{"id":367525,"date":"2026-03-31T12:41:11","date_gmt":"2026-03-31T12:41:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/367525\/"},"modified":"2026-03-31T12:41:11","modified_gmt":"2026-03-31T12:41:11","slug":"public-trust-chasm-developed-during-covid-19-pandemic-says-dr-mike-ryan-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/367525\/","title":{"rendered":"Public \u2018trust chasm\u2019 developed during Covid-19 pandemic, says Dr Mike Ryan \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">A public \u201ctrust pothole\u201d that existed before the pandemic developed into a \u201ctrust chasm\u201d, former <a href=\"https:\/\/www.irishtimes.com\/tags\/world-health-organisation\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/world-health-organisation\/\">World Health Organisation<\/a> deputy director general Dr <a href=\"https:\/\/www.irishtimes.com\/tags\/mike-ryan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mike-ryan\/\">Mike Ryan<\/a> has told a <a href=\"https:\/\/www.irishtimes.com\/health\/covid-19\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/health\/covid-19\/\">Covid-19<\/a> evaluation forum.<\/p>\n<p class=\"c-paragraph paywall \">The Sligo epidemiologist recommended a \u201crapid\u201d response to an emerging epidemic, which \u201cdoes not mean perfect action\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The quicker the actions, the more likely the advice to the public will need to change, which can be hard to communicate and leave people \u201cvery confused\u201d, Ryan said on Tuesday. <\/p>\n<p class=\"c-paragraph paywall \">He said although trust levels were generally high among the public before the pandemic, and people were willing to implement advice, some trust issues still existed at that time. <\/p>\n<p class=\"c-paragraph paywall \"> This needs to be examined to ensure rapid actions can be taken during the next public health event and uncertainty can be well communicated, he said. <\/p>\n<p class=\"c-paragraph paywall \">While technology is much discussed in conversations around future pandemic preparedness, he said the role of communities is key and unless they are prepared \u201cwe are going to fail\u201d. <\/p>\n<p class=\"c-paragraph paywall \">During the pandemic, public health teams \u201cdid not trust communities enough\u201d to make decisions about their own risks, such as how many times they visited the shops or whether they took the bus, he said. <\/p>\n<p class=\"c-paragraph paywall \">It is important to implement lessons from the pandemic, but there is a danger in \u201ctrying to find someone to blame\u201d. Such an approach would not lead to change, but would simply lead to blame and righteousness, he added. <\/p>\n<p class=\"c-paragraph paywall \">He was speaking as part of the independent Irish-focused Covid-19 Evaluation Panel, chaired by Prof Anne Scott, which will submit a report of recommendations to the Government upon conclusion. The non-statutory panel was assigned its work by the Department of the Taoiseach.<\/p>\n<p class=\"c-paragraph paywall \">Also addressing the forum was Prof Mary Codd, who led a Health Service Executive test-and-trace programme from University College Dublin from March 17th, 2020, to September 2021. <\/p>\n<p class=\"c-paragraph paywall \">It was one of nine such centres established \u201cat great speed\u201d and feeding into a centralised system, she said. <\/p>\n<p class=\"c-paragraph paywall \">However, the State was \u201cwholly unprepared\u201d, and the existing public health workforce, even with the help of the Army, was \u201cvery quickly overwhelmed\u201d in the first half of March 2020. <\/p>\n<p class=\"c-paragraph paywall \">The IT infrastructure was \u201ctotally unfit for purpose\u201d, she said, with a \u201ccumbersome\u201d customer relationship management system commissioned and updated in real time to try to make it fit for a public health purpose.<\/p>\n<p class=\"c-paragraph paywall \">She said there was a \u201cfailure\u201d to recognise the speed with which testing needed to be upscaled and much time was \u201cwasted\u201d tracing the contacts of people who had been infected with Covid 10 to 12 days before. <\/p>\n<p class=\"c-paragraph paywall \">Later some testing was outsourced to Germany, meaning it would be three weeks before the results could be uploaded to the Irish national data system. <\/p>\n<p class=\"c-paragraph paywall \">Practically, she said, testing results needed to be turned around within 24 hours or they were a \u201cwaste of time\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The issue of infections within long-term care facilities was identified \u201cvery quickly\u201d, she said. There were immediate issues with staff personal protective equipment, while \u201cquite a bit less\u201d than half of centres had pre-pandemic infection prevention control systems in place.
