{"id":343219,"date":"2026-03-17T05:01:09","date_gmt":"2026-03-17T05:01:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/343219\/"},"modified":"2026-03-17T05:01:09","modified_gmt":"2026-03-17T05:01:09","slug":"flailing-cuba-invites-exiles-to-return-but-hurdles-remain","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/343219\/","title":{"rendered":"Flailing Cuba invites exiles to return, but hurdles remain"},"content":{"rendered":"<p>      Havana, Cuba<br \/>\n        \u00a0\u2014\u00a0<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtoqzon000x2bqg9hs32tfz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As President Donald Trump rachets up the pressure on Cuba\u2019s communist-run government and threatens a US \u201ctakeover\u201d of the island, he frequently repeats a central promise: that decades after they left, Cuban exiles will soon be able to return to their homeland.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj40005356rqahvbsi4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cA lot of unbelievable people are going to be going back to Cuba, hopefully not to stay,\u201d Trump said at a recent White House event with prominent members of the Cuban American community in attendance. \u201cWe don\u2019t want to make it so nice that they stay. But some people probably do want to stay.<br \/>They love Cuba so much,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj50006356r3gxsv2or@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s claim has struck a chord with many in the Cuban exile community who vowed never to return to the island while the Castros remained in power. But it also flies in the face of the reality that in recent years, an increasing number of Cubans who left are returning to see family, vacation and even quietly set up small businesses fronted by local partners.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj50009356r4kptbvg5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The invitation to Cuban exiles to do business in their homeland has been made repeatedly by the government over the years but so far has produced few tangible results.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtvfl0m00013b6rss2smfuk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Monday night, Oscar P\u00e9rez-Oliva Fraga, Cuba\u2019s deputy prime minister and minister for foreign trade and investment who is also a great-nephew of Fidel and Ra\u00fal Castro, said in a televised appearance that Cuban exiles are welcome to invest in the island.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtvg59r00033b6raze60jse@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Cuban exiles, Oliva Fraga said, would for the first time be able to openly own businesses on the island, invest in large-scale infrastructure projects, and hold bank accounts with state-run banks.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtvg6m100053b6rw1vwz14x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The offer will likely to do little to placate those in the Cuban American community advocating for greater political freedoms, a full economic opening and the return of property seized from exiles.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj5000a356rht5cp657@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            US economic sanctions block most commercial activity with the island. Many Cuban exiles say that Havana\u2019s own tight restrictions on foreign investment severely limit business opportunities and that routine transactions take years under Cuba\u2019s communist bureaucracy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000b356rxmg3i42s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A wide-ranging overhaul of the island\u2019s economic and legal system needs to happen before many exiles will consider returning to rebuild their country, said Pedro Freyre, a Cuban American who chairs the Akerman law firm\u2019s international practice and has advised US companies on doing business in Cuba.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000c356rojjlyzn8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The island has reached \u201cthat moment when the emperor has no clothes,\u201d Freyre told CNN. \u201cWe\u2019re done here. You know, this thing collapsed, it failed, but we have a great opportunity to redo it, and we can do it.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000d356r6w2xflti@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf there\u2019s a couple of things that we know how to do as Cuban Americans, it\u2019s number one, build cities,\u201d he added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000e356rn2x1la2t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019ve dealt with the Cuban government before. There are smart people, people who are well-trained, well-educated, who understand what\u2019s going on, and who have a built-in incentive,\u201d Freyre said. \u201cThey\u2019ve seen the destruction and the collapse of the country over the 60 years, and now the door is open.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000f356r6cpenk23@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Cuban government is under more pressure to reform its flatlining economy than at any point since the fall of the Berlin Wall. Following the US attack on Venezuela in January and the Trump administration\u2019s threats of tariffs on Mexico, access to fuel from abroad has been cut off.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2026\/03\/2026-03-10t101031z-626167706-rc241kar64aq-rtrmadp-3-usa-cuba-uprising.JPG\" alt=\"Students gather in front of the University of Havana to protest against disruptions in classes due to energy and internet shortages in Havana, Cuba, March 9\/\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1081\" width=\"1600\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000g356rnnie82nh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Blackouts now last most of the day in many Cuban cities, tourism is dwindling, and some foreign companies have begun to pull their personnel from the island amid deteriorating conditions.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000h356roszby69d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Weary of the constant blackouts, Cubans are increasingly taking to the streets to bang pots and pans and demand that the government keep the power on.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtvhj8s00083b6rh0haj49r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Monday, Cuba\u2019s energy grid collapsed, plunging ten million people into the dark. Officials said they were working to restore power but there was no timeline on how long that would take.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000i356rhy37yuto@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s not yet clear if Trump\u2019s claims that the Cuban government is on the verge of collapse and willing to strike a deal will lead to a historic economic and political opening on the island that some are referring to as \u201cCuba-stroika,\u201d referencing the relaxation of Soviet rule in Eastern Europe in the late 1980s.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000j356rq4qxm1z0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Friday for the first time, Cuban President Miguel D\u00edaz-Canel acknowledged that his government has entered into talks with the Trump administration after weeks of saying it would not negotiate while being threatened by the US.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000k356rlyypnhzr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But already some Cuban officials caution the government is unlikely to make the major concessions that the Trump administration is demanding.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000l356rn8nixxlc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The talks, Cuban Foreign Minister Bruno Rodr\u00edguez Parrilla wrote on X, do \u201cnot involve in any way the internal affairs, constitutional frameworks, nor the political, economic and social models of the two countries.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtviolf000a3b6ruk9pn45t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Both the New York Times and the Miami Herald have reported that the Trump administration sees Diaz-Canel as an obstacle to change and are seeking to push the Cuban president from power in their talks with former leader Raul Castro\u2019s family members.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtvir70000c3b6r5kcvzlsd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            During an exchange with reporters in the Oval Office on Monday, Trump said the island\u2019s future was up for grabs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtvir70000d3b6rlol7hxcj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cTaking Cuba, that\u2019s a big honor,\u201d he said. \u201cWhether I free it, take it, I think I can do anything I want with it.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj6000m356rx9uvnm0m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even some Cuban Americans already investing on the island say the government needs to carry out a greater economic and political reforms in order to transform their homeland.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000n356rlnyaakzl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe people who are doing business in Cuba are taking a huge risk, and they should be commended for that,\u201d Cuban American investor Hugo Cancio told CNN. Cancio left the island as child during the Mariel boatlift and now owns businesses that export food and cars to the island, which are permitted under US law.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000o356rprddjy4u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe private sector in Cuba has prospered tremendously in the last three to four years,\u201d he said. \u201cBut that\u2019s jumping over hurdles and hurdles and changes and reversals of decisions.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000p356rusrfstij@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Returning Cuban Americans are not just providing an economic lifeline to the island, Cancio said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000q356rwvty46o3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cRespect our differences, respect our convictions, that we\u2019re not going to always agree on the political issues, okay? But if that is respected, I think that\u2019s a start. That\u2019s a good beginning,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000r356r83b9k7sq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For some Cubans, those very political differences mean they are unable to return to their homeland.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000s356rivruli08@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Independent journalist Alejandro Gonz\u00e1lez Raga was jailed as part of the Cuban government\u2019s infamous \u201cBlack Spring\u201d crackdown on dissidents in 2003.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmmtotdj7000t356r1ho89814@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Gonz\u00e1lez told CNN he was forced into exile in Spain from prison and that he is prevented from traveling back to the island by the government in Havana.
