Instead of universal support for all pensioners, governments are beginning to draw distinctions \u2014 between those who rely entirely on the state pension and those with private pensions, savings, or property wealth. It\u2019s not being called means-testing, but it\u2019s heading in that direction.<\/p>\n

And once that door opens, it rarely closes.<\/p>\n

None of this looks like punishment in the traditional sense. There\u2019s no single dramatic policy slashing pension income. Instead, it\u2019s a slow change in assumptions \u2014 a recognition inside government that pensioners cannot remain permanently insulated while the rest of the country struggles.<\/p>\n
