When will Canada?"},"content":{"rendered":"<p class=\"c-article-body__text text-pr-5\">Vass Bednar is the managing director of the Canadian SHIELD Institute and co-author of <a href=\"https:\/\/sutherlandhousebooks.com\/product\/the-big-fix\/\" rel=\"nofollow noopener\" target=\"_blank\">The Big Fix<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">France <a href=\"https:\/\/www.euronews.com\/next\/2026\/01\/27\/france-to-ditch-us-platforms-microsoft-teams-zoom-for-sovereign-platform-amid-security-con\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.euronews.com\/next\/2026\/01\/27\/france-to-ditch-us-platforms-microsoft-teams-zoom-for-sovereign-platform-amid-security-con\">just announced<\/a> that they are ditching American platforms such as Microsoft Teams and Zoom in favour of more sovereign communication options. To make the switch, they are rolling out a government-built videoconferencing platform called Visio that will be implemented across all departments by 2027 and they\u2019re <a href=\"https:\/\/www.pcgamer.com\/software\/windows\/france-is-banning-government-officials-from-using-microsoft-teams-and-zoom-amid-rising-geopolitical-tensions-and-fears-of-foreign-surveillance-or-service-disruptions\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pcgamer.com\/software\/windows\/france-is-banning-government-officials-from-using-microsoft-teams-and-zoom-amid-rising-geopolitical-tensions-and-fears-of-foreign-surveillance-or-service-disruptions\/\">banning government officials<\/a> from using Teams or Zoom during work. It\u2019s worth noting that Visio is hosted on the French company <a href=\"https:\/\/www.3ds.com\/newsroom\/press-releases\/outscale-unveils-carbon-footprint-sovereign-service-enables-cios-measure-and-manage-carbon-footprint-their-cloud-usage\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.3ds.com\/newsroom\/press-releases\/outscale-unveils-carbon-footprint-sovereign-service-enables-cios-measure-and-manage-carbon-footprint-their-cloud-usage\">Outscale\u2019s sovereign cloud infrastructure<\/a>, which is a subsidiary of French software company Dassault Syst\u00e8mes.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It isn\u2019t the only government motivated to source or build alternatives as the vulnerabilities from relying on American technology sharpen. The world is trying to log off U.S. tech: Germany is also moving toward open-source alternatives. The <a href=\"https:\/\/english.rekenkamer.nl\/documents\/2025\/01\/15\/dutch-central-government-in-the-cloud\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/english.rekenkamer.nl\/documents\/2025\/01\/15\/dutch-central-government-in-the-cloud\">Dutch Court of Audit warned that<\/a> two-thirds of public cloud services lacked proper risk assessments. Brazil started transitioning away from Microsoft and toward open-sourced Linux back in 2003. Denmark is moving from Office 365 toward a free and open-source office suite called LibreOffice. Jurisdictions including Spain, Italy, Taiwan and the Czech Republic also use it. Even Russia has <a href=\"https:\/\/www.themoscowtimes.com\/2021\/08\/26\/russias-drive-to-replace-foreign-technology-is-slowly-working-a74908\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.themoscowtimes.com\/2021\/08\/26\/russias-drive-to-replace-foreign-technology-is-slowly-working-a74908\">local platforms successfully competing<\/a> with American online services.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Thanks to an extractive business model that prevents outright software ownership in favour of renting it in perpetuity through subscription, the government of Canada <a href=\"https:\/\/search.open.canada.ca\/contracts\/?sort=contract_value+desc&amp;vendor_name=MICROSOFT+CANADA+INC.&amp;year=2024&amp;search_text=MICROSOFT+CANADA+INC.\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/search.open.canada.ca\/contracts\/?sort=contract_value+desc&amp;vendor_name=MICROSOFT+CANADA+INC.&amp;year=2024&amp;search_text=MICROSOFT+CANADA+INC.\">paid Microsoft $7.7-million in software fees in 2024<\/a>, and Microsoft <a href=\"https:\/\/office365itpros.com\/2025\/12\/08\/microsoft-365-pricing-increase\/#:~:text=Microsoft%20announced%20price%20increases%20for%20Microsoft%20365,other%20sectors%2C%20such%20as%20education%20and%20government.\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/office365itpros.com\/2025\/12\/08\/microsoft-365-pricing-increase\/#:~:text=Microsoft%20announced%20price%20increases%20for%20Microsoft%20365,other%20sectors%2C%20such%20as%20education%20and%20government.\">just announced<\/a> significant price increases for Office 365 subscriptions. Microsoft\u2019s Suite comes with obvious built-in advantages: It\u2019s a full-service solution to office functioning that links e-mail, asynchronous messaging, videoconferencing, Excel and Word processing. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-the-catch-22-of-canadian-digital-sovereignty\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: The catch-22 of Canadian digital sovereignty<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">But because of provisions in the <a href=\"https:\/\/www.justice.gov\/criminal\/cloud-act-resources\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.justice.gov\/criminal\/cloud-act-resources\">U.S. CLOUD Act<\/a>, firms can be compelled to share information that is facilitated by these technology companies with the U.S. government. On top of that, the entire sharing process can be totally secret, with gag rules that prevent notice and make meaningful challenges practically impossible. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The government of Canada\u2019s <a href=\"https:\/\/www.canada.ca\/en\/government\/system\/digital-government\/digital-government-innovations\/cloud-services\/digital-sovereignty\/gc-white-paper-data-sovereignty-public-cloud.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.canada.ca\/en\/government\/system\/digital-government\/digital-government-innovations\/cloud-services\/digital-sovereignty\/gc-white-paper-data-sovereignty-public-cloud.html\">white paper<\/a> on data sovereignty recognized this vulnerability but dismissed it because of a \u201clack of evidence\u201d that the power had been exploited. But it is highly unlikely there will be material evidence of this occurring.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Perpetuating these digital dependencies is at odds with our ambition to reassert Canada and resist subordination from the U.S. or any large companies. Building back our sovereignty is going to happen bit by bit. We should start with our most strategic sectors: defence, finance, health, utilities, advertising and government. To that end, France <a href=\"https:\/\/www.linforme.com\/tech-telecom\/article\/ovh-atos-ces-francais-prets-a-heberger-nos-donnees-de-sante-a-la-place-microsoft_3643.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.linforme.com\/tech-telecom\/article\/ovh-atos-ces-francais-prets-a-heberger-nos-donnees-de-sante-a-la-place-microsoft_3643.html\">may also<\/a> replace Microsoft with European cloud providers for its national Health Data Hub, and it was recently reported that a shortlist of replacement candidates has been validated. <\/p>\n<p class=\"c-article-body__text text-pr-5\">This sovereignty moment has been almost brutally consumptive so far; instead of sparking new institutions or digital infrastructures that deliberately strengthen our strategic autonomy, we\u2019ve simply sought to support Canadian products more often and take better vacations. There\u2019s more we can do. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Technology critic Paris Marx has offered <a href=\"https:\/\/disconnect.blog\/getting-off-us-tech-a-guide\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/disconnect.blog\/getting-off-us-tech-a-guide\/\">a guide<\/a> for how people can get off U.S. tech, highlighting the challenges while supporting individual effort. Doing so should be a national ambition, especially as we consider the risk of the U.S. blocking access to tech. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-crtc-digital-sovereignty-us-lobbying-usmca-tariffs-tech\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Canada\u2019s digital sovereignty is crumbling under aggressive U.S. lobbying<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">In September, Prime Minister Mark Carney put the sovereign cloud on the <a href=\"https:\/\/www.canada.ca\/en\/one-canadian-economy\/news\/2025\/11\/major-projects-office-second-tranche-of-projects-under-consideration.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.canada.ca\/en\/one-canadian-economy\/news\/2025\/11\/major-projects-office-second-tranche-of-projects-under-consideration.html\">nation-building projects list<\/a>. We can build toward this faster. Canada needs to recast the government as the builder and owner of these critical digital public infrastructures.<\/p>\n<p class=\"c-article-body__text text-pr-5\">There are other smart ways we can stand up for ourselves through public policy. Again, we can take inspiration from the French. France\u2019s new <a href=\"https:\/\/www.cloud-temple.com\/en\/secnumcloud-3-2-strengthening-security-and-legal-sovereignty-in-the-cloud\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.cloud-temple.com\/en\/secnumcloud-3-2-strengthening-security-and-legal-sovereignty-in-the-cloud\/\">SecNumCloud<\/a> is a demanding standard for cloud service providers. It mandates that data is hosted in Europe, protected from non-European laws such as the Cloud Act, and managed by European personnel. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Germany made a similar standard 10 years ago. The <a href=\"https:\/\/www.bsi.bund.de\/EN\/Themen\/Unternehmen-und-Organisationen\/Informationen-und-Empfehlungen\/Empfehlungen-nach-Angriffszielen\/Cloud-Computing\/Kriterienkatalog-C5\/kriterienkatalog-c5_node.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.bsi.bund.de\/EN\/Themen\/Unternehmen-und-Organisationen\/Informationen-und-Empfehlungen\/Empfehlungen-nach-Angriffszielen\/Cloud-Computing\/Kriterienkatalog-C5\/kriterienkatalog-c5_node.html\">Cloud Computing Compliance Criteria Catalogue<\/a> is a rigorous, government-backed cloud security standard introduced in 2016. These mandates allow countries to work with hyperscalers to compel a sovereign option. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Through these expressions of national self-governance, Microsoft has created joint ventures that are owned and controlled by governments, like <a href=\"https:\/\/www.youtube.com\/watch?v=tBhbailev1k\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.youtube.com\/watch?v=tBhbailev1k\">a genuinely sovereign Azure<\/a>. In December, Microsoft <a href=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2025\/12\/09\/microsoft-deepens-its-commitment-to-canada-with-landmark-19b-ai-investment\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2025\/12\/09\/microsoft-deepens-its-commitment-to-canada-with-landmark-19b-ai-investment\/\">announced<\/a> a $7.5-billion investment to boost AI infrastructure, bringing its total planned investment in Canada to $19-billion. We can compel them to invest these funds in products that protect and affirm our technological sovereignty. <\/p>\n<p class=\"c-article-body__text text-pr-5\">If France can phase out Teams and Zoom by this time next year, Canada can at least stop pretending that renting our state\u2019s critical communications stack is the same thing as governing it. We need to decide what we are ready to say au revoir to.<\/p>\n","protected":false},"excerpt":{"rendered":"Vass Bednar is the managing director of the Canadian SHIELD Institute and co-author of The Big Fix.
