But as climate-fuelled extreme weather worsens, is Italy facing an unbeatable battle?<\/p>\n<p>The rapid erosion of Italy\u2019s coastline<\/p>\n<p>By 2050, one-fifth of the surface of Italian beaches is likely to be almost completely submerged, according to a <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0143622824001401\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">2024 report<\/a> from the University of Rome La Sapienza.<\/p>\n<p>The regions of Sardinia, Campania, Lazio, and Apulia are predicted to lose more than half of their equipped beaches, the study warns.<\/p>\n<p>\u201cIncreasing temperatures, sea level rise, and more frequent extreme weather events are reshaping coastal landscapes, particularly in low-lying areas, and impacting the livelihoods of millions of people,\u201d the researchers write. <\/p>\n<p>\u201cIn this context, sandy coastlines and beaches are both particularly vulnerable and extremely precious, since they are highly complex environments of significant environmental, social, and economic importance.\u201d <\/p>\n<p>At the same time, cliffs and rocky coastlines are at the mercy of violent storm surges and landslides. <\/p>\n<p>Earlier this year, after days of bad weather, Puglia\u2019s iconic \u2018Lovers\u2019 Arch\u2019 rock formation collapsed into the sea on Valentine\u2019s Day. <\/p>\n<p>Barriers and submerged reefs protect beaches<\/p>\n<p>Damage to coastlines threatens ecosystems, human leisure and economic activities, and coastal settlements and infrastructure. <\/p>\n<p>Municipalities up and down the country are mobilising to protect coastal areas. <\/p>\n<p>Almost a fifth of Italy&#8217;s coastline is now equipped with rigid defence structures, according to a <a href=\"https:\/\/www.isprambiente.gov.it\/it\/news\/opere-di-difesa-rigide-e-costa-un-passo-avanti-nella-conoscenza-pubblicato-il-geodatabase-ispra\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">report<\/a> by Italy\u2019s Higher Institute for Environmental Protection and Research (ISPRA). These include groynes &#8211; barriers that run perpendicular to shorelines and limit the movement of sediment &#8211; and submerged reefs that slow waves and storm surges.<\/p>\n<p>In February, the southern region of Puglia said it had approved the first structural measures to combat coastal erosion, earmarking approximately \u20ac16 million for the projects. <\/p>\n<p>\u201cThis decision comes as extreme weather events and violent storm surges bring the fragility of Italy&#8217;s coastlines back to the forefront of national debate,\u201d the council wrote in a <a href=\"https:\/\/press.regione.puglia.it\/-\/erosione-costiera-la-regione-puglia-finanzia-i-primi-interventi-strutturali-circa-16-milioni-di-euro-ai-comuni\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">press release<\/a>.<\/p>\n<p>According to the latest ISPRA report on hydrogeological instability, between 2006 and 2020, Puglia lost 31 kilometres of coastline, one of the largest losses in the country. <\/p>\n<p>The new measures include installed submerged barriers to slow waves breaking on the shore and intercepting sediment movement. <\/p>\n<p>In the Emilia Romagna region, the coastline is famed for its long stretches of sandy beach lined with clubs and restaurants.<\/p>\n<p>After storm surges in recent years have escalated coastal erosion, authorities have now <a href=\"https:\/\/www.regione.emilia-romagna.it\/notizie\/2026\/marzo\/contrasto-erosione-del-litorale-ferrarese\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">allocated \u20ac19 million<\/a> for restoring damaged seawalls, reconstructing dunes and dredging silted-up shores.<\/p>\n<p>The need for a nationwide plan<\/p>\n<p>While defence structures protect specific stretches of coastline, their broader impact on surrounding areas can be harmful. <\/p>\n<p>As ISPRA emphasises in its report, \u201cthese solutions limit impacts on specific sites, but at the same time limit natural beach nourishment along entire stretches of coastline, blocking the transport of sediment along the coast.\u201d<\/p>\n<p>Their installation can result in \u2018starving\u2019 adjacent beaches of nourishment.<\/p>\n<p>\u201cTo avoid these effects on the coastline, artificial nourishments and\/or dune development are often preferable over hard structures,\u201d according to the European Union\u2019s <a href=\"https:\/\/climate-adapt.eea.europa.eu\/en\/metadata\/adaptation-options\/groynes-breakwaters-and-artificial-reefs#:~:text=Groynes%2520are%2520a%2520type%2520of%2520coastal%2520protection,%2A%2520Estuaries%2520to%2520decrease%2520tidal%2520flow%2520velocities\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">Climate ADAPT<\/a> guidelines.<\/p>\n<p>In the region of Le Marche, for example, <a href=\"https:\/\/climate-adapt.eea.europa.eu\/en\/metadata\/case-studies\/addressing-coastal-erosion-in-marche-region-italy\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">\u2018soft\u2019 measures<\/a> are being implemented alongside rigid structures. <\/p>\n<p>In the municipality of Sirolo, about 156,000 m3 of sand and gravel were used for beach nourishment along a 1,200 m shoreline in the San Michele Bay.
