{"id":243115,"date":"2026-01-17T13:34:07","date_gmt":"2026-01-17T13:34:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/243115\/"},"modified":"2026-01-17T13:34:07","modified_gmt":"2026-01-17T13:34:07","slug":"its-clear-carney-is-now-dealing-with-the-world-as-it-is","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/243115\/","title":{"rendered":"It\u2019s clear Carney is now dealing with the world \u2018as it is\u2019"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/QVMH347SOFGNPEWWD7KSUPCQQU.JPG?auth=3b0f8ae34b5209d38c5cc63a6f9d9554231335a3de07b35c81b38130de38be7f&amp;width=600&amp;height=400&amp;quality=80&amp;focal=4742%2C4153\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Prime Minister Mark Carney delivers remarks at dinner hosted by the Canada-China Business Council in Beijing, China on Friday.Sean Kilpatrick\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney\u2019s<\/a> press conference on Friday after his meeting with Chinese President Xi Jinping was chock-full of news, a strange surprise given that the PMO had been spinning everyone toward low expectations before the trip began. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The two countries <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-carney-looks-to-solve-trade-impasse-as-meeting-with-xi-starts-in\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-carney-looks-to-solve-trade-impasse-as-meeting-with-xi-starts-in\/\">had struck a deal<\/a> in which Canada would dramatically lower its tariff rate on Chinese-made electric vehicles and China would slash its levies on canola seed, along with removing tariffs on certain other agriculture and food products, Mr. Carney announced in Beijing. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But it was an existential little scrap of found poetry Mr. Carney offered in response to one tricky question that encapsulates what just happened, and what seems certain to keep happening. <\/p>\n<p class=\"c-article-body__text text-pr-5\">One reporter pointed out the perpetual concerns about human rights abuses and freedom of speech in China, and asked where those issues fit into Mr. Carney\u2019s calculations \u2013 are these things Canada can\u2019t afford to think about right now because we have to find new markets?<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney deked lightly around the premise, saying that Canada \u201cfundamentally\u201d defends rights of all sorts, and as a result, it calibrates its engagement with other countries to work with overlapping interests and steer around issues of conflict. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe take the world as it is, not as we wish it to be,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The world as it is, and not as we wish it to be. The year 2026 is still just a newborn thing, and yet those words feel like its epitaph and savage lesson in one.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It explains the strange, clench-jawed triumphalism of Mr. Carney\u2019s announcement of a trade deal with a repressive behemoth of a country that\u2019s a leading source of foreign interference in Canada. This is not 2016, when Justin Trudeau purred about exporting Canada\u2019s many virtues to China; this is eyes-wide-open pragmatism. <\/p>\n<p class=\"c-article-body__text text-pr-5\">What Jonathan Manthorpe, a former foreign correspondent and author of Claws of the Panda: Beijing\u2019s Campaign of Influence and Intimidation in Canada, saw Mr. Carney outline was a limited, transactional relationship. In this arrangement, he says, Canada and China sell things to each other, cash the cheques and keep moving. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI think we approach an expanded and restored relationship with China with much more sanity than we have in the past,\u201d Mr. Manthorpe says. <\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s a profound shift from the history laid out in his book. Canada spent much of the 1960s, 1970s and 1980s believing \u2013 naively or smugly \u2013 that it could bring China around on nice ideas such as the rule of law and multiparty democracy. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-quite-the-achievement-for-mr-carney-in-beijing-now-what\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Quite the achievement for Mr. Carney in Beijing. Now what?<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">A hard reset came in 2018 with the imprisonment of the \u201ctwo Michaels\u201d in retaliation for Canada\u2019s arrest of Huawei executive Meng Wanzhou, Mr. Manthorpe says. But it\u2019s the overt aggression and capsizing of the postwar order of the second Trump administration that he believes will be the more lasting factor.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe have to now deal with the world as it is,\u201d he says. \u201cAnd it\u2019s a very, very different place from what it was 10 years ago.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Any development Mr. Carney announced in Beijing that prompted a relieved exhale from one corner was bound to cause indignation in another. Saskatchewan Premier Scott Moe \u2013 along for the trip \u2013 was delighted by the tariff breakthrough that would rescue canola farmers in his province, while Ontario Premier Doug Ford was incensed on behalf of his own auto workers.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But as always, the reaction that would blot out the sun was that of the big orange toddler-king. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada first imposed its 100-per-cent EV tariffs in tandem with the U.S. in 2024 under then-president Joe Biden. But as Mr. Trump escalated into an all-out trade war with China, he made it clear that he expected allies to fall into line, or else. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney\u2019s elbows-up posture long ago transformed into a delicate, strategic soft-shoe routine. But while that hasn\u2019t paid off much for Canada in positive resolution, it was always possible for the hemispheric mob boss to break our other leg too, so the deal Mr. Carney announced with China carried real risk. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But later on Friday, the U.S. President offered up the only Trump response more classic than a tantrum: a bland non-reaction when everyone is braced for a freak-out. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-in-seeking-to-deepen-trade-with-china-canada-is-hedging-its-bets\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: In seeking to deepen trade with China, Canada is hedging its bets<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWell, that\u2019s okay. That\u2019s what he should be doing. It\u2019s a good thing for him to sign a trade deal,\u201d Mr. Trump told reporters. \u201cIf you can get a deal with China, you should do that.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Of course, the President also initially praised the Ontario ad that resurrected Ronald Reagan to warn about the evils of tariffs, then he thought about it a little more and went nuclear \u2013 so the next few days could prove exciting.<\/p>\n<p class=\"c-article-body__text text-pr-5\">At one point in Beijing, a reporter asked Mr. Carney if he had concluded that China was a more reliable partner than the U.S. right now. He turned in rhetorical circles for a while like a cat deciding where to lie down, then said that he and Mr. Xi had discussed clear \u201cguardrails\u201d on where they could co-operate and where they differed, and that frankness helped. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cBut yes, in terms of the way that our relationship has progressed in recent months with China, it is more predictable, and you see results coming from that,\u201d Mr. Carney said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The reporters asked all the sensible, pointy questions you\u2019d expect about any sort of cozying up to China. What about national security threats, meddling in the affairs of other countries, free speech crackdowns, human-rights abuses, predatory economic policies?<\/p>\n<p class=\"c-article-body__text text-pr-5\">To the immediate south of us, meanwhile, the land of the free and home of the brave is overrun by gangs of masked thugs <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-renee-nicole-macklin-good-ice-shooting-law-firm-george-floyd\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/article-renee-nicole-macklin-good-ice-shooting-law-firm-george-floyd\/\">shooting<\/a> civilians, dragging people from their homes and <a href=\"https:\/\/www.cbc.ca\/news\/world\/aliya-rahman-citizen-ice-arrest-9.7047853\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.cbc.ca\/news\/world\/aliya-rahman-citizen-ice-arrest-9.7047853\">cars<\/a>, and <a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/ice-tear-gassed-family-vehicle-with-6-children-inside\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.cbsnews.com\/minnesota\/news\/ice-tear-gassed-family-vehicle-with-6-children-inside\/\">tear-gassing<\/a> children. Mr. Trump and his lackies offer their implicit blessing for all of this by insisting to any camera in their vicinity that those people got <a href=\"https:\/\/globalnews.ca\/news\/11606075\/jd-vance-renee-nicole-good-ice-shooting\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/globalnews.ca\/news\/11606075\/jd-vance-renee-nicole-good-ice-shooting\/\">what they deserved<\/a> and there\u2019s plenty more where that came from, too. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The President has mused about <a href=\"https:\/\/www.bbc.com\/news\/articles\/cwy15596p98o\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.bbc.com\/news\/articles\/cwy15596p98o\">deploying<\/a> the military against protesters and <a href=\"\" rel=\"\" title=\"\">punishing<\/a> other countries if they don\u2019t support his imperialist burglary of Greenland. And the roster of nations he\u2019s openly threatened starts to look more like a shopping list with every day that goes by. <\/p>\n<p class=\"c-article-body__text text-pr-5\">There are no good guys among the superpowers seeking to carve up the globe like so many pieces of pie.
