The European Union passed several resolutions condemning Palestinian Authority<\/a> educational materials containing antisemitism and glorification of jihad, the Institute for Monitoring Peace and Cultural Tolerance in School Education<\/a> (IMPACT-se) has reported.<\/p>\n

In the EU\u2019s report on discharge in respect of the implementation of the general budget of the European Union for the financial year 2024, it called for any future funding to the PA to be conditional on the removal of \u201cantisemitic content, incitement to violence<\/a> and the glorification of martyrdom and jihad\u201d from textbooks.<\/p>\n

The European Parliament\u2019s budget report emphasized that EU financial assistance and engagement \u201cshould support education that promotes peace, tolerance and coexistence.\u201d<\/p>\n

It urged the PA to reform its textbooks and educational systems \u201cthat fail to adhere to UNESCO standards, in particular those containing antisemitism, incitement to violence, glorification of jihad and martyrdom, and the rejection of peaceful conflict resolution.\u201d<\/p>\n

The European Parliament noted that \u201ceducation is a central pillar of peacebuilding, coexistence and preparation for a negotiated two-state solution,\u201d as well as a key component in countering radical ideologies, extremism, and intolerance.<\/p>\n

The EU condemned Palestinian children being exposed to content that encourages antisemitism and includes violence.<\/p>\n

The resolutions regarding the extremist educational materials were passed by a large margin, with 418 votes in favor, 207 votes against, and 14 abstentions.<\/p>\n

PA has not fulfilled commitments to remove extremist content<\/p>\n

According to IMPACT-se, this is the seventh consecutive year in which such condemnations have been issued.<\/p>\n

In July 2024, the PA signed an agreement with the EU to reform its curriculum, affirming its commitment to the process, but not all of the EU\u2019s guidelines for the removal of violent, extremist content have been met.<\/p>\n

As of November 2025, according to an IMPACT-se report<\/a>, PA textbooks and educational materials still include content that glorifies jihad and incitement to violence.<\/p>\n

Nearly 300 textbooks and 71 teacher guides used in the West Bank and Gaza were reviewed for the 2025 report.<\/p>\n

Within the materials, IMPACT-se found that the PA continued to \u201cerase Israel from maps and texts, embeds antisemitic motifs, glorifies violence and martyrdom, and politicizes STEM and grammar exercises in ways that normalize conflict.\u201d<\/p>\n
