Every gallon of fresh water produced leaves behind 1 to 1.5 gallons of brine \u2014 water with chemical residues and twice the salt concentration of the sea \u2014 which is normally discharged back into the ocean.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmq12ypx8000k3b6ralsk9bwr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Poorly managed brine can <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2468584425001023\" target=\"_blank\" rel=\"nofollow noopener\">damage marine ecosystems<\/a>, creating oxygen-depleted \u201c<a href=\"https:\/\/www.cisl.cam.ac.uk\/resources\/sustainability-horizons\/february-2019\/desalination-facilities-alter-oceans\" target=\"_blank\" rel=\"nofollow noopener\">death zones<\/a>\u201d that kill seagrass beds and plankton populations. While most capacity remains concentrated in North Africa, Namibia and South Africa have been desalinating seawater for over a decade, and are also developing smaller solar-powered plants\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmq12ypx800103b6rl9pcyqpg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The stakes for agriculture are continental.
