{"id":200743,"date":"2025-12-24T01:30:10","date_gmt":"2025-12-24T01:30:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/200743\/"},"modified":"2025-12-24T01:30:10","modified_gmt":"2025-12-24T01:30:10","slug":"iraqi-militias-divided-on-disarming-and-accepting-government-control","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/200743\/","title":{"rendered":"Iraqi militias divided on disarming and accepting government control"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"686\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/12\/republic-of-Iraq-sign-800-1024x686.jpg\" alt=\"\" class=\"wp-image-126224\" style=\"width:800px\"  \/>A sign inside an Iraqi Interior Ministry building. <\/p>\n<p>The Iranian-backed Iraqi militia Kataib Hezbollah has said it will not disarm in the wake of reports that suggest armed militias in Iraq will place their weapons under state control. \u201cThe Iraqi group Kataib Hezbollah (Hezbollah Brigades) on Saturday rejected calls to disarm, linking any such move to the withdrawal of US forces and other foreign troops from Iraq,\u201d Iraq\u2019s Shafaq News <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Iraq-s-Kataib-Hezbollah-rebuffs-disarmament-calls\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> on December 20. The focus on disarming Iranian-backed militias in Iraq comes as Iraq seeks to <a href=\"https:\/\/www.rudaw.net\/english\/middleeast\/iraq\/23122025\" rel=\"nofollow noopener\" target=\"_blank\">choose<\/a> a new prime minister after elections in November.<\/p>\n<p>US Special Envoy to Iraq Mark Savaya lauded the possible disarmament of militias in a <a href=\"https:\/\/x.com\/Mark_Savaya\/status\/2002897016654078111\" rel=\"nofollow\">post<\/a> on X on December 22. \u201cThe reported steps by Iraqi armed groups toward disarmament are a welcome and encouraging development.\u201d Savaya added that disarmament must be \u201ccomprehensive, irreversible, and implemented through a clear and binding national framework.\u201d<\/p>\n<p>Kataib Hezbollah is the most prominent militia to <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Iraq-s-Kataib-Hezbollah-rebuffs-disarmament-calls\" rel=\"nofollow noopener\" target=\"_blank\">reject<\/a> disarmament. It is a US-designated terrorist group and one of the powerful militias within the Popular Mobilization Forces (PMF), a state-affiliated group of militias. The PMF was <a href=\"https:\/\/www.longwarjournal.org\/archives\/2016\/07\/iraqs-prime-minister-establishes-popular-mobilization-front-as-a-permanent-independent-military-formation.php\" rel=\"nofollow noopener\" target=\"_blank\">incorporated<\/a> as an independent security force in Iraq in 2016. While members of these groups <a href=\"https:\/\/www.newarab.com\/news\/iraqi-state-bank-pays-pmf-salaries-after-us-disruption\" rel=\"nofollow noopener\" target=\"_blank\">receive<\/a> government salaries, some of the militias have continued to act outside of state control. For instance, they have been accused of <a href=\"https:\/\/www.longwarjournal.org\/archives\/2025\/06\/iran-backed-shiite-militias-attack-us-forces-based-in-iraq.php\" rel=\"nofollow noopener\" target=\"_blank\">carrying<\/a> out drone <a href=\"https:\/\/www.war.gov\/News\/News-Stories\/Article\/Article\/3659809\/3-us-service-members-killed-others-injured-in-jordan-following-drone-attack\/\" rel=\"nofollow noopener\" target=\"_blank\">attacks<\/a> on US forces. Baghdad has made past attempts to <a href=\"https:\/\/www.reuters.com\/article\/world\/iraq-pm-orders-iran-allied-militias-to-be-reined-in-idUSKCN1TW3EP\/\" rel=\"nofollow noopener\" target=\"_blank\">rein<\/a> in the militias, six of which have been <a href=\"https:\/\/www.longwarjournal.org\/archives\/2025\/06\/us-adds-iran-backed-iraqi-militia-kataib-imam-ali-to-list-of-terror-organizations.php\" rel=\"nofollow noopener\" target=\"_blank\">sanctioned<\/a> by the US as terrorist groups.<\/p>\n<p>The move to get the militias to place their weapons under government control gained momentum after Faiq Zidan, the head of Iraq\u2019s Supreme Judicial Council, made a <a href=\"https:\/\/english.aawsat.com\/arab-world\/5221638-iraq-top-judge-says-armed-factions-cooperate-weapons\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a> about restricting weapons to state control. \u201cThe head of Iraq\u2019s highest judicial body said Saturday that the leaders of armed factions have agreed to cooperate on the sensitive issue of the state\u2019s monopoly on weapons,\u201d London-based Asharq al Awsat newspaper <a href=\"https:\/\/english.aawsat.com\/arab-world\/5221638-iraq-top-judge-says-armed-factions-cooperate-weapons\" rel=\"nofollow noopener\" target=\"_blank\">noted<\/a> on December 21. The report added that the militias Asaib Ahl al Haq, Harakat Ansar Allah al Awfiya, and Kataib Imam Ali appear to be willing to acquiesce to the <a href=\"https:\/\/english.aawsat.com\/arab-world\/5221638-iraq-top-judge-says-armed-factions-cooperate-weapons\" rel=\"nofollow noopener\" target=\"_blank\">demand<\/a> to place their weapons under government control.<\/p>\n<p>Shafaq\u2019s December 20 report also said these three groups had <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Iraq-s-Kataib-Hezbollah-rebuffs-disarmament-calls\" rel=\"nofollow noopener\" target=\"_blank\">supported<\/a> the plan. However, Qais Khazali, the head of Asaib Ahl al Haq <a href=\"https:\/\/english.aawsat.com\/arab-world\/5221638-iraq-top-judge-says-armed-factions-cooperate-weapons\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>, \u201cWe are now part of the state,\u201d which may indicate that the group\u2019s leadership already believes its weapons are restricted to state control. In this context, it was unclear what change the disarmament would actually bring.<\/p>\n<p>The reports that the militias may disarm or place their weapons under government control have received significant media <a href=\"https:\/\/www.kurdistan24.net\/index.php\/en\/story\/882691\/senior-us-diplomat-says-momentum-is-building-to-disarm-militias-and-restore-the-states-monopoly-of-arms-in-iraq\" rel=\"nofollow noopener\" target=\"_blank\">coverage<\/a> in the Middle East. When Hezbollah rejected the initiative, Al Ain News in the UAE analyzed the ramifications. \u201cThese positions are seen as part of a broader strategy by armed groups linked to Iran, based on retaining weapons as a tool of political and security influence, and using them to pressure national governments, rather than integrating into state processes and building institutions,\u201d the Al Ain News report <a href=\"https:\/\/al-ain.com\/article\/weapons-kataib-hezbollah-iraq-sovereignty\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>.<\/p>\n<p>The National, a state-owned daily newspaper in the UAE, <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/12\/22\/mixed-signals-and-power-plays-frustrate-iraqs-militia-disarmament-effort\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> that US Envoy Savaya and a US delegation were expected to visit Baghdad soon. \u201cThe comments underline growing confusion in Iraq over whether powerful Iran-backed militias are prepared to relinquish their arms, amid mounting US demands, internal political maneuvering and outright rejection by some armed groups,\u201d The National <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/12\/22\/mixed-signals-and-power-plays-frustrate-iraqs-militia-disarmament-effort\/\" rel=\"nofollow noopener\" target=\"_blank\">noted<\/a>.<\/p>\n<p>The issue of disarmament has spurred debate in Iraq. \u201cFalah al-Jazairi, a member of the Construction and Development (Imar wa Tanimia) coalition, led by Prime Minister Mohammed Shiaa al-Sudani, explicitly played down the issue,\u201d the Qatari New Arab <a href=\"https:\/\/www.newarab.com\/news\/iraqi-pm-adviser-says-progress-being-made-militia-disarmament?amp\" rel=\"nofollow noopener\" target=\"_blank\">reported.<\/a> Jazairi was <a href=\"https:\/\/www.newarab.com\/news\/iraqi-pm-adviser-says-progress-being-made-militia-disarmament?amp\" rel=\"nofollow noopener\" target=\"_blank\">quoted<\/a> as saying that the subject \u201cshould not be exaggerated.\u201d The same report <a href=\"https:\/\/www.newarab.com\/news\/iraqi-pm-adviser-says-progress-being-made-militia-disarmament?amp\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> there was progress on confining weapons to state control, but there were unresolved issues, such as demands by some militias for the withdrawal of anti-Islamic State coalition forces from Iraq. The Iraqi news website Al Jeebal reported on December 22 that the powerful Shiite Coordination Framework political bloc, which contains a number of Shiite groups, <a href=\"https:\/\/aljeebal.com\/posts\/12311?utm_source=hathalyoum.net\" rel=\"nofollow noopener\" target=\"_blank\">supported<\/a> the decision to restrict weapons to the state. <\/p>\n<p>Iraqi political analyst Hussein Kinani <a href=\"https:\/\/baghdadtoday.news\/289128-.html\" rel=\"nofollow noopener\" target=\"_blank\">told<\/a> Baghdad Today News that if the militias disarm, new armed groups could emerge, effectively rendering the move irrelevant. The Iraqi website Hatha al Youm <a href=\"https:\/\/hathalyoum.net\/articles\/4057683-%D9%85%D8%A7-%D9%82%D8%B5%D8%A9-%D8%A7%D9%84%D8%B3%D9%84%D8%A7%D8%AD-%D8%A7%D9%84%D8%AB%D9%82%D9%8A%D9%84-%D9%88%D8%A7%D9%84%D8%B0%D9%83%D9%8A-%D9%84%D8%AF%D9%89-%D8%A7%D9%84%D9%83%D8%AA%D8%A7%D8%A6%D8%A8-%D9%88%D8%A7%D9%84%D9%86%D8%AC%D8%A8%D8%A7%D8%A1\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> on December 21 that Kataib Hezbollah and another militia, Harakat Hezbollah al Nujaba, possess long-range weapons, such as missiles. These \u201ccould be used in any potential confrontation with Israel or in other regional conflicts,\u201d the report added, explaining why these militias want to hold onto their weapons.<\/p>\n<p class=\"author\">Reporting from Israel, Seth J.
