{"id":429236,"date":"2026-05-07T02:11:08","date_gmt":"2026-05-07T02:11:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/429236\/"},"modified":"2026-05-07T02:11:08","modified_gmt":"2026-05-07T02:11:08","slug":"pension-funds-should-invest-more-in-canada-senate-finance-committee-chair-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/429236\/","title":{"rendered":"Pension funds should invest more in Canada, Senate finance committee chair says"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/I25JP4QM2VC3BAL5323ERQ2274.JPG?auth=6ee7253e23b09a06735e107da3ca25e3126b8ed05eec5a421ae288a29998d87c&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Prime Minister Mark Carney makes an announcement on the Canada Strong Fund, Canada&#8217;s first sovereign wealth fund, at the Canada Science and Technology Museum in Ottawa on April 27.Justin Tang\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government should force the investment arms of the <a href=\"https:\/\/www.theglobeandmail.com\/topics\/cpp\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/cpp\/\">Canada Pension Plan<\/a> and public-sector pensions to invest additional funds in this country rather than launching a sovereign wealth fund, says the Conservative chair of the Senate finance committee.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In an interview with The Globe and Mail Wednesday, Senator Claude Carignan said the model \u2013 known as a dual mandate \u2013 has worked well in Quebec with the Caisse de d\u00e9p\u00f4t et placement du Qu\u00e9bec.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cMy position is that I think that the pension funds need to invest more in Canada,\u201d the Quebec-based senator said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">While the federal government has frequently said it wants to help create conditions that encourage such funds to invest more domestically, Mr. Carignan said urging voluntary action hasn\u2019t worked and legislative changes should be considered. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/retirement\/article-the-most-powerful-cpp-reform-is-right-under-our-noses-and-its-cost\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: The most powerful CPP reform is right under our noses \u2013 and it\u2019s cost-efficient<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe could change their mandate and put a note that they have to invest more in the Canadian economy, like we have with Caisse de d\u00e9p\u00f4t,\u201d he said. \u201cThe other pension plans don\u2019t have this objective, but I think that they have to be more involved in our economies.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carignan said a dual mandate would eliminate the need for the $25-billion <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-to-announce-sovereign-wealth-fund-monday\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-to-announce-sovereign-wealth-fund-monday\/\">Canada Strong Fund<\/a> that Prime Minister Mark Carney announced last month tied to the government\u2019s spring economic update. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Conservative senator said he was expressing a personal view and acknowledged his comments place him at odds with his own party.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The CPP is jointly managed by Ottawa and the provinces, except Quebec. Changing the CPP investment rules would require the support of Ottawa and at least two-thirds of participating provinces, representing two-thirds of the population of those provinces. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Public Sector Pension Investment Board (PSP Investments) invest funds for the pension plans of the public service, the Canadian Armed Forces, the Royal Canadian Mounted Police and the Reserve Force.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The CPPIB and PSP Investments have virtually identical mandates to invest assets with a view to achieving maximum rates of returns without undue risk. Neither fund is subject to minimum amounts with respect to domestic investments.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-ottawas-plan-to-lower-cpp-premiums-today-may-be-regretted-tomorrow\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Ottawa\u2019s plan to lower CPP premiums today may be regretted tomorrow<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The CPPIB held net assets worth $780.7-billion as of Dec. 31, 2025, while PSP Investments held $299.7-billion as of March 31, 2025.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Under pressure to put more money to work in Canada, the chief executives of Canada\u2019s largest pension funds have argued that the plans have thrived on an independent governance model that keeps them free from political meddling. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Some <a href=\"https:\/\/www.theglobeandmail.com\/business\/rob-magazine\/article-a-debate-is-raging-over-canadian-pension-plans-domestic-investments\/?login=true\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/rob-magazine\/article-a-debate-is-raging-over-canadian-pension-plans-domestic-investments\/?login=true\">pension-sector experts have suggested<\/a> that the dual mandate that governs the Caisse has been a drag on its returns over the past decade. But comparisons with peers are hard to make given the different mix of clients the funds serve.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Provincial law in Quebec requires the Caisse to pursue \u201coptimal returns\u201d for its six million depositors \u201cwhile contributing to Quebec\u2019s economic development.\u201d The fund now manages $517-billion in assets, and its former CEO, Michael Sabia, is Clerk of the Privy Council in Mr. Carney\u2019s government. Its Quebec investments include infrastructure projects such as Montreal\u2019s REM light-rail line.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Conservative MPs stressed the need for CPP independence in an exchange last month with Canada Pension Plan Investment Board senior managing director Michel Leduc.<\/p>\n<p class=\"c-article-body__text text-pr-5\">During a recent finance committee meeting in the House of Commons, Conservative MP Pat Kelly criticized calls for the CPP to have a domestic investment mandate.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe hear voices, from time to time, saying things like, \u2018Why doesn\u2019t the CPPIB invest in Canada?\u2019 \u2018Shouldn\u2019t they invest more in Canada?\u2019 or more chillingly: \u2018Should they be compelled to invest more in Canada?\u2019 \u201d he said, before asking Mr. Leduc to comment on the importance of the fund\u2019s independence.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Leduc responded by saying that the CPPIB does invest considerably in Canada, which he pegged at more than $115-billion.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe point about independence is critical on multiple fronts, including our ability to access global markets,\u201d he said. \u201cIf we were seen to have different non-commercial objectives \u2013 perhaps national-interest objectives \u2013 it would make our life a lot more difficult regarding accessing prized assets around the world.\u201d<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-our-pension-funds-must-be-sovereign-wealth-funds-too-even-if\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Our pension funds must be sovereign wealth funds, too \u2013 even if pensioners take a hit<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Leduc told The Globe Wednesday that the CPPIB is one of the best performing pension funds in the world and Canada should not be adding barriers.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe have heard many voices about this in recent years and while everyone is entitled to their opinions, that respectfully doesn\u2019t extend to their own facts,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In April, Ontario Municipal Employees Retirement System was the first major Canadian pension fund to set a target to boost its exposure to Canada.
