They would, of course: the country has cleverly exploited its ability to negotiate with a united front. But, courtesy of <a href=\"https:\/\/www.ft.com\/content\/dd6d5fd0-0faa-4a55-84ce-58c4d00d531c\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">President Trump\u2019s onslaught <\/a>on pharma companies, the UK\u2019s good deal is soon likely to come to an end. <\/p>\n<p>Over the past few weeks, Merck has <a href=\"https:\/\/www.ft.com\/content\/5ace49a8-47ab-409d-8909-6edb107ce71a\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">scrapped a \u00a31bn research centre<\/a> in London. AstraZeneca <a href=\"https:\/\/www.ft.com\/content\/a4dc3ba5-fc5b-4d51-8d5e-690ae7930391\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">paused a \u00a3200mn investment<\/a> in Cambridge, following an earlier decision<a href=\"https:\/\/www.ft.com\/content\/289dbaa2-f452-4aef-995c-bdbd5a79eea7\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\"> to ditch a planned \u00a3450mn vaccine plant<\/a>. Eli Lilly boss Dave Ricks has branded the UK the<a href=\"https:\/\/www.ft.com\/content\/a271edb1-08c1-4202-98bc-4485a0339926\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\"> worst country in Europe for low drug prices,<\/a> and says the country will miss out on investments and medicines if it doesn\u2019t mend its ways. <\/p>\n<p>It is true that the UK pays relatively little for its medicines. While negotiated prices are confidential, EY estimates that spending on innovative drugs amounts to less than 0.3 per cent of GDP, just over a third of US levels. <\/p>\n<p>The process is convoluted, but part of it hinges on the \u201ccost-effectiveness threshold\u201d set by the National Institute for Healthcare and Excellence. This says that an extra year of healthy life for a patient is<a href=\"https:\/\/www.nice.org.uk\/news\/blogs\/should-nice-s-cost-effectiveness-thresholds-change-\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\"> typically worth at most \u00a330,000<\/a>. Should overall drug sales exceed forecasts, the NHS claws back some of the drugmaker\u2019s revenue the next year \u2014 a share that has risen to <a href=\"https:\/\/www.ft.com\/content\/9e6a19c6-074a-4386-8050-3a9517f0c524\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">almost 23 per cent.<\/a> <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/09\/https:\/\/d6c748xw2pzm8.cloudfront.net\/prod\/9618cfe0-9ad7-11f0-9757-511b0a5045d3-standard.png\" alt=\"Bar chart of Spending on new innovative drugs as a percentage of GDP showing A healthy discount \" data-image-type=\"graphic\" width=\"3500\" height=\"2500\" loading=\"lazy\"\/><\/p>\n<p>Still, Big Pharma\u2019s case looks weak. Much of the cost of medicines is research and development, which they would be doing anyway in order to sell their drugs in bigger markets like the US. Even lower-priced sales are therefore worth pursuing. Threats to build labs elsewhere are illogical: drugmakers should want to be where skills and incentives are greatest.<\/p>\n<p>The problem, though, is that the UK\u2019s good deal is now causing problems elsewhere. Trump wants pharma companies <a href=\"https:\/\/www.ft.com\/content\/bebf2e57-42c9-4223-a317-b47390936724\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">to offer publicly funded US insurers<\/a> the same price awarded to the \u201cmost favoured nation\u201d. They have until Monday to do so. And a <a href=\"https:\/\/www.ft.com\/content\/dd6d5fd0-0faa-4a55-84ce-58c4d00d531c\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">new 100 per cent tariff<\/a> on branded pharmaceuticals for companies that are not building a plant in America suggests Trump means business. <\/p>\n<p>In this light, drugmakers have reason to take a tough stance against UK negotiators. Not only are they under pressure to set a sustainable benchmark, but they\u2019ll also be seeking to replace profit that will be lost from lower prices in the US. That makes their threats look like more than grandstanding.
