Time and time again, the Iranian government has\u202fprioritized\u202fits\u202fdestabilizing behavior\u202fover the safety and security of its own citizens, as\u202fdemonstrated\u202fby the regime\u2019s mass murder of peaceful protestors.\u202fThe\u202fUnited States will continue to\u202fact\u202fagainst the network\u202fof\u202fshippers and traders\u202finvolved in the transport and acquisition of Iranian crude oil,\u202fpetroleum products, and petrochemical products, which\u202fconstitutes\u202fthe regime\u2019s primary source of income.\u202f\u202f\u00a0<\/p>\n
All\u202fDepartment of State\u202ftargets are being\u202fsanctioned\u202fpursuant to\u202fExecutive Order (E.O.) 13846<\/a>, which authorizes and reimposes certain sanctions with respect to Iran.\u202f\u202f<\/p>\n Taking \u202fAction\u202f Against\u202f Iran\u2019s Shadow Fleet\u202f\u202f\u00a0<\/p>\n The Department of State is\u202fidentifying\u202fas blocked property\u202f14\u202fshadow fleet vessels involved in the transport of Iranian petroleum, petroleum products, and petrochemical products.\u202f\u202fIran\u2019s exports of these energy commodities\u202fare enabled by a network of illicit shipping facilitators in multiple\u202fjurisdictions\u202fwho,\u00a0through obfuscation and deception,\u202fload\u202fand transport role in the Iranian export supply chain.\u202f\u202fThey have also regularly engaged in dark activity and other deceptive shipping practices, endangering other vessels and\u202flegitimate\u202ftrade flows.\u202f\u202f\u202f<\/p>\n ALL WIN SHIPPING MANAGEMENT\u202fLIMITED\u202f(ALL WIN)\u202f is the commercial manager of\u202f VICSCENE\u202f (IMO: 9290775), a Barbados-flagged crude oil tanker,\u202fwhich transported Iranian-origin crude oil between March and April 2025.\u202f\u202f\u00a0<\/p>\n ALL WIN\u202fis being\u202fdesignated\u202fpursuant to\u202fsection 3(a)(ii) of E.O. 13846 for knowingly engaging in a significant transaction\u202ffor the purchase, acquisition, sale, transport, or marketing of\u202fpetroleum or petroleum products\u202ffrom Iran.\u202f\u202fVICSCENE significant\u202ftransaction for\u202fthe purchase, acquisition, sale, transport, or marketing\u202fof petrochemical products\u202ffrom Iran.\u202f\u202fYONGHENG OCEAN\u202fis\u202fbeing identified as property in which SHANGHAI QIZHANG has an interest.\u202f\u202f<\/p>\n ELYSIAN HORIZON CORP\u202f(ELYSIAN)\u202fis the\u202fSeychelles-based\u202fregistered owner and commercial manager of\u202f 3(a)(ii) of E.O. 13846 for knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petroleum or petroleum products from Iran.\u202f\u202fBENEDICT is being identified as property in which ELEVATE has an interest.\u202f\u202fSHINDE is\u00a0being\u202fblocked\u202fpursuant to\u202fsection 5(a)(vii) of E.O. \u202fSOFT AIR GENERAL TRADING<\/a>,\u202fbetween\u202fJanuary\u202f2024 and\u202fAugust\u202f2024.\u202fDIAKO is being\u202fdesignated\u202fpursuant to\u202fsection 3(a)(iii) of E.O. 13846 for that imported\u202fIranian-origin ammonia between March and September 2024,\u202fvalued at\u202fapproximately\u202f$400,000.\u202f\u202fAMON KIMYA has also imported Iranian-origin ammonia\u202ffrom\u202fthe\u202fU.S.-designated,\u202fIran-based\u202fLORDEGAN UREA FERTILIZER COMPANY<\/a>.\u202f\u202fMEHMET OZSUREN\u202f(MEHMET) \u202fis a Turkish national and manager of AMON KIMYA.\u202f\u202fMEHMET is also the\u202fmajority\u202fshareholder of AMON KIMYA.\u202f\u202f\u00a0<\/p>\n AMON KIMYA is being\u202fdesignated\u202fpursuant to\u202fsection 3(a)(iii) of E.O. 13846 for knowingly engaging in a significant transaction for the purchase, acquisition, sale, transport, or marketing of petrochemical products from Iran.\u202fMEHMET is being blocked\u202fpursuant to\u202fsection 5(a)(vii) of E.O. 13846 as a principal executive officer, or person performing similar functions and with similar authorities, of AMON KIMYA.\u202f\u202f\u202f\u202f\u202f\u00a0<\/p>\n SANCTIONS IMPLICATIONS\u202f\u202f\u202f\u00a0<\/p>\n As a result of today\u2019s sanctions-related actions, and in accordance with E.O. 13846, all property and interests in property of the designated\u202for otherwise blocked\u202fpersons described above that are in the United States or in possession or control of U.S. persons are blocked and must be reported to the Department of Treasury\u2019s Office of Foreign Assets Control (OFAC).\u202f Additionally, all entities and individuals that have ownership, either directly or indirectly, 50 percent or more by one or more blocked persons are also blocked.\u202f\u202f\u202f\u00a0<\/p>\n All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated
