The fast-widening fallout from U.S.-Israeli attacks on Iran should have the Japanese currency soaring along with the dollar. Instead, the yen\u2019s drop to the <a href=\"https:\/\/asia.nikkei.com\/business\/markets\/currencies\/yen-nears-160-per-dollar-as-oil-prices-surge-stocks-tumble\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/asia.nikkei.com\/business\/markets\/currencies\/yen-nears-160-per-dollar-as-oil-prices-surge-stocks-tumble\" data-ga-track=\"ExternalLink:https:\/\/asia.nikkei.com\/business\/markets\/currencies\/yen-nears-160-per-dollar-as-oil-prices-surge-stocks-tumble\" aria-label=\"160 level\">160 level<\/a> has officials in Tokyo scrambling and hinting at action.<\/p>\n<p>On Monday, Japan\u2019s top currency official, Atsushi Mimura, warned speculators not to test the Ministry of Finance, a clear hint currency intervention could be on the way.<\/p>\n<p>\u201cWe\u2019re hearing increasing concern that speculative activity is picking up not just in the crude oil futures market, but also in the foreign exchange market,\u201d Mimura told reporters. \u201cIf this situation continues, we believe decisive action may soon be necessary.\u201d<\/p>\n<p>More interesting, perhaps, is why the yen has fallen out with the safe-haven-seeking crowd. Is it about Japan and its fragile finances? Or is it related to a collective decision by <a href=\"https:\/\/www.forbes.com\/sites\/robertdaugherty\/2025\/12\/30\/japan-stock-market-outlook-2026-why-this-rally-is-different-this-time\/\" target=\"_self\" class=\"color-link\" title=\"https:\/\/www.forbes.com\/sites\/robertdaugherty\/2025\/12\/30\/japan-stock-market-outlook-2026-why-this-rally-is-different-this-time\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/robertdaugherty\/2025\/12\/30\/japan-stock-market-outlook-2026-why-this-rally-is-different-this-time\/\" aria-label=\"central banks\" rel=\"nofollow noopener\">central banks <\/a>and investors that the dollar is the only safe place for capital right now?<\/p>\n<p>Adding to the intrigue: there are numerous reasons why the dollar should be out of favor. They include the U.S. national debt on the verge of $40 trillion, rising inflation and Trump\u2019s erratic tariff policies and assault on the Federal Reserve\u2019s independence. Still, the dollar\u2019s advance is reminding gold bulls that U.S. government assets are a hard habit for many to break. <\/p>\n<p>But what if the yen\u2019s downgrade as a hedge is related to Tokyo\u2019s current policy mix? If Japanese Prime Minister <a href=\"https:\/\/www.forbes.com\/sites\/steveforbes\/2025\/10\/28\/can-prime-minister-sanae-takaichi-save-japan-from-an-economic-crisis\/?ctpv=searchpage\" target=\"_self\" class=\"color-link\" title=\"https:\/\/www.forbes.com\/sites\/steveforbes\/2025\/10\/28\/can-prime-minister-sanae-takaichi-save-japan-from-an-economic-crisis\/?ctpv=searchpage\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/steveforbes\/2025\/10\/28\/can-prime-minister-sanae-takaichi-save-japan-from-an-economic-crisis\/?ctpv=searchpage\" aria-label=\"Sanae Takaichi\" rel=\"nofollow noopener\">Sanae Takaichi<\/a>\u2019s team isn\u2019t asking, and internalizing, this question then the yen bills are in trouble.<\/p>\n<p>One big problem, of course, is Tokyo\u2019s ginormous debt burden \u2014 the biggest by far among developed nations. Before and after Takaichi rose to the premiership last October, she\u2019s made her determination to cut taxes known. This idea of running up new debts has run afoul of the bond market in recent months. Earlier this year, 10-year bond yields rose to the highest since 1999.<\/p>\n<p>That happened as traders worried about Japan having its own \u201c<a href=\"https:\/\/japantoday.com\/category\/politics\/analysis-in-japan-prime-minister-takaichi-tries-to-avoid-a-truss-shock\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/japantoday.com\/category\/politics\/analysis-in-japan-prime-minister-takaichi-tries-to-avoid-a-truss-shock\" data-ga-track=\"ExternalLink:https:\/\/japantoday.com\/category\/politics\/analysis-in-japan-prime-minister-takaichi-tries-to-avoid-a-truss-shock\" aria-label=\"Liz Truss momen\">Liz Truss momen<\/a>t.\u201d The reference here is to 2022, when then-UK Prime Minister Truss crashed the bond market with an unfunded tax-cut package.<\/p>\n<p>In May 2025, Takaichi\u2019s predecessor, Shigeru Ishiba, shocked the world by saying Tokyo\u2019s finances are \u201c<a href=\"https:\/\/urldefense.com\/v3\/__https:\/www.japantimes.co.jp\/news\/2025\/05\/19\/japan\/politics\/ishiba-rebuffs-tax-cuts\/__;!!F0Stn7g!CPLQSBnJL0799msJK_zv8pnKWf0uBr-7Fw2czg8g3G8fhAoaDV3Tp6LVLfcSkobSnq9GQvIsWe3MUCPm36fRs07KCKo$\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/urldefense.com\/v3\/__https:\/www.japantimes.co.jp\/news\/2025\/05\/19\/japan\/politics\/ishiba-rebuffs-tax-cuts\/__;!!F0Stn7g!CPLQSBnJL0799msJK_zv8pnKWf0uBr-7Fw2czg8g3G8fhAoaDV3Tp6LVLfcSkobSnq9GQvIsWe3MUCPm36fRs07KCKo$\" data-ga-track=\"ExternalLink:https:\/\/urldefense.com\/v3\/__https:\/www.japantimes.co.jp\/news\/2025\/05\/19\/japan\/politics\/ishiba-rebuffs-tax-cuts\/__;!!F0Stn7g!CPLQSBnJL0799msJK_zv8pnKWf0uBr-7Fw2czg8g3G8fhAoaDV3Tp6LVLfcSkobSnq9GQvIsWe3MUCPm36fRs07KCKo$\" aria-label=\"worse than Greece\">worse than Greece<\/a>.\u201d All this complicates Takaichi\u2019s tax cut hopes in tantalizing ways \u2014 and in real time. And things have only grown more precarious as oil tops $110 per barrel.<\/p>\n<p>Another possible reason the yen isn\u2019t rallying: traders betting Tokyo would pull all the stops to push it lower again. Though there\u2019s now broad agreement that Japan\u2019s 20-year weak yen addiction has backfired, neither Takaichi nor her Liberal Democratic Party appears to have another plan.<\/p>\n<p>Takaichi has been quite vocal about her preference for a weak yen to boost exports. That may explain, at least in part, why the Bank of Japan has throttled back on its determination to continue <a href=\"https:\/\/www.forbes.com\/sites\/williampesek\/2026\/01\/23\/the-fed-could-use-some-bank-of-japan-support-instead-its-crickets\/\" target=\"_self\" class=\"color-link\" title=\"https:\/\/www.forbes.com\/sites\/williampesek\/2026\/01\/23\/the-fed-could-use-some-bank-of-japan-support-instead-its-crickets\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/williampesek\/2026\/01\/23\/the-fed-could-use-some-bank-of-japan-support-instead-its-crickets\/\" aria-label=\"hiking rates\" rel=\"nofollow noopener\">hiking rates <\/a>this year.<\/p>\n<p>Yet the yen weakening past 160 to the dollar could trigger a bigger plunge. Along with angering Trump World, a lower exchange rate could upend the so-called \u201cyen-carry trade\u201d in chaotic ways.<\/p>\n<p>In 1999, the BOJ became the first major central bank to slash rates to zero. Since then, it\u2019s been essentially trapped there. In December, the BOJ hiked rates to 0.75%, a 30-year high. Now the BOJ doesn\u2019t know if its next rate move is up or down as Japan grapples with stagflation. Inflation is twice the rate of 1.1% GDP growth rate in 2025.<\/p>\n<p>All this leaves the yen in a state of limbo to which officials in <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/boj-may-raise-rates-march-if-yen-resumes-slide-says-ex-policymaker-2026-02-23\/\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/www.reuters.com\/world\/asia-pacific\/boj-may-raise-rates-march-if-yen-resumes-slide-says-ex-policymaker-2026-02-23\/\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/world\/asia-pacific\/boj-may-raise-rates-march-if-yen-resumes-slide-says-ex-policymaker-2026-02-23\/\" aria-label=\"Tokyo\">Tokyo<\/a> aren\u2019t accustomed.
