{"id":49220,"date":"2025-10-01T14:31:13","date_gmt":"2025-10-01T14:31:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/49220\/"},"modified":"2025-10-01T14:31:13","modified_gmt":"2025-10-01T14:31:13","slug":"social-security-fund-remains-in-strong-state","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/49220\/","title":{"rendered":"Social Security Fund remains in &#8220;strong state&#8221;"},"content":{"rendered":"<p>A PREVIOUS formula for paying into the Social Security Fund is based on out-of-date population projections and concerns raised about the long-term implications of plans to reduce the amount paid into it are \u201cscaremongering\u201d, the Chief Minister has said.<\/p>\n<p>During States question time, Deputy Lyndon Farnham said that, when compared with similar funds in other jurisdictions, Jersey\u2019s social security reserves were in a \u201cstrong state\u201d.<\/p>\n<p>If approved, the recently-unveiled 2026 to 2029 Budget includes plans for a \u201ctemporary rebasing\u201d of the States grant to the Social Security Fund over the next four years.<\/p>\n<p>This would initially see the figure drop from its formula value of around \u00a397 million to around \u00a350 million, with further \u201cone-off\u201d reductions of \u00a317.6 million and \u00a310 million \u2013 to support the Government\u2019s capital programme and living wage transition plans respectively \u2013 taking it down to \u00a322.768 million in 2026 [see picture].<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"308\" data-attachment-id=\"9929513\" data-permalink=\"https:\/\/jerseyeveningpost.com\/news\/2025\/10\/01\/plans-to-reduce-states-grant-to-social-security-fund-will-not-damage-its-ability-to-meet-future-commitments\/attachment\/screenshot-2025-09-30-123748\/\" data-orig-file=\"https:\/\/i0.wp.com\/jerseyeveningpost.com\/wp-content\/uploads\/2025\/09\/Screenshot-2025-09-30-123748.jpg?fit=1216%2C480&amp;ssl=1\" data-orig-size=\"1216,480\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;0&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;0&quot;}\" data-image-title=\"Screenshot 2025-09-30 123748\" data-image-description=\"\" data-image-caption=\"\" data-medium-file=\"https:\/\/i0.wp.com\/jerseyeveningpost.com\/wp-content\/uploads\/2025\/09\/Screenshot-2025-09-30-123748.jpg?fit=300%2C118&amp;ssl=1\" data-large-file=\"https:\/\/i0.wp.com\/jerseyeveningpost.com\/wp-content\/uploads\/2025\/09\/Screenshot-2025-09-30-123748.jpg?fit=780%2C308&amp;ssl=1\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/10\/Screenshot-2025-09-30-123748.jpg\" alt=\"\" class=\"wp-image-9929513\"  \/><\/p>\n<p>During questions without notice to Chief Minister Lyndon Farnham, Deputy Renouf questioned whether the public could have faith that the government\u2019s proposed Capital Investment Programme to protect public spending when \u201cthat principle is being undermined with its raid on social security contributions\u201d.<\/p>\n<p>Deputy Farnham, in response, said: \u201cThey should have faith based upon the the foresight that established the Social Security Reserve Fund and the strong performance that has let it to grow to almost \u00a32.5 billion with the projected growth of \u00a33 billion by 2029.<\/p>\n<p>\u201cThe Social Security Reserve Fund was based on a formula set up at a time when our long-term population projections were completely different to what they are now and the Deputy conveniently forgets that we are still proposing to put \u00a3186 million into the fund. I think it is important that we balance what the taxpayers puts into the fund and how it supports the fund with what the fund actually needs.<\/p>\n<p>\u201cIt is still, by just about every other reserve fund around the world, in a strong state with seven or eight years of reserves which is unheard of in many other countries. I wish the Deputy and other Members would stop scaremongering about the impact on the fund.\u201d<\/p>\n<p>Earlier in the sitting, Social Security Minister Lyndsay Feltham sought to reassure Members that the proposed reduction \u201cwill not damage the ability of the fund to meet its future commitments\u201d.<\/p>\n<p>Deputy Renouf questioned what work had been undertaken prior to the proposed Budget\u2019s publication to ensure that the reduction could be implemented \u201cwithout damaging the ability of the fund to meet its future commitments\u201d.<\/p>\n<p>He also asked why, given the scale of the reduction, the next actuarial review had not been brought forward \u201cto inform the budget decision\u201d.<\/p>\n<p>\u201cDetailed estimates were prepared by Treasury and considered at length by Council of Ministers prior to the publication of the Budget,\u201d Deputy Feltham said, citing figures elsewhere within the document that \u201cshow that the temporary reduction will not damage the ability of the fund to meet its future commitments\u201d.<\/p>\n<p>\u201cThe Social Security Reserve Fund balance is expected to increase to \u00a32.5 billion at the end of 2025 and to \u00a33 billion at the end of 2029,\u201d she continued.<\/p>\n<p>\u201cThe periodic actuarial review of the fund is a detailed and time-consuming piece of work designed to support longer-term policy decisions. <\/p>\n<p>\u201cThe reviews are scheduled to give each government the most up-to-date information possible on long-term trends, and it would not be appropriate to move this timetable due to a proposal for a temporary reduction which does not have a long-term impact on the fund.\u201d<\/p>\n<p>\n\tRelated<\/p>\n","protected":false},"excerpt":{"rendered":"A PREVIOUS formula for paying into the Social Security Fund is based on out-of-date population projections and concerns&hellip;\n","protected":false},"author":2,"featured_media":49221,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[14],"tags":[4391,114,268,85,46,38092,38093,266,267,1759],"class_list":["post-49220","post","type-post","status-publish","format-standard","has-post-thumbnail","category-personal-finance","tag-budget","tag-business","tag-finance","tag-il","tag-israel","tag-jonathan-renouf","tag-lyndsay-feltham","tag-personal-finance","tag-personalfinance","tag-social-security"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/posts\/49220","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/comments?post=49220"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/posts\/49220\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/media\/49221"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/media?parent=49220"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/categories?post=49220"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/il\/wp-json\/wp\/v2\/tags?post=49220"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
