{"id":360408,"date":"2026-03-27T04:46:07","date_gmt":"2026-03-27T04:46:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/360408\/"},"modified":"2026-03-27T04:46:07","modified_gmt":"2026-03-27T04:46:07","slug":"burn-the-lawn-israel-pursues-rafah-model-in-southern-lebanon","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/360408\/","title":{"rendered":"\u2018Burn the lawn\u2019: Israel pursues \u2018Rafah model\u2019 in southern Lebanon"},"content":{"rendered":"<p>Israel\u2019s defense minister <a href=\"https:\/\/www.nytimes.com\/2026\/03\/24\/world\/middleeast\/israel-southern-lebanon-defense-minister.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">said<\/a> in a statement this week that Israeli forces are working to implement the \u201cRafah and Beit Hanoun model\u201d in southern Lebanon, sparking fears that <a href=\"https:\/\/responsiblestatecraft.org\/tag\/israel\/\" rel=\"nofollow noopener\" target=\"_blank\">Israel<\/a> is planning to flatten entire towns in an attempt to defeat Hezbollah once and for all.<\/p>\n<p>As Israel <a href=\"https:\/\/english.elpais.com\/international\/2026-03-24\/israel-prepares-major-invasion-of-southern-lebanon-to-the-despair-of-its-inhabitants-entire-families-are-arriving-dead.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">prepares<\/a> its forces for a full-scale invasion, the intensity of this new approach is starting to come into focus, even as most of the world\u2019s attention has focused on the U.S.-Israeli war in <a href=\"https:\/\/responsiblestatecraft.org\/tag\/iran\/\" rel=\"nofollow noopener\" target=\"_blank\">Iran<\/a>. Israel\u2019s war in Lebanon has already <a href=\"https:\/\/www.haaretz.com\/israel-news\/israel-security\/2026-03-25\/ty-article\/.premium\/netanyahu-says-israel-expanding-lebanon-buffer-zone-as-death-toll-hits-1-000\/0000019d-2600-dc71-a7ff-e75ab4f00000\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">killed<\/a> more than 1,000 people in a country of just 6 million. All indications point to a new and brutal type of war in Lebanon \u2014 one that could drag on even if the war in Iran comes to a close.<\/p>\n<p>Ahead of a broader ground campaign, Israel has mandated that civilians leave large swathes of territory in southern Lebanon and some neighborhoods of Beirut, which has faced waves of airstrikes. Many civilians have heeded these calls, <a href=\"https:\/\/www.iom.int\/news\/1m-displaced-130k-cross-borders-amid-escalating-regional-conflict-new-iom-data\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">leaving<\/a> nearly 20% of the population displaced. But, now that Israeli forces have destroyed all bridges across the Litani River, which separates southern Lebanon from the rest of the country, remaining residents will have little choice but to bunker down.<\/p>\n<p>As with Hamas in Gaza, Israel\u2019s strategy is unlikely to succeed in completely destroying Hezbollah, according to <a href=\"https:\/\/responsiblestatecraft.org\/regions\/middle-east\/\" rel=\"nofollow noopener\" target=\"_blank\">Middle East<\/a> analysts. An extended occupation, as Israel is now threatening to pursue, could instead provide a lifeline to Hezbollah just as public opinion in Lebanon had begun to turn decisively against it. Such a result would represent a significant setback to U.S. and Israeli efforts to disarm the militant group.<\/p>\n<p>If history is any guide, a sustained occupation may even push Hezbollah\u2019s skeptics in Lebanon to join the resistance, according to Thanassis Cambanis of the Century Foundation, who has written extensively about Hezbollah and Lebanese politics.<\/p>\n<p>\u201cIsrael and some of its supporters have forgotten that they don&#8217;t have free rein to do whatever they want by force,\u201d Cambanis said. \u201cCountries can and do fight back.\u201d<\/p>\n<p>                \u2018Burn the lawn\u2019<\/p>\n<p>Hezbollah was forged in the crucible of Israel\u2019s first military campaigns in Lebanon. In 1982, as the Israel Defense Forces (IDF) invaded Lebanon for the second time in four years, Shiite leaders in the country\u2019s south formed militias that would eventually coalesce into the militia-cum-political party that has in many ways defined the course of Lebanese politics ever since.<\/p>\n<p>Hezbollah has never commanded the support of most Lebanese people, but it has earned a sort of begrudging respect through its military successes. Most notable among these was the insurgent campaign that drove Israeli forces out of Lebanon in 2000, ending Israel\u2019s two-decade-long campaign in the country.<\/p>\n<p>The pause in hostilities didn\u2019t last long. In 2006, Hezbollah launched raids against Israeli soldiers along Lebanon\u2019s southern border in an attempt to force Israel into a prisoner exchange. Israel, determined to restore deterrence with its northern neighbor, invaded the country and debuted a new military doctrine that would later become known as the Dahiya doctrine.<\/p>\n<p>The Dahiya doctrine <a href=\"https:\/\/theconversation.com\/dahiyeh-the-beirut-suburb-at-the-heart-of-an-israeli-military-doctrine-277863\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">relies<\/a> on disproportionate force, including the destruction of civilian infrastructure, to deliver lasting setbacks to Hezbollah and incite Lebanese popular opinion against the group. In the 2006 war, this meant flattening large parts of the Dahiya neighborhood of Beirut, which is largely Shia. After Israel withdrew, both sides declared victory. Israeli deterrence held strong until after the Oct. 7 attacks, when Hezbollah launched rockets into northern Israel.<\/p>\n<p>Israel pursued the Dahiya doctrine again in its 2024 invasion of Lebanon, destroying buildings and infrastructure across the country. Hezbollah and Israel reached an agreement to stop hostilities after about two months of war, but Israeli forces have maintained a steady campaign of air strikes ever since.<\/p>\n<p>Now, following Hezbollah\u2019s decision to fire rockets at Israel after it killed Iranian Supreme Leader Ali Khamenei, Israeli leaders appear determined to move up the escalation ladder and pursue a Gaza-like campaign in Lebanon. These attacks are \u201cunlike anything we\u2019ve seen before\u201d in the country, according to Cambanis. \u201cInstead of \u2018mowing the lawn,\u2019 they want to \u2018burn the lawn.\u2019\u201d So far, this has meant going after targets like <a href=\"https:\/\/www.wsj.com\/livecoverage\/iran-war-us-israel-news-updates-2026\/card\/why-is-israel-blowing-up-gas-stations-in-lebanon--dz47cdL6ynDyQTh7M8cq?gaa_at=eafs&amp;gaa_n=AWEtsqdS1g1Fwe9XsYbYXc8NdkUm6VWMzPSfykUGnA0haUhJLyg7CXxJuQBNbDPH-sE%3D&amp;gaa_ts=69c532df&amp;gaa_sig=ZyMFV9JlQ7MOJt7n9FD6LgE-fzkYLS0aydDAgRb6iIzIv_C_WoBg11I0YLhLWceovFNlsLY6pwAgv9py3Y8jOA%3D%3D\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">gas stations<\/a>, <a href=\"https:\/\/www.lemonde.fr\/en\/international\/article\/2026\/03\/24\/in-southern-lebanon-civilians-are-trapped-after-israel-destroys-bridges_6751768_4.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">bridges<\/a> and <a href=\"https:\/\/www.hrw.org\/news\/2026\/03\/23\/israeli-officials-signal-stepped-up-atrocities-in-lebanon\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">civilian homes<\/a>.<\/p>\n<p>This strategy has drawn skepticism even from pro-Israel commentators. \u201cIsrael will raze all the homes along the borders to flatten areas, apparently in order to prevent threats,\u201d <a href=\"https:\/\/www.jpost.com\/middle-east\/article-891181\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrote<\/a> Seth Frantzman of the Jerusalem Post. \u201c[I]t\u2019s hard not to see this as punitive and collective punishment.\u201d Israeli Maj. Gen. Yair Golan, who still serves in the IDF reserves, <a href=\"https:\/\/www.jpost.com\/israel-news\/politics-and-diplomacy\/article-890603\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">argued<\/a> last week that a \u201cdeep military maneuver inside Lebanon, without a clear political objective, will drag Israel back into the Lebanese mud\u201d without bringing \u201creal security.\u201d<\/p>\n<p>This higher level of intensity, combined with the long occupation that Israel is now threatening, could \u201csucceed for a time\u201d in degrading Hezbollah, Cambanis said. But \u201cit&#8217;s guaranteed to more deeply destabilize not just Lebanon, but also Syria.\u201d<\/p>\n<p>Further complicating matters for Israel is the news that Hezbollah has reconfigured its forces for a sustained insurgency. <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/how-irans-irgc-rebooted-lebanons-hezbollah-be-ready-war-2026-03-21\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">According<\/a> to Reuters, Iranian military officers have since 2024 helped the militant group redesign its command structure from a centralized force into a decentralized one made up of \u201csmall units with limited knowledge of each other&#8217;s operations, helping to preserve operational secrecy.\u201d<\/p>\n<p>                Blowback<\/p>\n<p>The campaign comes as the Lebanese government has started to seriously crack down on Hezbollah, including by declaring the group\u2019s armed wing to be illegal. But a long, brutal occupation could help the group rebuild its domestic legitimacy.<\/p>\n<p>\u201cA prolonged Israeli military presence will likely deepen instability and further weaken Lebanese state institutions,\u201d <a href=\"https:\/\/www.chathamhouse.org\/2026\/03\/any-israeli-occupation-southern-lebanon-will-work-hezbollahs-advantage\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrote<\/a> Nicole El Khawaja and Renad Mansour of Chatham House. \u201cIt will also create the conditions for Hezbollah to reconstitute its military capabilities and rebuild popular support.\u201d<\/p>\n<p>Further inflaming the situation are comments from Israeli Finance Minister Bezalel Smotrich, who <a href=\"https:\/\/www.aljazeera.com\/video\/newsfeed\/2026\/3\/24\/israels-smotrich-calls-for-new-border-and-occupation-of-south-lebanon\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">called<\/a> this week for the annexation of southern Lebanon in order to create a new \u201cbuffer line.\u201d Rights groups have also raised allegations of Israeli war crimes, with Human Rights Watch <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/25\/israel-white-phosphorus-south-lebanon-researchers\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">accusing<\/a> the IDF of using white phosphorus bombs, which cause severe burns and emit toxic fumes, in civilian areas.<\/p>\n<p>Hezbollah, for its part, has <a href=\"https:\/\/www.jta.org\/2026\/03\/26\/israel\/as-hezbollah-rockets-fall-emergency-medics-in-israels-north-work-double-shifts\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">launched<\/a> more than 3,500 rockets and munitions into Israel, forcing some Israelis to <a href=\"https:\/\/apnews.com\/article\/israel-lebanon-hezbollah-rockets-shelters-337bbdd84c5e1ed7bfc4323b5c24ff44\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">live<\/a> in bomb shelters full-time. These attacks have killed multiple Israeli civilians; on Thursday alone, the group <a href=\"http:\/\/timesofisrael.com\/man-killed-another-seriously-hurt-in-hezbollah-rocket-attack-on-nahariya\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">fired<\/a> more than 100 rockets into Israel, killing one civilian and injuring an additional 13.<\/p>\n<p>The Israeli campaign, meanwhile, has led to extensive civilian harm, including at least 15 attacks on paramedics and first responders, according to Emily Tripp of Airwars, which monitors civilians in conflicts. \u201cIn the last three weeks we have identified more than 330 incidents of civilian harm,\u201d Tripp told RS. Prior to Israel\u2019s 2024 campaign in Lebanon and its ongoing operations in Gaza, her organization had \u201cnever documented more than 250 civilian harm events in a single month,\u201d she added.<\/p>\n<p>The early days of this latest Lebanon campaign have drawn significant international blowback. Spanish President Pedro Sanchez slammed Israel for seeking to \u201cinflict the same level \u2060of damage and destruction\u201d in Lebanon as in Gaza, and U.N. Secretary General Antonio Guterres <a href=\"https:\/\/www.theguardian.com\/world\/live\/2026\/mar\/25\/middle-east-crisis-live-iran-war-oil-prices-more-us-troops-reportedly-deployed-donald-trump-attacks-on-lebanon?CMP=share_btn_url&amp;page=with%3Ablock-69c4578e8f0836c671f185f7#block-69c4578e8f0836c671f185f7\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">said<\/a> the \u201cGaza model must not be replicated in Lebanon.\u201d<\/p>\n<p>The United States, for its part, has said little about the war.
