{"id":462272,"date":"2026-05-27T08:31:14","date_gmt":"2026-05-27T08:31:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/462272\/"},"modified":"2026-05-27T08:31:14","modified_gmt":"2026-05-27T08:31:14","slug":"board-of-peace-blames-hamass-refusal-to-disarm-as-reason-for-gaza-ceasefire-breakdown","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/462272\/","title":{"rendered":"Board of Peace blames Hamas&#8217;s refusal to disarm as reason for Gaza ceasefire breakdown"},"content":{"rendered":"<p class=\"article-paragraph-section article-body-paragraph\">The Board of Peace acknowledged the stalled ceasefire in Gaza and pressed the United Nations Security Council to force Hamas to disarm and allow for the 20-point agreement to proceed.<\/p>\n<p>In a briefing to the council, <a href=\"https:\/\/www.jpost.com\/israel-news\/article-896984\" rel=\"nofollow noopener\" target=\"_blank\">Nickolay Mladenov<\/a>, the High Representative for Gaza, urged member states to use \u201cevery means at [their] disposal\u201d to pressure Hamas and other armed factions in Gaza to disarm and submit to a supervised decommissioning process under the internationally backed roadmap established by the Board of Peace. \u00a0<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">\u201cAt this stage, the principal obstacle to full implementation remains Hamas\u2019 refusal to accept verified decommissioning, relinquish coercive control, and permit a genuine civilian transition in Gaza,\u201d the Board\u2019s report stated ahead of the session.<\/p>\n<p>Hamas has rejected <a href=\"https:\/\/www.jpost.com\/tags\/nickolay-mladenov\" rel=\"nofollow noopener\" target=\"_blank\">Mladenov\u2019s<\/a> accusations and his proposed roadmap. <a href=\"https:\/\/www.jpost.com\/middle-east\/article-874115\" rel=\"nofollow noopener\" target=\"_blank\">Hazem Qassem<\/a>, the spokesperson for the terrorist group, said the statement from the Board of Peace \u201creflects continued adoption of the Israeli position and serves as an attempt to justify further Israeli escalation.\u201d<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">Other critics of the Board of Peace, launched by US President Donald Trump in January, have spoken out against Mladenov&#8217;s statement, calling the report a one-sided account of the stalled ceasefire, which Israel repeatedly violates.<\/p>\n<p><img alt=\"Prime Minister Benjamin Netanyahu and Nickolay Mladenov, the former UN Middle East envoy.\" loading=\"lazy\" width=\"822\" height=\"829\" decoding=\"async\" data-nimg=\"1\" style=\"color:transparent\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2026\/05\/701224.jpeg\"\/>Prime Minister Benjamin Netanyahu and Nickolay Mladenov, the former UN Middle East envoy. (credit: AMOS BEN-GERSHOM\/GPO)<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">Mladenov did acknowledge a need for Israeli cooperation with the ceasefire agreement and the UNSC Resolution 2803 in his briefing to the Security Council: \u201cImplementation cannot advance through Palestinian obligations alone. The continued killings, Israeli restrictions, and delays affecting humanitarian flows are not abstract issues.\u201d<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">Israel has fallen short of its obligation to allow 600 trucks carrying humanitarian supplies a day, and according to the Hamas-run Gaza Health Ministry, 850 Palestinians have been killed by Israeli strikes since the ceasefire agreement was implemented last October.<\/p>\n<p>US&#8217;s 20-point ceasefire plan calls for Hamas&#8217;s complete disarmament<\/p>\n<p>The US brokered a 20-point ceasefire plan that calls for the complete disarmament and decommission of <a href=\"https:\/\/www.jpost.com\/tags\/hamas\" rel=\"nofollow noopener\" target=\"_blank\">Hamas<\/a> and the destruction of the extensive tunnel network in Gaza. The roadmap also calls for the withdrawal of Israeli forces from Gaza and the creation of a new technocratic Palestinian government.\u00a0<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">Gershon Baskin, an Israeli analyst and former Israeli hostage negotiator, welcomed the road map in the ceasefire agreement developed by the Board of Peace.<\/p>\n<p>\u201cIsrael and Hamas should agree to it, and its implementation should begin immediately,\u201d Baskin told The Guardian.<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">However, Baskin also criticized Mladenov\u2019s characterization of the stalled ceasefire, arguing that Israel also bore responsibility for the breakdown in the truce. He told reporters that Hamas had \u201cindicated its willingness to begin the process of disarmament and decommissioning of weapons.\u201d<\/p>\n<p class=\"article-paragraph-section article-body-paragraph\">Under Mladenov\u2019s plan, the National Committee for the Administration of Gaza (NCAG), a panel of 12 Palestinian technocrats created by the Board of Peace, is meant to oversee the disarmament of militant and terrorist groups in the strip.
