{"id":320500,"date":"2026-03-04T01:15:11","date_gmt":"2026-03-04T01:15:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/320500\/"},"modified":"2026-03-04T01:15:11","modified_gmt":"2026-03-04T01:15:11","slug":"the-us-israel-attack-on-iran-paints-nz-foreign-policy-into-a-corner","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/320500\/","title":{"rendered":"The US-Israel attack on Iran paints NZ foreign policy into a corner"},"content":{"rendered":"<p>The National-led coalition government missed a clear opportunity to defend the international rules-based order in its response to the joint US-Israeli strikes on Iran.<\/p>\n<p>It was a glaring omission, given New Zealand and most countries rely heavily on that system to rein in the worst excesses of power.<\/p>\n<p>Under <a href=\"https:\/\/legal.un.org\/repertory\/art51.shtml\" rel=\"nofollow noopener\" target=\"_blank\">article 51 of the UN Charter<\/a>, states have the legal right to use force in self-defence in response to an armed attack. <\/p>\n<p>But neither the US nor Israel was being attacked when they launched widespread air strikes on Iran\u2019s missile infrastructure, military sites and senior leadership on February 28.<\/p>\n<p>Indeed, just two days earlier in Geneva, the US had concluded a round of negotiations with Iran on its nuclear programme. The talks were <a href=\"https:\/\/theconversation.com\/iran-has-been-attacked-by-us-and-israel-when-peace-was-within-reach-277175\" rel=\"nofollow noopener\" target=\"_blank\">reportedly positive<\/a>, with both sides agreeing to meet again.<\/p>\n<p>An exception to international restrictions on the use of force does allow a state to respond to an \u201cimminent threat\u201d.<\/p>\n<p>However, while the Trump administration and the Israeli government have claimed their attacks were preemptive, there is <a href=\"https:\/\/www.1news.co.nz\/2026\/03\/02\/us-intel-did-not-suggest-preemptive-strike-from-iran-before-us-israeli-attacks\/\" rel=\"nofollow noopener\" target=\"_blank\">little or no evidence<\/a> to indicate Iran was on the verge of threatening either country.<\/p>\n<p>Indeed, after a 12-day war with Iran last year, Israel claimed to have destroyed half of Iran\u2019s missile stockpiles. The US \u2013 which briefly entered the war on Israel\u2019s side \u2013 claimed it had \u201cobliterated\u201d Iran\u2019s nuclear programme.<\/p>\n<p>Confusing cause and effect<\/p>\n<p>Given all this, the ongoing attacks by the US and Israel \u2013 which have also killed Iran\u2019s head of state, Ayatollah Ali Khamenei \u2013 <a href=\"https:\/\/theconversation.com\/neither-preemptive-nor-legal-us-israeli-strikes-on-iran-have-blown-up-international-law-277173\" rel=\"nofollow noopener\" target=\"_blank\">have to be viewed as illegal<\/a>, premeditated and a further erosion of an international rules-based order.<\/p>\n<p>But New Zealand\u2019s measured diplomatic response has largely failed to recognise that reality.<\/p>\n<p>The recent <a href=\"https:\/\/www.beehive.govt.nz\/release\/nz-government-statement-iran\" rel=\"nofollow noopener\" target=\"_blank\">government statement<\/a> released by Prime Minister Christopher Luxon and Foreign Minister Winston Peters assigned responsibility for the escalating crisis largely to Iran.<\/p>\n<p>The statement had nothing to say about whether the actions taken by the US and Israel were illegal. It maintained the attacks \u201cwere designed to prevent Iran from continuing to threaten international peace and security\u201d.<\/p>\n<p>In contrast, the government condemned \u201cin the strongest terms Iran\u2019s indiscriminate retaliatory attacks on Qatar, the United Arab Emirates, Saudi Arabia, Kuwait, Bahrain and Jordan\u201d.<\/p>\n<p>Not only did this appear to confuse cause and effect, it also seemed contradictory.<br \/>\nWhile the statement implied the US-Israeli attacks were justified, it still called for \u201ca resumption of negotiations\u201d and \u201cadherence to international law\u201d.<\/p>\n<p>The confusion was amplified by <a href=\"https:\/\/www.rnz.co.nz\/news\/political\/588357\/luxon-says-nz-s-position-the-same-as-australia-on-iran-attacks\" rel=\"nofollow noopener\" target=\"_blank\">Christopher Luxon claimed<\/a> when he said, \u201cwe understand fully why the Americans and Israelis have undertaken the independent action\u201d \u2013 but that it was up to the US and Israel to explain the legal basis for the attack.<\/p>\n<p>Middle-power impotence<\/p>\n<p>New Zealand\u2019s tentative response has overlapped considerably with its allies, but there have also been differences.<\/p>\n<p>Australia, Canada and the UK have similarly declined to question the legality of the attacks, and have largely blamed the repressive clerical regime in Iran for creating a climate that led to the current crisis.<\/p>\n<p>Official statements from those countries have condemned the Iranian regime for killing thousands of innocent protesters, attempting to destabilise the region, launching indiscriminate retaliatory strikes and pursuing the development of nuclear weapons.<\/p>\n<p>Britain refrained from explicitly backing the US-Israeli action, but has subsequently agreed to a US request to <a href=\"https:\/\/www.bbc.com\/news\/articles\/cqj9g11p1ezo\" rel=\"nofollow noopener\" target=\"_blank\">use British military bases<\/a> for \u201cdefensive\u201d strikes on Iranian missile sites.<\/p>\n<p>Unlike New Zealand and the UK, <a href=\"https:\/\/www.foreignminister.gov.au\/minister\/penny-wong\/media-release\/statement-iran\" rel=\"nofollow noopener\" target=\"_blank\">Australia<\/a> and <a href=\"https:\/\/www.cbc.ca\/news\/politics\/iran-united-states-canada-carney-9.7111856\" rel=\"nofollow noopener\" target=\"_blank\">Canada<\/a> have publicly expressed \u201csupport\u201d for the US \u2013 but not Israeli \u2013 efforts \u201cto prevent Iran continuing to threaten international peace and security\u201d.<\/p>\n<p>Despite Canadian Prime Minister Mark Carney\u2019s <a href=\"https:\/\/theconversation.com\/trump-sows-chaotic-cruelty-while-canadian-pm-carney-reminds-the-world-it-doesnt-have-to-play-along-274099\" rel=\"nofollow noopener\" target=\"_blank\">recent speech at the World Economic Forum<\/a> where he argued middle and small powers were not \u201cpowerless\u201d in the current global context, his stance on Iran belies such rhetoric.<\/p>\n<p>Carney now finds himself in the curious position of aligning Canada with Donald Trump\u2019s war against Iran while his own country is periodically <a href=\"https:\/\/theconversation.com\/why-annexing-canada-would-destroy-the-united-states-249561\" rel=\"nofollow noopener\" target=\"_blank\">threatened with invasion<\/a> by the US.<\/p>\n<p>Not in NZ\u2019s interests<\/p>\n<p>On balance, the New Zealand government has failed to demonstrate the moral and legal clarity that the escalating crisis in the Middle East now requires. <\/p>\n<p>If it is consoling itself that US-Israeli aggression is somehow acceptable when applied to the repressive and cruel regime in Teheran, it should be wary of accepting the aggressors\u2019 words at face value.<\/p>\n<p>Rather than having intervened militarily to improve human rights or enforce international law, it seems likelier the quest for regime change is motivated more by a desire to back Israeli Prime Minister <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/2\/rubio-suggests-timing-of-us-strikes-on-iran-was-influenced-by-israeli-plans\" rel=\"nofollow noopener\" target=\"_blank\">Benjamin Netanyahu\u2019s plans<\/a> for a recast Middle East.<\/p>\n<p>That ambition involves Israel\u2019s regional dominance, <a href=\"https:\/\/www.aljazeera.com\/news\/liveblog\/2026\/2\/9\/live-israel-approves-measures-to-expand-its-powers-in-occupied-west-bank\" rel=\"nofollow noopener\" target=\"_blank\">expansion into the Occupied Territories<\/a>, and excludes a Palestinian state \u2013 none of which New Zealand\u2019s official foreign policy supports.<\/p>\n","protected":false},"excerpt":{"rendered":"The
