agencies warn Gaza response at breaking point as Israel urged to lift new restrictions"},"content":{"rendered":"<p>In a sharply worded statement issued on Tuesday, the Humanitarian Country Team \u2013 which brings together senior UN officials and more than 200 local and international aid groups \u2013 called on the international community to press Israeli authorities to reverse measures that are choking humanitarian work, particularly in the Gaza Strip.<\/p>\n<p>At the centre of concern is\u00a0a new registration\u00a0system for international non-governmental organisations, introduced earlier this year.\u00a0<\/p>\n<p>Flawed Israeli system<\/p>\n<p>Aid groups say the process is vague,\u00a0politicised\u00a0and impossible to meet without breaching humanitarian principles.\u00a0<\/p>\n<p>Under the current rules,\u00a0dozens of organisations face deregistration by the end of December, followed by the forced closure of their operations within weeks.<\/p>\n<p>\u201cThese organisations are not optional extras,\u201d the statement said. \u201cIf they are pushed out, the humanitarian response will not survive.\u201d<\/p>\n<p>International NGOs, working alongside UN agencies and Palestinian partners, deliver around one billion dollars\u2019 worth of\u00a0assistance\u00a0each year across the territory.\u00a0<\/p>\n<p>Yet millions of dollars\u2019 worth of food, medicines, hygiene\u00a0supplies\u00a0and shelter materials are now stuck outside Gaza, unable to reach families in need.<\/p>\n<p>The warning comes as winter deepens and amid fears that further restrictions could destabilise a fragile ceasefire.\u00a0<\/p>\n<p>Impossible loss<\/p>\n<p>Aid agencies stressed that the impact of losing international NGOs could not be absorbed by the UN or local groups, especially after Israeli limits on\u00a0Palestine refugee relief agency,\u00a0<a href=\"https:\/\/www.unrwa.org\/\" rel=\"nofollow noopener\" target=\"_blank\">UNRWA<\/a>,\u00a0have already stretched the response to breaking point.<\/p>\n<p>According to the Humanitarian Country Team, international NGOs support or run much of Gaza\u2019s basic infrastructure for survival.\u00a0<\/p>\n<p>They underpin field hospitals and primary health clinics, provide clean water and sanitation, distribute emergency shelter, and treat children suffering from severe malnutrition.\u00a0<\/p>\n<p>Health facilities will close<\/p>\n<p>If they are forced to leave, one in three health facilities in Gaza would close almost\u00a0immediately, cutting off care for tens of thousands of patients.<\/p>\n<p>Aid leaders said they had repeatedly raised these concerns with Israeli authorities and sought workable solutions to keep operations running.\u00a0<\/p>\n<p>\u201cThere has been no adjustment,\u201d the statement said, warning that the dismantling of NGO operations now appears imminent.<\/p>\n<p>Humanitarian access, the agencies insisted, is a legal obligation, not a political choice.\u00a0<\/p>\n<p>\u201cLifesaving assistance must be allowed to reach Palestinians without further delay,\u201d the statement concluded, urging Israel to allow rapid and\u00a0unimpeded aid deliveries and to ensure that humanitarian organisations can\u00a0operate\u00a0independently and safely.<\/p>\n<p>Without swift action, the\u00a0team
