{"id":382739,"date":"2026-04-09T06:48:13","date_gmt":"2026-04-09T06:48:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/382739\/"},"modified":"2026-04-09T06:48:13","modified_gmt":"2026-04-09T06:48:13","slug":"iran-crisis-puts-chinas-un-diplomacy-to-the-test","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/382739\/","title":{"rendered":"Iran crisis puts China\u2019s UN diplomacy to the test"},"content":{"rendered":"<p>China and Russia this week vetoed a UN Security Council Resolution on the Strait of Hormuz crisis, which began when Iran closed the Strait in response to US and Israeli attacks almost six weeks ago. The politicking around the Bahrain-led draft, and in parallel to the debate at the UN, highlights a change in China\u2019s engagement with international crises, and underscored the pragmatism that guides its actions.<\/p>\n<p>The UNSC resolution was a <a href=\"https:\/\/www.reuters.com\/world\/china\/china-vetoes-un-resolution-protecting-hormuz-shipping-2026-04-07\/\" rel=\"nofollow noopener\" target=\"_blank\">watered-down draft<\/a>, stripped of references to the authorisation of the use of force or binding enforcement during drafting at the insistence of China and Russia. Lines on proportional and defensive efforts were added in place. The resolution was explicitly not about resolving the crisis, but focused on twin goals: \u201cto deter attempts to close, obstruct or otherwise interfere with international navigation \u200bthrough the Strait of Hormuz\u201d and support for \u201cthe escort of merchant and commercial vessels.\u201d<\/p>\n<p>China still chose to exercise its veto and such a move carries a cost. By definition, obstructing the working of the Security Council serves to further degrade the utility and legitimacy of the only global peace and security platform where <a href=\"https:\/\/academic.oup.com\/book\/35182\" rel=\"nofollow noopener\" target=\"_blank\">China has equal footing to the United States<\/a>. This makes understanding\u00a0China\u2019s context and explanation of the veto worth examining carefully.<\/p>\n<p>China emphasised two key concerns, while managing any potential blowback by referring to its China-Pakistan Five-Point Initiative and chastising Iran.<\/p>\n<p>To begin with, China\u2019s Permanent Representative to the UN Fu Cong made <a href=\"https:\/\/un.china-mission.gov.cn\/eng\/hyyfy\/202604\/t20260408_11887987.htm?utm_source=substack&amp;utm_medium=email\" rel=\"nofollow noopener\" target=\"_blank\">explicit reference<\/a> to the 2011 case of Libya \u2013 where China cast an abstention vote for an operation that escalated to regime change removing Muammar Gaddafi \u2013 citing China\u2019s perennial fear of \u201cthe veneer for unauthorised military operations.\u201d President Donald Trump\u2019s social media <a href=\"https:\/\/www.nytimes.com\/2026\/04\/07\/us\/politics\/trump-iran-civilization-threat.html\" rel=\"nofollow noopener\" target=\"_blank\">threats<\/a> of \u201cblasting Iran into oblivion\u201d and to \u201c[o]pen the Fuckin\u2019 Strait, you crazy bastards, or you\u2019ll be living in Hell,\u201d fed China\u2019s about the any resolution being used to justify potential regime change.<\/p>\n<p class=\"article-quote-right\">It is costly for China to cast a veto. By definition, it degrades the only global security platform where China has equal footing to the United States.<\/p>\n<p>Second, China also emphasised that the resolution failed to give a \u201cfull picture of the conflict\u201d with its \u201cone-sided condemnation\u201d, blaming both the United States and Israel for launching unauthorised military strikes, signalling concern that the resolution could provide legal cover for continued military action.<\/p>\n<p>The vote at the UNSC took place at a critical moment for China\u2019s positioning in the Middle East. When the conflict began on 28 February, Beijing was relatively better able to tolerate the immediate shock from spiking oil prices better than most other countries, at least in the short term. The increasing electrification of the Chinese economy, its vast domestic coal resources, strategic oil reserves and the fact that <a href=\"https:\/\/www.scmp.com\/economy\/global-economy\/article\/3347860\/china-owned-vessel-secures-rare-strait-hormuz-transit-iran-war-grinds\" rel=\"nofollow noopener\" target=\"_blank\">China-owned vessels<\/a> continued to transit the Strait, afforded China some distance from immediate economic pressures. Moreover, despite the killing of Ali Khamenei and other high-ranking leaders, the Iranian state apparatus proved resilient, the swift change of leadership providing continuity for China\u2019s bilateral diplomacy.<\/p>\n<p>However, a prolonged conflict, possibly extending over several months and escalating into a ground invasion, would have posed serious risks, prompting China to become more involved in de-escalation efforts. China\u2019s economy is in no position to weather a global recession with ease. Persistently weak domestic demand means that exports remain essential for absorbing industrial output, sustaining economic growth, and supporting employment. A decline in external demand, combined with disruptions in access to key industrial and agricultural inputs, could therefore undermine a critical pillar of the economy.<\/p>\n<p>The conflict\u2019s continuation also risked further delaying Trump\u2019s visit to China, which had already been pushed back from April to May. For Beijing, stabilising relations with Washington remains a priority, not least to gain time to strengthen its economy against the possibility of future US sanctions. Conversely, hosting the US President while active fighting continued risks signalling implicit support for, or acquiescence to, US military actions. In addition, China still hadn\u2019t <a href=\"https:\/\/global.oup.com\/academic\/product\/protecting-chinas-interests-overseas-9780198867395\" rel=\"nofollow noopener\" target=\"_blank\">resolved the challenge<\/a> of how to protect or evacuate the hundreds of thousands of Chinese nationals in the region.<\/p>\n<p>China also took action outside the UNSC based on its ongoing relationship with Iran. We\u2019ve heard credible accounts that China played at least an important role coordinating with both Tehran and Washington ahead of the present Pakistan-brokered ceasefire. This was a necessary step to prevent escalation and create the foundation for what will undoubtedly be a difficult diplomatic process.<\/p>\n<p>The next challenge for China will be to sustain such levels of engagement.
