yaakov Cohen)<\/p>\n<p>Shas <a href=\"https:\/\/www.timesofisrael.com\/shas-bolts-government-over-haredi-enlistment-remains-part-of-pms-coalition\/\" rel=\"nofollow noopener\" target=\"_blank\">quit the government<\/a> in July to protest the coalition\u2019s failure to pass legislation exempting yeshiva students from mandatory military conscription. While the ultra-Orthodox party has remained a member of Netanyahu\u2019s coalition, it <a href=\"https:\/\/www.timesofisrael.com\/shas-quits-its-coalition-posts-to-protest-failure-to-legislate-haredi-draft-exemption\/\" rel=\"nofollow noopener\" target=\"_blank\">withdrew from all coalition roles<\/a> it held in the Knesset last month in a further act of protest. Despite these moves, the party has reportedly <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/shas-seeking-to-maintain-de-facto-control-of-ministries-it-gave-up-over-haredi-conscription-issue-report\/\" rel=\"nofollow noopener\" target=\"_blank\">worked to maintain de facto control<\/a> of the ministries it gave up.<\/p>\n<p>Some 80,000 ultra-Orthodox men aged between 18 and 24 are currently believed to be eligible for military service, but have not enlisted. Despite the IDF stating that it urgently needs 12,000 recruits, Netanyahu is currently seeking to advance a bill exempting most Haredim from enlistment in order to <a href=\"https:\/\/www.timesofisrael.com\/likud-mk-says-idf-conscription-bill-aims-to-draft-half-of-haredim-not-in-yeshiva\/\" rel=\"nofollow noopener\" target=\"_blank\">bring Shas back into the fold<\/a>.<\/p>\n<p>Following Shas\u2019s exit, the government voted to appoint Levin to <a href=\"https:\/\/www.timesofisrael.com\/ministries-previously-held-by-shas-transferred-to-pair-of-likud-ministers\/\" rel=\"nofollow noopener\" target=\"_blank\">temporarily take over<\/a> the interior, religious affairs, and labor ministries in an acting capacity. The welfare and health ministries were transferred to Katz, who was already serving as interim housing minister after United Torah Judaism leader Yitzhak Goldknopf <a href=\"https:\/\/www.timesofisrael.com\/utjs-goldknopf-resigns-from-cabinet-after-knesset-fails-to-pass-dissolution-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">resigned<\/a> from the post prior to his party <a href=\"https:\/\/www.timesofisrael.com\/united-torah-judaism-quits-govt-to-protest-new-proposal-on-army-enlistment-exemptions\/\" rel=\"nofollow noopener\" target=\"_blank\">leaving the government<\/a>.<\/p>\n<p>These temporary appointments ended after three months, leaving five ministries without ministers, although Katz was <a href=\"https:\/\/www.timesofisrael.com\/likuds-haim-katz-okayed-as-permanent-housing-minister-to-replace-utjs-goldknopf\/\" rel=\"nofollow noopener\" target=\"_blank\">appointed<\/a> as permanent housing minister in September.<\/p>\n<p>The cabinet has also yet to appoint a replacement for Strategic Affairs Minister Ron Dermer, <a href=\"https:\/\/www.timesofisrael.com\/resigning-as-minister-dermer-says-govt-will-be-remembered-for-both-oct-7-and-its-response\/\" rel=\"nofollow noopener\" target=\"_blank\">who stepped down<\/a> from his post this month. Seen as Netanyahu\u2019s closest adviser, Dermer had handled a wide range of diplomatic matters, including ties with Washington, the hostage negotiations during the Gaza war, and Israel\u2019s relations with its Arab neighbors.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2025\/04\/F250428CG5011-e1745922075261.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3537324\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/11\/F250428CG5011-e1745922075261-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tThen-strategic affairs minister Ron Dermer speaks at the Jewish News Syndicate conference in Jerusalem, April 28, 2025.
