Here\u2019s what you need know.<\/p>\n<p>What is the NSW government proposing?<\/p>\n<p class=\"dcr-130mj7b\">In the wake of the Bondi mass shooting, the state government has <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/dec\/20\/what-are-the-laws-proposed-in-nsw-to-ban-hate-speech-and-hate-symbols-after-the-bondi-terror-attack\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">moved to limit protest rights<\/a> and ban the display of hate symbols.<\/p>\n<p class=\"dcr-130mj7b\">Hate speech laws will also be extended, with Minns singling out the phrase \u201cglobalise the intifada\u201d as \u201chateful, violent rhetoric\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Minns says he intends to ban the phrase and has linked its use to the terrorist attack in Bondi.<\/p>\n<p class=\"dcr-130mj7b\">\u201cYou\u2019ve seen what the consequences of globalising the intifada are,\u201d he said on Monday. \u201cIt\u2019s the deaths of 15 innocent people on the beaches of Bondi beach simply for practising their religion in a peaceful way.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI strongly believe that we have to do everything we can to ensure that words that are said at a rally are not used by somebody at a later point for violent retribution on city streets and that means drawing a line in the sand and saying that this phrase used in this context can lead to violence.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Details of how the phrase will be outlawed remain unclear after the hate speech proposal was absent from <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/dec\/22\/gun-crackdown-reform-protest-laws-to-be-passed-nsw\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">legislation introduced to NSW parliament<\/a> on Monday.<\/p>\n<p class=\"dcr-130mj7b\">A NSW parliamentary committee will investigate \u201chateful statements\u201d, including the phrase, in further hate speech laws to be introduced next year.<\/p>\n<p>What is an intifada?<\/p>\n<p class=\"dcr-130mj7b\">Intifada is an Arabic word that translates to uprising or \u201cshaking off\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Two uprisings against Israel in the past four decades are known as the first and second intifadas.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sign up: AU Breaking News email<\/a><\/p>\n<p class=\"dcr-130mj7b\">The first Palestinian intifada occurred between 1987 and 1993. It began in December 1987 after an Israeli truck struck two vehicles in Gaza, killing four Palestinians. The event sparked unrest and brutal reprisals from Israeli forces.<\/p>\n<p class=\"dcr-130mj7b\">While figures vary, <a href=\"https:\/\/www.btselem.org\/statistics\/first_intifada_tables\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">estimates suggest<\/a> at least 1,300 Palestinians and 100 Israelis were killed by the end of the intifada.<\/p>\n<p class=\"dcr-130mj7b\">A second, <a href=\"https:\/\/www.theguardian.com\/world\/2000\/oct\/03\/israel4\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">more violent, intifada<\/a> began in 2000 and continued until 2005.<\/p>\n<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/11\/i-used-to-report-from-the-west-bank-twenty-years-after-my-last-visit-i-was-shocked-by-how-much-worse-it-is-today\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">former Guardian correspondent Ewen MacAskill wrote that<\/a> while the \u201cenduring image of the first [intifada] is of Palestinian youths throwing rocks at Israeli soldiers\u201d, the second intifada was \u201ca full-scale confrontation, with Israel attacking Palestinian cities and towns with artillery, tanks, helicopters and jets while Palestinians fought back with rifles and explosives.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPalestinians ambushed soldiers and settlers in the West Bank, making roads a risky venture, especially at night, and terrorised Israel by sending suicide bombers across its border to attack bus stops, cafes, hotels and anywhere else that was crowded.\u201d<\/p>\n<p class=\"dcr-130mj7b\">More than 3,000 Palestinians and about 1,000 Israelis were killed, <a href=\"https:\/\/statistics.btselem.org\/en\/all-fatalities\/by-date-of-incident?section=overall&amp;tab=overview&amp;dateSensor=%22970196400000%2C1135987199000%22\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">according to a database maintained by the Israeli human rights group B\u2019Tselem<\/a>.<\/p>\n<p>What does \u2018globalise the intifada\u2019 mean?<\/p>\n<p class=\"dcr-130mj7b\">Josh Lees, organiser for the Palestine Action Group, says he characterises it as an expression of solidarity with Palestinian resistance.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s a basic act of us supporting the uprisings of Palestinians against their oppression, against illegal occupation and genocide,\u201d he said on Tuesday.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/16\/zohran-mamdani-israel-gaza-intifada\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Mamdani said it wasn\u2019t language he used<\/a> or would use but that he interpreted it as an expression of support for Palestinians.<\/p>\n<p class=\"dcr-130mj7b\">Pro-Palestine supporters and civil rights groups have condemned the Minns government and others for conflating protests against the Netanyahu government\u2019s actions in Gaza with the Bondi shooting.<\/p>\n<p class=\"dcr-130mj7b\">But many in the Jewish community strongly associate the word intifada with indiscriminate acts of violence and terrorism.<\/p>\n<p class=\"dcr-130mj7b\">The director of the Australian Centre for Jewish Civilisation, David Slucki, says it is an \u201coffensive\u201d and \u201cthreatening\u201d phrase.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIntention and impact are two separate questions, and I think it is worthwhile recognising the impact, especially when the impact is harmful and threatening,\u201d he says.<\/p>\n<p class=\"dcr-130mj7b\">The founder of the Online Hate Prevention Institute, Andre Oboler, who also served as an expert for the federal government\u2019s delegation to the International Holocaust Remembrance Alliance, says there is \u201cno context\u201d in which the phrase should be used.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe phrase is anti-peace, pro-violence, and specifically pro-terrorism,\u201d he says. \u201c[It] should have been banned a long time ago.\u201d<\/p>\n<p class=\"dcr-130mj7b\">But Liyana Kayali, an expert in Middle Eastern studies at the University of Sydney, says the discussion is being steered by non-Arabic speakers who fail to understand the word\u2019s meaning. A ban risks further disunity in Australia, she says.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe\u2019re forgetting about how such moves are received by the communities that use these terms, because they\u2019re received as attacks \u2013 attacks on their language, history, and their legitimate calls for struggle against oppression, and that does a great deal of harm,\u201d she says.<\/p>\n<p>Should we ban specific words and phrases at all?<\/p>\n<p class=\"dcr-130mj7b\">Some academics have warned against <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/dec\/18\/peak-jewish-body-anthony-albanese-antisemitism-hate-speech-bondi-beach-terror-attack-ntwnfb\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">banning phrases with contested definitions<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Luke McNamara, a hate speech expert at the University of NSW, says it is dangerous to outlaw phrases with contested meanings. He says the phrase means different things to different people and a ban is likely to lead to court challenges.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe need to be very careful about locking in a particular interpretation of a contested phrase and making that automatically criminal,\u201d he says. \u201cThat, to me, is a problematic development.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt will be either over interpreted, under interpreted, or found by a court not to constitute promoting hatred.
