He added that, as far as investigators knew, the suspect had acted alone.<\/p>\n<p class=\"dcr-130mj7b\">Leah Foley, the US attorney for Massachusetts, said at a separate news conference in Boston that Neves Valente had also killed Nuno FG Loureiro, the MIT physics professor who was shot in his home on Monday, two days after the attack at Brown.<\/p>\n<p class=\"dcr-130mj7b\">How has the White House responded to the incident? Photograph: Pawe\u0142 Supernak\/EPA<\/p>\n<p class=\"dcr-130mj7b\">EU leaders have <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/19\/ukraine-deal-latest-europe-leaders-loan-zelenskyy\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">agreed a \u20ac90bn ($105bn) loan for Ukraine<\/a> to meet urgent financial needs, but failed to agree on the preferred approach for securing the loan against Russia\u2019s frozen assets held in the bloc.<\/p>\n<p class=\"dcr-130mj7b\">After talks ended in the early hours of Friday, the president of the European Council, Ant\u00f3nio Costa, told reporters: \u201cWe committed and we delivered.\u201d He said EU leaders had approved a decision to make a \u20ac90bn loan to Ukraine over the next two years, backed by the EU budget and repayable by Kyiv only once Russia pays reparations.<\/p>\n<p class=\"dcr-130mj7b\">Costa added: \u201cThe union reserves its right to make use of the immobilised assets to repay this loan.\u201d<\/p>\n<p class=\"dcr-130mj7b\">What did Volodymyr Zelenskyy say about the deal?
