President William Ruto has
\ncautioned MCAs against embracing the popular \u201cone term\u201d political slogan,
\nwarning that such rhetoric could undermine their own push for retirement
\nbenefits.<\/p>\n

The President told MCAs that
\npublicly campaigning on a one-term narrative sends the wrong signal to Kenyans
\nand could weaken support for their proposed pension scheme.<\/p>\n

Ruto
\nspoke during the annual County Assemblies Forum.<\/p>\n

The President underscored the need
\nto restore dignity in public service during and after tenure, saying many
\nleaders leave office and struggle financially.<\/p>\n

\u201cSometimes
\nI see some MCAs saying the one-term slogan. If you embrace the one-term slogan,
\nyou will not get pension. I have observed that Kenyans are very keen; if they
\nhear you claiming one term, they will start with you who is claiming one term
\nbefore we get to the rest,\u201d the President said.<\/p>\n

\u201cPublic
\nservice must carry dignity, both in tenure and after service. When many leaders
\nget out of the office, they live badly. Therefore, the issue of pensions is
\nsomething that I have every intention to address.\u201d<\/p>\n

Ruto
\nrevealed that discussions with parliamentary leadership on pending pension
\nmatters were at an advanced stage, expressing confidence that the outstanding
\nissues would soon be resolved.<\/p>\n

He,
\nhowever, insisted that the proposed County Assemblies pension scheme be
\ncontributory.<\/p>\n

Under
\nthe plan, MCAs would contribute 7.5 per cent of their salary, with the
\ngovernment matching the amount.<\/p>\n

\u201cThe
\nsame way Members of Parliament contribute 7.5 per cent of their salary, you
\nwill contribute 7.5 per cent of your salary. The employer in government will
\nalso contribute 7.5 per cent as well. That way, we will have a pension that
\nwill support you,\u201d Ruto said.<\/p>\n

If
\nimplemented, the President said MCAs could qualify as pensioners after serving
\ntwo terms, potentially within the next few months once the legal framework is
\nconcluded.<\/p>\n

At
\nthe same forum, Ruto described MCAs as indispensable partners in the country\u2019s
\ndevelopment agenda and a critical link between citizens\u2019 aspirations and
\nnational policy.<\/p>\n

He
\nrallied the ward representatives to support the proposed National
\nInfrastructure Fund, which he said would mobilise sustainable financing for
\ntransformative projects, including roads, airports, dams, irrigation and
\nelectricity connectivity.<\/p>\n

The
\nPresident also assured MCAs of the government\u2019s backing for the Salaries and
\nRemuneration Commission recommendation to reclassify their job groups from D4
\nto E2, saying the move recognises the weight of their responsibilities in
\nstrengthening devolution.<\/p>\n

He
\nreaffirmed support for the County Assemblies Pension Scheme Bill and the Ward
\nDevelopment Fund, both currently before the National Assembly, expressing
\noptimism that the measures would enhance the welfare and effectiveness of ward
\nrepresentatives.<\/p>\n

Ruto
\nurged MCAs to align their political messaging with their long-term interests,
\nemphasising that sustainable retirement benefits depend on responsible public
\nconduct and a contributory pension culture.<\/p>\n
