But with no end in sight to the decades-long drought in the western US and rapidly decreasing river levels, this essential resource is fueling bitter disputes over who, exactly, should be cutting back on water.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">This fight has been coming to a head especially among the seven states that make up the Colorado River Compact \u2014 California, Arizona, Colorado, Utah, Nevada, New Mexico, and Wyoming \u2014 as well as a sliver of Mexico and over 20 tribal nations that rely on the 1.9 trillion gallons of water pulled from the Colorado River for use each year.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/www.wired.com\/story\/record-low-snow-in-the-west-will-mean-less-water-more-fire-and-political-chaos\/\" rel=\"nofollow noopener\" target=\"_blank\">Record low snowfall<\/a> in the West this winter has further strained the situation, and this week, tensions are running especially high.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1 _1lbxzst7\">Sign up <a href=\"https:\/\/www.vox.com\/pages\/future-perfect-newsletter-signup\" rel=\"nofollow noopener\" target=\"_blank\">here<\/a> to explore the big, complicated problems the world faces and the most efficient ways to solve them. Sent twice a week.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The Colorado River Compact states failed to <a href=\"https:\/\/coloradosun.com\/2026\/02\/17\/colorado-river-negotiations-federal-government-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">reach a Valentine\u2019s Day deadline for a deal<\/a> on how water would be apportioned for the next two decades, with the current rules set to expire this fall. If the states don\u2019t agree to more ambitious cuts soon, the federal government could step in and unilaterally decide for them.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But it\u2019s unclear exactly what that future would look like. Last year, the US Department of the Interior <a href=\"https:\/\/www.usbr.gov\/ColoradoRiverBasin\/documents\/post2026\/alternatives\/Post-2026_Alternatives_Report_20250117_508.pdf\" rel=\"nofollow noopener\" target=\"_blank\">published a proposal<\/a> with five potential options for the river\u2019s future. Most involve a mix of voluntary and mandated water usage cuts, while another \u2014 fairly dire \u2014 option is \u201cno action\u201d at all.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The ongoing and escalating water crunch has inspired localities throughout the West to creatively conserve water through <a href=\"https:\/\/ktar.com\/arizona-water-news\/drinking-water-phoenix-plants\/5748193\/\" rel=\"nofollow noopener\" target=\"_blank\">water recycling programs<\/a>, <a href=\"https:\/\/www.cbsnews.com\/news\/las-vegas-water-conservation-grass\/\" rel=\"nofollow noopener\" target=\"_blank\">ripping out grass lawns<\/a>, and <a href=\"https:\/\/www.irwd.com\/images\/pdf\/rates\/ADOPTED-RatesCharges82725.pdf\" rel=\"nofollow noopener\" target=\"_blank\">hiking rates<\/a> when households use water in excess. But ultimately, if the Colorado River has any chance at sustaining tens of millions of Americans for decades to come, the western United States will need to do something that, on the surface, doesn\u2019t seem to have much to do with water conservation at all: raise a lot fewer cows.<\/p>\n<p>The Colorado River is running dry to feed cows<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">When we think about water use, we probably think of ourselves first \u2014 the water we drink, the toilets we flush, or the lawns we tend. Next, we might think of commercial uses, like water to irrigate golf courses and run car washes; or on an even larger scale, water used for fracking or operating power plants. But the biggest user of water, by far \u2014 especially among the Colorado River states \u2014 is agriculture.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Farming accounts for about 75 percent of annual Colorado River water usage, according to a 2024 <a href=\"https:\/\/www.nature.com\/articles\/s43247-024-01291-0\" rel=\"nofollow noopener\" target=\"_blank\">paper<\/a> published in the journal Nature Communications Earth &amp; Environment.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But not all agricultural sectors are equally thirsty. For example, almost <a href=\"https:\/\/www.sltrib.com\/opinion\/editorial\/2022\/12\/04\/why-its-time-utah-buy-out\/\" rel=\"nofollow noopener\" target=\"_blank\">70 percent of all of Utah\u2019s water<\/a> is used to grow alfalfa, though it represents just 0.2 percent of the state\u2019s GDP.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">As I <a href=\"https:\/\/www.vox.com\/the-highlight\/23655640\/colorado-river-water-alfalfa-dairy-beef-meat\" rel=\"nofollow noopener\" target=\"_blank\">wrote<\/a> a few years ago: \u201cThe West\u2019s already limited water is primarily used to grow a low-value crop, alfalfa, while cities are left to spend heavily on water-saving infrastructure to keep the H2O running and ensure reserves.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Yet few politicians \u2014 or us, the consumers of burgers, cheese, and steaks \u2014 are willing to question the status quo of ceding so much of this shared and increasingly sparse natural resource to the cattle industry.<\/p>\n<p>The uncertain future of the West\u2019s water supply<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">If policymakers and agricultural researchers were to start our food system from scratch, they probably wouldn\u2019t put a bunch of cows in the desert.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Despite the problems the West\u2019s large cow population has created, policymakers also can\u2019t just pull them off the land or rip alfalfa plants from the soil. Or turn off the spigots for, either. That\u2019s because in the American West, water rights are set by what\u2019s called the <a href=\"http:\/\/www.waterencyclopedia.com\/Po-Re\/Prior-Appropriation.html#:~:text=The%20prior%20appropriation%20model%20of,located%20far%20from%20the%20watercourse.\" rel=\"nofollow noopener\" target=\"_blank\">\u201cprior appropriation\u201d doctrine<\/a> \u2014 whoever uses the water first lays claim to those rights and holds them indefinitely so long as they use the water.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">California farmers were among the first to claim these rights in the mid- and late-1800s in the wake of the 1862 Homestead Act, which gave Western settlers free land to cultivate. Today, senior water rights holders are given priority, by law, over more junior water rights holders. Jim West\/UCG\/Universal Images Group via Getty Images<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">\u201cIt is a stupid system, but the problem is that people are really heavily invested in that system,\u201d <a href=\"https:\/\/www.alliance4water.org\/team\/john-matthews\" rel=\"nofollow noopener\" target=\"_blank\">John Matthews<\/a>, executive director of the nonprofit Alliance for Global Water Adaptation, <a href=\"https:\/\/www.vox.com\/the-highlight\/23655640\/colorado-river-water-alfalfa-dairy-beef-meat\" rel=\"nofollow noopener\" target=\"_blank\">told<\/a> me a few years back. There are some potential solutions, such as paying farmers to <a href=\"https:\/\/water.ca.gov\/landflex\" rel=\"nofollow noopener\" target=\"_blank\">fallow their fields<\/a> and allowing more farmers to sell or lease their water rights to municipalities.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">While farms across the Colorado River Compact have innovated to <a href=\"https:\/\/www.cdfa.ca.gov\/oars\/sweep\/\" rel=\"nofollow noopener\" target=\"_blank\">cut water use<\/a> and <a href=\"https:\/\/extension.arizona.edu\/programs\/water-irrigation-efficiency-program\" rel=\"nofollow noopener\" target=\"_blank\">waste<\/a>, they\u2019re still the biggest H2O guzzler by far. One California irrigation district <a href=\"https:\/\/alfalfasymposium.ucdavis.edu\/+symposium\/proceedings\/2010\/10-175.pdf\" rel=\"nofollow noopener\" target=\"_blank\">dominated by alfalfa crops<\/a> for cattle alone uses <a href=\"https:\/\/www.nytimes.com\/2026\/02\/02\/opinion\/water-shortage-colorado-river.html\" rel=\"nofollow noopener\" target=\"_blank\">more water than all of Colorado<\/a> uses for everything.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">In current negotiations, the Lower Basin states \u2014 California, Arizona, and Nevada \u2014 have all <a href=\"https:\/\/www.gov.ca.gov\/2026\/02\/13\/governor-gavin-newsom-governor-katie-hobbs-and-governor-joe-lombardo-release-joint-statement-on-colorado-river-deadline\/\" rel=\"nofollow noopener\" target=\"_blank\">committed to significant cuts<\/a>. But the Upper Basin states \u2014 Colorado, Utah, New Mexico, and Wyoming \u2014 have <a href=\"https:\/\/www.nytimes.com\/2026\/02\/02\/opinion\/water-shortage-colorado-river.html\" rel=\"nofollow noopener\" target=\"_blank\">refused to commit to such reductions<\/a>, arguing that California and Arizona have long overconsumed water. The stalemate shows no signs of resolving soon.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Such battles over water in the West have been playing out for more than a century, and it\u2019s all but certain they\u2019ll continue, especially in the increasingly parched decades ahead.
