We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p>The <a href=\"https:\/\/www.independent.co.uk\/topic\/triple-lock\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> should be scrapped, Sir Tony Blair\u2019s think tank has said in a proposal for the biggest overhaul of the <a href=\"https:\/\/www.independent.co.uk\/topic\/state-pension\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> since it was introduced in 1948.<\/p>\n<p>The <a href=\"https:\/\/www.independent.co.uk\/topic\/tony-blair-institute\" rel=\"nofollow noopener\" target=\"_blank\">Tony Blair Institute<\/a> has issued a new report calling for the state <a href=\"https:\/\/www.independent.co.uk\/topic\/pension\" rel=\"nofollow noopener\" target=\"_blank\">pension<\/a> to be replaced with a \u201cLifespan Fund\u201d that it claims is \u201cbuilt for longer and more fluid lives\u201d.<\/p>\n<p>It argues the <a href=\"https:\/\/www.independent.co.uk\/topic\/state-pension\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> is \u201coutdated, increasingly unaffordable, and too rigid for the way people live and work\u201d because it concentrates state-supported income support at retirement.<\/p>\n<p>The triple lock is a government <a href=\"https:\/\/www.independent.co.uk\/money\/state-pension-boost-triple-lock-wages-tax-b2871161.html\" rel=\"nofollow noopener\" target=\"_blank\">guarantee to increase the state pension<\/a> each April by the highest of three metrics \u2013 average wage rises, <a href=\"https:\/\/www.independent.co.uk\/topic\/inflation\" rel=\"nofollow noopener\" target=\"_blank\">inflation<\/a>, or 2.5 per cent.<\/p>\n<p>This is intended to protect <a href=\"https:\/\/www.independent.co.uk\/topic\/pensioners\" rel=\"nofollow noopener\" target=\"_blank\">pensioners\u2019<\/a> incomes over time and is highly valuable to recipients. Critics say it is no longer affordable, but politicians have been loath to commit to changing it, given its popularity with older voters.<\/p>\n<p>The full state <a href=\"https:\/\/www.independent.co.uk\/topic\/pension\" rel=\"nofollow noopener\" target=\"_blank\">pension<\/a> is worth \u00a3241.30 a week, or \u00a312,548 a year.<\/p>\n<p>Defenders of the state pension note that the money paid out is spent back into the <a href=\"https:\/\/www.independent.co.uk\/topic\/economy\" rel=\"nofollow noopener\" target=\"_blank\">economy<\/a>, which supports growth, but the TBI claims \u201creform is now unavoidable\u201d since the number of <a href=\"https:\/\/www.independent.co.uk\/topic\/pensioners\" rel=\"nofollow noopener\" target=\"_blank\">pensioners<\/a> will rise from 12.6 million now to 19 million by 2070.<\/p>\n<p>The cost to the state could rise from 5 per cent of GDP now to 7.8 per cent by then \u2013 an extra \u00a385bn a year.<\/p>\n<p>In a recent report from Almond Financial, Britain had the 13th most generous state pension in Europe. We can\u2019t keep pouring money into a system that is increasingly unaffordable. Pension spending must be contained, and that means the triple lock cannot continue after the next Election. <\/p>\n<p>\u201cEnding it will require political leadership from all parties \u2013 but that should only be the first step. Real reform must also build a better system: one that is fairer, more flexible, and designed for how people live today.\u201d<\/p>\n<p>Nigel Farage of Reform UK has recently pledged to <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/nigel-farage-reform-pension-triple-lock-uturn-b2950700.html\" rel=\"nofollow noopener\" target=\"_blank\">keep the pension triple lock<\/a>, but cut other welfare payments to pay for it.<\/p>\n<p>Labour MP Graeme Downie said the triple lock should be reformed to fund an increase in defence spending.<\/p>\n<p>He wrote in The House magazine that the government should be brave enough to ask older people who &#8220;benefited financially from peace&#8221; to make a greater contribution to future national security. <\/p>\n<p>\u201cIf there is to be a true whole of society approach to defence, and younger people could be expected to die, what are older people willing to sacrifice?\u201d he wrote.<\/p>\n<p>The report calls for the recently re-established Pensions Commission to foster cross-party agreement before the next election, paving the way for the triple lock to be replaced from 2030 with a smoothed link to earnings. <\/p>\n<p>Under the proposed Lifespan Fund, savers would build up entitlement through contributions across their lives \u2013 including through work, caring, study and other recognised activity.<\/p>\n<p>They could bring forward some of those payments, for example, if unemployed or retraining.<\/p>\n<p>People could choose when to convert their Lifespan Fund into a guaranteed pension for life, with the annual amount adjusted on an actuarially fair basis to reflect age and health. <\/p>\n<p><a href=\"https:\/\/www.independent.co.uk\/topic\/tom-smith\" rel=\"nofollow noopener\" target=\"_blank\">Tom Smith<\/a> added: \u201cTBI\u2019s proposed Lifespan Fund offers that better alternative. It replaces the one-size-fits-all state pension with a personalised system that people build up through active contribution across their lives. It gives people real freedom to use support earlier in life \u2013 to retrain, care for relatives or manage periods out of work \u2013 and to top it back up before retiring on their own terms.
