{"id":294899,"date":"2026-02-17T01:28:17","date_gmt":"2026-02-17T01:28:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/294899\/"},"modified":"2026-02-17T01:28:17","modified_gmt":"2026-02-17T01:28:17","slug":"financial-consultant-to-brief-ansonia-officials-tuesday","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/294899\/","title":{"rendered":"Financial Consultant To Brief Ansonia Officials Tuesday"},"content":{"rendered":"<p>ANSONIA \u2013 A financial consultant hired by Mayor Frank Tyszka\u2019s administration to review past city budgets is scheduled to give an update to the Board of Aldermen Tuesday (Feb. 17).<\/p>\n<p>Thomas Hamilton, of Hamilton Consulting, LLC, is scheduled to deliver the presentation at 7 p.m. during a meeting at the Ansonia Senior Center (65 Main St).<\/p>\n<p>The meeting is open to the public. <a href=\"https:\/\/www.cityofansonia.com\/filestorage\/8192\/563\/565\/26443\/26447\/2026_02_17_BOA_SMA_.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Click here for an agenda<\/a>. The meeting will be in person.<\/p>\n<p>Mayor Frank Tyszka, a Democrat, hired Hamilton in January to assess budgets created under his Republican predecessor, Mayor David Cassetti.\u00a0<\/p>\n<p>Tyszka <a href=\"https:\/\/valley.newhavenindependent.org\/2026\/02\/06\/ansonia-hires-financial-consultant-to-assess-city-finances\/\" rel=\"nofollow noopener\" target=\"_blank\">has accused<\/a> Cassetti\u2019s administration of inserting \u201clies\u201d into its budgets, citing revenue projections from economic development projects that have yet to materialize.<\/p>\n<p>Hamilton\u2019s appointment was announced in a <a href=\"https:\/\/valley.newhavenindependent.org\/2026\/02\/06\/ansonia-hires-financial-consultant-to-assess-city-finances\/\" rel=\"nofollow noopener\" target=\"_blank\">press release Jan. 21<\/a>. He is being paid $36,500.<\/p>\n<p>Hamilton\u2019s overview is happening in advance of Tyszka presenting a proposed budget for next year to the Board of Aldermen. The budget unveiling is scheduled for March 10.<\/p>\n<p>Tyszka has said the city finances are such that a mill rate increase is possible. <a href=\"https:\/\/valley.newhavenindependent.org\/2026\/01\/22\/tyszka-says-big-tax-bill-coming-in-ansonia\/\" rel=\"nofollow noopener\" target=\"_blank\">Click here<\/a> for a previous Valley Indy story.<\/p>\n<p>Hamilton \u201cwill provide an overview of the city\u2019s current fiscal condition and outlook and offer residents clear, factual information on the city\u2019s fiscal position,\u201d according to a press release from the mayor\u2019s office sent Feb. 15.<\/p>\n<p>Tony Mammone, the chairman of the Ansonia Town Republican Committee and a former Alderman, said he doesn\u2019t know how useful the meeting will be, since Hamilton was just hired.<\/p>\n<p>\u201cHow has he been able to do an effective review in such a short amount of time where he\u2019s going to be able to give any sort of factual information?\u201d Mammone said.<\/p>\n<p>Ansonia Aldermen Overrule Charter Budget Timeline<\/p>\n<p>Separately, the all-Democratic Board of Aldermen will not stick to the budget process deadlines outlined in the Ansonia City Charter.\u00a0<\/p>\n<p>Tyszka said he needs the extra time to deliver a budget so that he can review the financial status of the city. Hamilton\u2019s hiring is part of that process, he said.<\/p>\n<p>This is the same set of deadlines the <a href=\"https:\/\/valley.newhavenindependent.org\/2024\/03\/03\/ansonia_opts_to_violate_charter_again_for_budget_prep\/\" rel=\"nofollow noopener\" target=\"_blank\">Aldermen did not adhere to<\/a> when the mayor and all the Aldermen were all Republicans (save for one member who was unaffiliated but elected on the Republican ticket).<\/p>\n<p>According to the Ansonia City Charter, the mayor was supposed to present a budget by Monday (Feb. 8).<\/p>\n<p>The Aldermen recently voted to override that deadline.\u00a0<\/p>\n<p>Before taking office, city Democrats criticized the Republicans for not following the rules in the charter. The Republicans at the time said the budget relied heavily on state aid, the amount of which isn\u2019t known until later.<\/p>\n<p>Caroline Baird, a partner at the city\u2019s corporation counsel firm Androski Law, recently advised the Board of Aldermen that they were within their rights to set new deadlines which contradict the charter.<\/p>\n<p>Background<\/p>\n<p>The deadlines in the charter were written into law and approved by voters at a referendum in 2014.\u00a0<\/p>\n<p>They were part of a wider set of charter changes championed by Cassetti\u2019s administration, including taking budget approval power away from the Board of Apportionment and Taxation and giving it to the Board of Aldermen.<\/p>\n<p>The Aldermen, during Cassetti\u2019s administration, followed the new charter deadlines in 2015 and then violated them for nine years in a row.<\/p>\n<p>Charter Change?<\/p>\n<p>Elected officials from the previous administration and the current administration both said the charter changes created a budget process that can\u2019t be followed.<\/p>\n<p>Tyszka said Feb. 10 he wants to see the Cassetti-era charter revisions reversed. He said the city\u2019s budget process should go back to the way it was before Cassetti \u2013 with the tax board getting the final say over the budget.<\/p>\n<p>\u201cThat\u2019s what I\u2019m going to ask the charter revision people to do. Go back to the old way, because the way they did it doesn\u2019t work.
