{"id":155584,"date":"2025-11-27T11:40:15","date_gmt":"2025-11-27T11:40:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/155584\/"},"modified":"2025-11-27T11:40:15","modified_gmt":"2025-11-27T11:40:15","slug":"sa-eyes-new-sin-tax-as-online-gambling-explodes","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/155584\/","title":{"rendered":"SA eyes new &#8216;sin tax&#8217; as online gambling explodes"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-274871 size-full\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/11\/online-gambling-1500-800.jpg\" alt=\"SA eyes new 'sin tax' as online gambling explodes - but will it backfire?\" width=\"1500\" height=\"800\"  \/>National treasury is considering a 20% tax on online betting to curb the rising scourge of problem gambling in South Africa.<\/p>\n<p>Speaking to TechCentral on Wednesday, Rise Mzansi MP Makashule Gana \u2013 who a year ago warned that online gambling is growing into South Africa\u2019s <a href=\"https:\/\/techcentral.co.za\/online-gambling-south-africa-social-ill\/256032\/\" data-wpel-link=\"internal\" rel=\"nofollow noopener\" target=\"_blank\">next big social ill<\/a> \u2013 said a national tax is welcomed, but is only the first step in ensuring online gambling does not spiral into an epidemic.<\/p>\n<p>\u201cWe submitted to treasury that an online betting platform registered in one province should be taxed nationally if it is making money in other provinces, too \u2013 otherwise they should restrict their operations to the province they were registered in,\u201d said Gana.<\/p>\n<p>The tax revenue could also contribute to public sector funds to mitigate some of the social costs incurred<\/p>\n<p>\u201cThis is a welcome first step, but we still need to clamp down on illegal online operators, update the advertising regulatory regime, improve education and public awareness on the dangers of online gambling, and get a grip on the use of social media influencer marketing by online operators.\u201d<\/p>\n<p>In a discussion paper arguing <a href=\"https:\/\/www.treasury.gov.za\/comm_media\/press\/2025\/Discussion%20Paper%20-%20National%20Gambling%20Tax.pdf\" data-wpel-link=\"external\" rel=\"external noopener noreferrer nofollow\" target=\"_blank\">The Case for an Online Gambling Tax<\/a>, published last week, national treasury argued that the \u201cnegative social costs\u201d associated with online gambling could be counterbalanced by a tax on gamblers and the sector at large.<\/p>\n<p>\u201cThe main aim of a market-based tax intervention by government is to reflect the social costs, or negative externalities, that the gambler imposes on others in the price of gambling,\u201d said the document.<\/p>\n<p>\u201cThe tax revenue could also contribute to public sector funds to mitigate some of the social costs incurred\u2026 To this end, a national tax of 20% on the gross gambling revenue of the online and interactive gambling industry is proposed.\u201d<\/p>\n<p>\u2018Ill effects\u2019<\/p>\n<p>This tax will be over and above any taxes that registered online sports betting platforms already pay to provincial gambling authorities. This means activity that can be classified as gambling, including casino-style games such as online roulette, slots, blackjack and poker \u2013 also known as \u201cinteractive games\u201d \u2013 are outlawed. Yet the discussion paper proposes imposing the 20% tax on the proceeds on interactive games, too.<\/p>\n<p>\u201cAt the current levels of gross gambling revenue, the 20% tax on gambling would translate into over R10-billion in additional revenue for national government. However, the main objective of the reform would not be to raise further revenue, but rather to discourage problem and pathological gambling and its ill effects,\u201d said the document.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-269051\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/11\/makashule-gana-1500-800.jpg\" alt=\"Rise Mzansi's Makashule Gana\" width=\"1500\" height=\"800\"  \/>Rise Mzansi\u2019s Makashule Gana<\/p>\n<p>According to the National Gambling Board, around 31% of punters identify as problem gamblers. Although the tax is meant in part to act as a deterrent for problem gamblers, the industry\u2019s shift from physical establishments to digital platforms has exposed other vulnerable groups such as students and social grant recipients.<\/p>\n<p>Last month, Pick n Pay CEO Sean Summers <a href=\"https:\/\/techcentral.co.za\/online-casinos-feast-on-social-grants-pick-n-pay-boss-calls-for-ad-ban\/273488\/\" data-wpel-link=\"internal\" rel=\"nofollow noopener\" target=\"_blank\">called for a ban<\/a> on online gambling advertising, citing industry research that estimates that as much as 20% of the money received by social grant recipients ends up in the hands of gambling houses instead of being spent on household essentials.<\/p>\n<p>Similarly, Tebogo Letsie, chairman of parliament\u2019s higher education portfolio committee, cited a rise in the number of Nsfas-funded students who turn to gambling in an effort to make ends meet when their allowances are not paid out in time, leading to a debt cycle that is often impossible to get out of.<\/p>\n<p>Read: <a href=\"https:\/\/techcentral.co.za\/crackdown-online-gambling-south-africa\/269044\/\" data-wpel-link=\"internal\" rel=\"nofollow noopener\" target=\"_blank\">Calls for crackdown on online gambling \u2018wild west\u2019 in South Africa<\/a><\/p>\n<p>National treasury acknowledged in its discussion paper that the imposition of a tax could have the opposite effect of what it is intended to do. Higher taxes could also encourage local establishments to move their operations offshore, leading to lower contributions to the fiscus from the industry.
